Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women, dedicated to advancing gender equality and women’s human rights globally. Since 2002, UN Women Afghanistan has been supporting the government of Afghanistan and others partner agencies with the overall goal to Eliminate Violence against Women (EVAW), promotion of women rights and gender equality. UN Women is further strengthening its EVAW Program through more strategic interventions in Elimination of VAW through primary prevention to transform harmful social norms and ensuring survivors access to comprehensive services.

The role of the UN Women’s EVAW Program in Afghanistan is to support national partners – including the Civil society organizations, Ministry of Haj and religious Affairs (MOHRA) Ministry of Justice ( MoJ),  Ministry of Women’s Affairs (MoWA), Ministry of rural and rehabilitation (MRRD), Parliamentary bodies, and other relevant line ministries to support the implementation of commitments under the National Action Plan for the Women of Afghanistan (NAPWA) including support to prevention and response to violence against women, legal protection, institutional capacity enhancement and support women’s human rights.

UN Women works with MRRD community development councils (CDCs) to mobilize Women, girls, men and boys at individual and rural community level to transform harmful social norms through evidence based primary prevention initiatives.

As part of the EVAW through community mobilization this project focuses to Scale-up community mobilization activities and engage CDCs (including men and boys), women's shuras, ulemas, influential leaders and SEJ workers in selected Provinces, districts and villages.
 

 

Duties and Responsibilities

Under direct supervision of EVAW Program Manager, considering the above, the Consultant will undertake the following tasks:
•    Conduct Evaluation of the EVAW through community mobilization (SEJ project) being implemented by MRRD; including recommendations in re-formulating UN Women’s interventions in EVAW through community mobilization. the evaluation shall be conducted through interviewing the targeted beneficiaries (CDCs, women’s shouras, influential figures, etc.)  at the community level both individually and in group; the MRRD SEJ staff and MRRD field staff involved in this project to assess the impact of interventions both positively and negatively;
•    Develop UN Women’s strategy on EVAW primary prevention programme: the strategy shall be developed through a consultative process with different stakeholders including CSO, Private sector, influential figures, and government institutions. Including mapping of the existing programmes/projects on the primary prevention and desk review as needed;
•    Develop a concept note on the EVAW primary prevention project: the concept note shall be developed through the regional and national consultations with different stakeholders including influential figures, religious/tribal leaders, relevant government institutions, private sector and CSOs. conduct desk review of the existing programmes/project impacts to help proposing risk mitigation to avoid future gaps;
•    Produce a final detailed report of the consultancy.A final detailed consultancy report based on the above deliverables shall be prepared including annexes detailed reports of the individual and focused group interviews conducted for SEJ project evaluation; and reports of the regional and national consultations for development of EVAW primary prevention project.

Deliverables:
•    Present findings of the Evaluation of the EVAW through community mobilization (SEJ project) including recommendations in re-formulating UN Women’s interventions in EVAW through community mobilization. within 20 working days;
•    Develop UN Women’s strategy on EVAW primary prevention programme-24 Working days;
•    Develop a concept note on the EVAW primary prevention project -within 30 working days;
•    Final consultancy report produced containing all deliverables – within 6 working days.

Administrative arrangement:
•    The Consultant will be based in UN Women Afghanistan Country Office and if required will go on mission to the provinces;
•    The consultant shall be provided with applicable DSA for Kabul Afghanistan for the duration of stay in Kabul to cover the cost of accommodation and other related expenses;
•    The consultant shall be covered for travel related expenses: (Cost of one round trip economic class air fare by most direct and least costly route from home country to Kabul and back to home country as per UN Women rules and regulations);
•    Accommodation:  The consultants shall be accommodated in UN cleared accommodation which will be fully paid by consultant. UN Women ACO administration team will assist in making necessary arrangements;
•    Transportation: The consultant shall be provided with transportation via armored vehicle for pick and drop for official purposes under UN security regulations;
•    Security:  The consultant shall fall within the security arrangements of the UN in general and UN Women in particular, and will be supported accordingly;
•    The contract payments will be based on the submission of quality deliverables certified by the EVAW Program Manager in the ACO.

•    Essential computer skills – familiarity with Microsoft Word programs, internet, e-mail.

Required Skills and Experience

Education:
•    Master’s Degree or Doctorate in Law, Gender studies, international human rights law with a minimum of 6 years of experience in M &E, legal research, legal technical briefs, project proposal or concept note writing;
Experience:
•    Experience in the field of M&E, Islamic/shari’a law and gender justice;
•    Sound knowledge of national, regional and international standards on women’s rights and related instruments;
•    Experience in developing concept notes and project proposal writing;
•    Proven of good tracking record on similar job and assignments;
•    Experience in working with senior governmental or non-governmental officials;
•    Familiarity with current debates, assessments and research on Gender in Islam.

Language Requirements:
•    Professional fluency in written and spoken English;
•    Knowledge of Dari and /or Pashto an asset;
