Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

 

The Programme will contribute to the following outcomes: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

 

Reporting to the Country Representative and the Programme Manager based in Geneva the Country Project Manager is responsible for the leadership, substantive coordination and overall management of SCE Programme results in country, working together with local partners and Global Technical Support unit based in Geneva.

Duties and Responsibilities

1. Provide the educational technical lead of UN Women’s Second Chance Education Programme within the country.

 

  • Lead the provision of technical support throughout all stags of the programming process in the country;
  • Identify and implement capacity development initiatives with national partners and responsible parties;
  • Arrange/coordinate availability of technical experts to ensure timely/appropriate support throughout the programming/projects process;
  • Draft policy papers, briefs and other strategic program materials for management use, information and/or consideration.

 

2. Provide programme development and planning services related to Second Chance Education (SCE)

 

  • Set priorities, strategies, design and implementation plans for the country programme;
  • Keep abreast of development trends to enhance program management, efficiency and delivery;
  • Ensure integration, coherence and harmonization of SCE with other UN Women sectors;
  • Participate in strategic planning and programming of education programmes/projects;
  • Formulate, design and prepare proposals for SCE;
  • Work closely and collaboratively with internal and external colleagues and partners to discuss and to ensure the achievement of concrete and sustainable results.

 

 

3. Lead Programme Management, Monitoring and Delivery of Results

 

  • Establish specific goals, objectives and strategies and implementation plans for the sector/s using results-based planning terminology and methodology (RBM);
  • Prepare required documentations for programme review and approval;
  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UN Women system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results;
  • Lead monitoring and evaluation exercises, programme reviews and annual reviews to assess progress and to determine required action/interventions to achieve results;
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals;
  • Monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution;
  • Prepare regular/mandated programme/project reports for management, donors and partners.

 

4. Oversee operational support to programme implementation

 

  • Provide operational guidance to national partners and responsible parties to support programme management, implementation and delivery of results;
  • Monitor the programme budget;
  • Review and financial reports;
  • Manage staff and consultants;
  • Oversee the recruitment process, as necessary.

 

 

5. Oversee Networking and Partnership Building at the country level

 

  • Network and build partnerships with National stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results related to;
  • Establish relationships with implementing partners for the seamless implementation of the SCE programme;
  • Prepare communication and information materials for Country Office programme advocacy to promote awareness, establish partnership/alliances and support fundraising for education programmes;
  • Participate and/or represent UN Women in appropriate inter-agency (UNCT) discussions and planning on education and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects. ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.

 

 

6. Lead Innovation, Knowledge Management and Capacity Building initiatives at the country level

 

  • Assess, institutionalize and share best practices and knowledge learned;
  • Provide technical contributions to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes/projects;
  • Organize and implement capacity-building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects;
  • Represent UN Women in meetings and policy dialogues on issues related to Second Chance Education;
  • Lead the development of knowledge management strategies and methodologies and products on SCE;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning; disseminate regionally or globally.

Education and certification:

 

  • Master’s degree or equivalent in social sciences, International Relations, Education or a related field is required

 

 

Experience:

 

  • Minimum 5 years of relevant experience at a national or international level in design, planning, implementation, monitoring and evaluation of projects;
  • Experience in the development field, preferably in education and/or, livelihoods;
  • Experience in establishing relationships among international organizations and national governments in the field of gender and education.

 

 

 

Language Requirements:

 

  • Fluency in Spanish and English, including strong writing skills in both languages, is required
