Background

Purpose

The purpose of this initiative is to analyze energy savings and baseline and future GHG emissions calculations for recommended best techno-economic scenarios for 45 public buildings in Bosnia and Herzegovina.

Objective

The main objective of these analyses is to identify cost-effective energy saving measures and to promote energy conservation in public buildings, and therefore reduce the rate of expenditures of public money and reduce GHG emissions.

Background Information

During the past three years UNDP has made a significant improvement in promotion of Energy Efficiency. The focus was the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of replicable energy efficiency pilot projects and introducing EMIS (Energy Management Information System) into more than 600 public buildings. The programme has been designed to achieve CO2 emission reduction, preservation of limited resources, fund and budget savings, reallocation of funds, better quality of life, employment opportunities – “green jobs”, increase capacities on local level for absorption of new funds, increase awareness and create understanding for energy efficiency and its resulting benefits.

Next step is further replication of positive results within the public sector. Those activities would contribute and be in line with EU directives (Energy Service Directive, EPBD directive), the Energy Community Treaty and BiH’s obligation to report on current energy consumption and energy savings in accordance with Energy Efficiency Action Plans.

Part of the UNDP’s Green Economic Development programme’s efforts is to enhance the energy efficiency and renewable energy sources recognized as single most powerful and cost-effective way to achieve goals of increased security of energy supply and climate change mitigation. Therefore, it is a main pillar of energy strategies worldwide therefore energy efficiency is a strategic priority for UNDP in BiH and priority for the next programming cycle.

UNDP will contribute in achievement of the project goals related to implementation of the project “Green Economic Development - GED”. Under this project Technical Assistance services for Environmental Funds in BiH will be provided.

Duties and Responsibilities

The selected candidate will be responsible for the providing of the following:

  • Analyze energy savings for recommended best techno-economic scenario for 45 public buildings;
  • Conduct baseline and future GHG emission calculations for 45 public buildings;
  • Provide detailed report on findings.

Estimated number of consultancy days: one hundred and twenty (90).

The consultant is responsible for the following deliverables:

  • Analyze energy savings for recommended best techno-economic scenario for 45 public buildings - December 10, 2018;
  • Conduct baseline and future GHG emission calculations for 45 public buildings; Provide detailed report on findings - March 30, 2019;

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in mechanical or civil engineering;
  • Energy Studies would be considered as an asset.

Experience:

  • Minimum 5 years of professional experience in the relevant field of energy combustion, GHG emission calculation and energy efficiency, with special focus on Energy Audits;
  • More than 50 conducted energy audits and emission reduction calculations in public sector buildings sector;
  • More than 20 conducted energy audits and emission reduction calculations in industry sector;
  • At least two projects with GHG emission projections for infrastructure objects in the energy sector developed.

Languages Requirements:

  • Fluency in both written and spoken B/H/S languages is a must;
  • Fluency in both written and spoken English language is a must.

Criteria: 

  • Ratings based on Shortlisting Criteria - Weight:30%, Maximum points: 30;
  • Methodology - Weight: 45%, Maximum points: 45;
  • Excellent knowledge of local and English language demonstrated in submitted documents - Weight:10%, Maximum points: 10;
  • Prior work experience with UNDP/UN Agencies - Weight: 15%, Maximum points: 15.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Technical Criteria weight-70%
  • * Financial Criteria weight- 30%

Only candidates obtaining a minimum of 60 points for technical criteria assessment would be considered for the Financial Evaluation.
