Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Jordan Country Office leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. As the Syrian conflict continues and its impact on neighboring countries and host communities deepens, there is an increasing recognition among all partners that the development and humanitarian challenges arising from the crisis must be met with accelerated action and enhanced capacity. 

The “Humanitarian Partners Forum” (HPF), supported by the Inter-Sector Working Group (ISWG) has overseen the refugee response in Jordan for the past years. The refugee response has been organized into the following eight sectors: Basic Needs; Education; Food Security; Health (including Mental Health, Nutrition and Reproductive Health); Protection (including Child Protection, Sexual and Gender-Based Violence and Mental Health/Psychosocial); Shelter; WASH; and Livelihoods.

The Sector Gender Focal Points Network (SGFPN), assists all sectors to ensure that women, girls, boys and men have equitable access to humanitarian assistance. Each sector has at least one gender focal point to support sectors to mainstream gender equality in sector interventions. One of the main responsibilities of the SGFPs is to support the Sector Coordinator to mainstream gender into the Sector Response Plan, which should include a gender analysis within situation analyses and a clear disaggregation of the gender needs of refugees. 

Against this background, UN Women in Jordan provides technical support to partners to strengthen the capacity of humanitarian interventions across the eight sectors, to undertake gender-sensitive humanitarian programming. 

To this end, UN Women in Jordan will hire an international consultant to produce a gender analysis for the WASH Sector. 

Duties and Responsibilities

  • Scope of Work

The consultant is expected to assess the gender dimensions of the WASH sector, analyzing the different needs, vulnerabilities and opportunities of Syrians and Jordanians in Za’atari and Azraq Camps and in the selected host communities: Zarqa, Mafraq, Irbid in the North, and Karak in the South.

The Gender Analysis is an essential tool to identify gaps and generate related data for gender sensitive sector programming. The WASH Sector Gender Analysis elaborated in 2016[1], delivered significant findings and recommendations, which must be still taken into consideration and addressed in the present analysis. However, the changing circumstances make necessary its revision and improvement.

The WASH sector gender analysis is expected to address the following issues:

  1. The changing gendered roles, access to and control over assets and resources as well as perspectives, capacities and constrains in accessing WASH services.
  2. Participation in decision making in the community about WASH related questions, representation in the water committees etc.
  3. Profile of the participants in the maintenance trainings, CFW opportunities and type of activities.
  4. Analyze the gendered threats and protection risks, including SGBV, related to accessing WASH services and the coping strategies adopted in meeting their basic WASH needs.
  5. Cultural beliefs and social norms about practices in water and sanitation use and hygiene habits from the perspective of women, men, boys and girls.
  6. Specific constraints and opportunities of women head of households related to WASH issues.
  7. Assess the availability of sex disaggregated data in the WASH Sector reports, strategies, workplans and programs. Review of the data provided by the UNHCR Data Portal Dashboard[2] and its relevance. 
  • Expected outputs and Deliverables

Expected outputs:

  • To conduct a desk review to collect qualitative and quantitative relevant data in relation to the gendered impact of the Syrian crises on WASH needs-vulnerabilities and capacities of Syrians in Za’atari and Azraq Camps and Syrians and Jordanians in Zarqa, Mafraq, Irbid and Karak.
  • To develop and select a range of methodologies and techniques to conduct the field work (subject to accessibility), proposing a sampling method, questionnaire and selection criteria for the participants, questions for the focus group discussions and interviews with key informants.
  • To analyze the data in a systematic way from an intersectional perspective, following the structure and topics outlined in this ToR.
  • To integrate an empowerment approach, providing specific recommendations and links with other sectors, such us Livelihood, Protection and Health.
  • To review the JRP WASH Gender Tip Sheet [3], developed in 2016, and propose changes if necessary.
  • The WASH sector Gender Analysis should reflect key findings and provide recommendations for programming WASH interventions and for the next Sector Response Plan. The structure of the report should include, at least, the following sections:

  3. Purpose and Objectives of the Gender Analysis
  4. Methodology
  5. Data analysis
  6. Key findings
  7. Conclusions
  8. Recommendations

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences or a related field.

Required Skills and Experience

  • At least ten (10) years of working experience in WASH.
  • Previous experience in producing gender analysis in humanitarian contexts required.
  • Strong communication skills, and ability to liaise with various stakeholders.
  • Good knowledge and understanding of gender equality issues in the Arab region desirable.
  • Previous experience in Jordan will be an asset.

Language requirements:

  • Fluency in written and spoken English required.
  • Knowledge of Arabic is an asset.

Duration and duty station for the assignment 

The expected duration of this consultancy is 40 working days, taking into consideration that the duty station is in Amman-Jordan.

    • The proposal should include all envisaged travel costs.
    • The proposal should be presented in US dollars only.
    • All prices quoted should be exclusive of all taxes, since UN Women is exempt from taxes.

Evaluation criteria:

  • The technical proposal will be evaluated based on CV and the proposal. Only those obtaining a minimum 70% technical points on CV will be considered for the Financial Evaluation.

The financial proposal (30%) will be evaluated based on the lower offer.

Fees and Schedule of Payments

The successful candidate will receive his/her payment, approved by the UNWOMEN Country Representative, based on satisfactory deliverables.
