Background

Government of Madhya Pradesh has launched a comprehensive entrepreneurship support programme in August 2014 named and Mukhyamantri Yuva Udyami Yojana (Chief Minister Young Entrepreneur Scheme), wherein any resident of Madhya Pradesh aged between 18-40 years with minimum qualification of class 10th can make an application through the General Manager, District Industry Centre for setting up a new small scale enterprise in the industry/ service sector for an amount of INR 10 lakhs to 200 lakhs. The scheme is implemented by the Ministry of Micro, Small and Medium Enterprises (MSME), Government of Madhya Pradesh and supported by UNDP.

The benefits available to the entrepreneur under the scheme are three-fold:

  1. Capital investment subsidy of 15% of the project cost (maximum INR 12 lakhs)
  2. Interest Subsidy of 5% on applicable interest for 7 years (maximum INR 5.00 Lakhs in a year)
  3. Applicable Guarantee Fee for 7 years

Directorate of Micro, Small and Medium Enterprises (MSME), Government of Madhya Pradesh with technical support of UNDP proposed an intervention for the capacity enhancement of the 5000 entrepreneurs during the project period those were registered under the Mukhyamantri Yuva Udyami Yojana from 51 districts of Madhya Pradesh.

The major objective of providing training to the entrepreneurs is to Empower and develop the new generation entrepreneurs and make them self-sustained and also build their understanding about the advance concept of marketing, problem solving skill and general management that sharpen their capability for effective decision making.

Duties and Responsibilities

The TEE Specialist will be based at UNDP Project Office (PMU) at Directorate of Industries MSME department, Vidhyachal Bhawan, Bhopal and under the overall supervision of the State Head UNDP and Project Manager, MYUY project. The specialist is expected to undertake the TEE (Techno Economic Evaluation) of the loan application of beneficiaries registered under the Mukhya Mantri Yuva Udyami Yojna of the financial year 2018-19 approved by DTICs and received through MP online. The applicant is expected to have technical knowledge about the loan application and the evaluation indicators as mentioned below: 

  1. Adequate knowledge of Banking Terms such as IRR, Break Even Point (B.E.P). Financial Projections and ratio analysis.
  2. Adequate knowledge & Experience about processing of Loan applications of entrepreneurs under MYUY (Mukhya Mantri Yuva Udyami Yojna)
  3. Feasibility in Project reports submitted along with loan applications
  4. Assessment of Manufacturing Capacity from the project proposals
  5. Technical knowledge about excise tax, GST and other financial requirement.
  6. Technical knowledge broadly about setting up an Industry (manufacturing/service) in(MSME) Department
  7. Technical knowledge about plant layout, plant & Machinery. Resources and their specifications
  8. Knowledge about Marketing and marketing cost
  9. Workable knowledge of accounts and finance including assets, fixed cost variable cost, breakeven analysis etc.
  10. Knowledge to assess economic viability of the project.

(* Based on the above indicators Project proposals for MYUY loans would be analyzed online. The applications to be evaluated under TEE are time bound)

Deliverables:

  • To evaluate the MYUY Loan applications received from DTICs through MP Online and record his/her finding with proper justification within stipulated time period of  three working days from  the date of receipt.
  • To Forward the Evaluated applications online through MP Online to the concerned DTICs with justified remarks.
  • Document the reasons for recommendation or Non-recommendation of cases.
  • To prepare monthly report.
  • Discharges administrative and other responsibilities associated with the position.
  • Discharge any other responsibility given by Project Manager/ State Head.

  • Must have strong knowledge of Project proposals, Loans and advances specially related to MSME Department.
  • Must have a sound knowledge of project management tools and utilizes these regularly in work and assignments.

Required Skills and Experience

 Education:

Essential: Post Graduate in any discipline, preferably from commerce background

Experience:

Essential: A minimum of 10 years’ experience in Bank loan, advance and Project Appraisal (MSME)

Desirable:

Work experience in Project Appraisal (MSME), Loans and Advances, preference will be given to work experience in Madhya Pradesh, working knowledge of computer.(Preference will be given to retried bankers with experience in loans and advances.) 

Language:

  • Excellent knowledge of written and spoken Hindi and English is required.

Schedule of Payments:

  • Consultancy Fee (Remuneration) of INR 50000.00 (Rupees Fifty Thousand only) payable monthly, upon submission of monthly progress report certified by the Project Manager.

Institutional Arrangement:

  • The consultant will be located in the UNDP PMU of department of MSME;
  • Consultant will be entitled for 2 days leave per month (non-cashable) with prior approval of the Reporting officer.

Documentation required:

  • Personal CV (in detailed), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references
  • A note on suitability for the consultancy services

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

  • Relevant Experience
  • Final Selection will be done after Personal interview

General Condition:

  1. Either party may terminate the Contract, in whole or in part, upon giving written notice to the other party. The period of notice shall be five (5) days in the case of contracts for a total period of less than two (2) months and fourteen (14) days in the case of contracts for a longer period.
  2. Consultant will be entitled for 2 days leave per month (non-cashable).
