Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. The six priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

UN Women’s work on GRB involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE).  At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners, to further efforts and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.

The report of the Committee on the Status of Women in 1974 brought to light gender perspective on public expenditure. In 2005-06, the Ministry of Finance, GoI introduced Gender Budget Statement (GBS) which aimed to reflect the quantum of budgetary allocations for programmes/schemes that substantially benefit women. In 2017-18, 35 Union ministries/departments/territories published the GBS, accounting for 5.2 percent of the overall magnitude of the Union Budget of India. Another important mechanism institutionalised by the Ministry of Finance was setting up of Gender Budget Cells (GBCs) which serve as focal points for mainstreaming gender through GRB. GBCs have been set up in 57 ministries/departments of the Union Government thus far.

The Ministry of Labour & Employment (MOL&E) implements a plethora of interventions that have critical gender implications. Over the years, a number of schemes and programmes have been undertaken by the MOL&E to ensure that the specific issues of women labour are identified and addressed. At present, MOL&E and UN Women are working together to ensure that outlays are translated into better outcomes for women and girls. To this end, UN Women seeks to hire a consultant to undertake a gender audit of select schemes of MOLE[1]. This will specifically entail identifying gender specific issues in design, budgets and implementation of the schemes to inform the budget making process of the Ministry from a gender perspective.

Duties and Responsibilities

The overall objective of the assignment will be to analyse the schemes and budgets of MOL&E from a gender perspective to ensure that the budget making process is informed from a gender lens.

The assignment will entail two major components:

  • Analysis of schemes and budgets of the MOL&E to identify the extent to which they respond to gender specific concerns.
  • Support in conducting trainings of the officials of MOL&E based on the evidence generated.

The task is proposed to be conducted over two phases:

  • Phase I will cover conducting the desk review in close collaboration with the Ministry.
  • Phase II will focus on undertaking a reconnaissance of select intervention districts of MOLE, in line with inputs from the Ministry. Phase II will also allow to dive deep into Ministry’s interventions vis-à-vis their outputs and outcomes.
  • Phase I and II will also include enhancing capacities of officials on GRB so as to ensure that the officials have the requisite skill to apply GRB in their divisions/departments.

More specifically, the consultant will be required to undertake the following:

  • Undertake desk review to understand the design of the schemes and programmes of MOL&E. This will entail a review of annual reports, budgets, outcome budgets, relevant government directives, operational guidelines of schemes and any other relevant document.
  • Meetings with nodal officers of MOL&E to understand the functioning of the schemes especially from a gender perspective.
  • Analyse the schemes and budgets, including the physical data on the number of beneficiaries reached out by the various schemes, from a gender perspective.
  • Undertake field visits as desirable based on consultation with the ministry.
  • Consolidate the evidence collected in form of a report.
  • Based on the evidence generated, conduct trainings with officials of various Divisions of the Ministry to build their capacities on gender responsive budgeting.

Deliverables:

  • Workplan and methodology – 20% payment;
  • Interim report - 40% Payment;
  • Final report and documentation of the analysis incorporating feedback from UN Women and MOL&E - 40% Payment.

Required Skills and Experience

 Education:

  • Minimum Masters’ degree in Statistics/Mathematics/Economics/Research Methods.

Experience:

  • Minimum 5 years of experience working on issues of gender equality, women’s rights and public policy;
  • Familiarity with the issues of gender and employment in India;
  • Ability to work independently and with minimal supervision;
  • Experience of working with governments is desirable.

Language:

  • Excellent analytical and writing skills in English.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
