The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment's Regional Offices help to implement UN Environment's global programs at the regional and country levels by initiating, coordinating and catalyzing cooperation and action in response to environmental problems and emergencies. This position is located in UN Environment China Office in Beijing. The date which candidate selected is expected to start: 1 September 2018

Duties and Responsibilities

Under the overall guidance of the Head of UN Environment China Office, the Policy Analyst will be responsible for the following duties:

 

1.Provide high quality policy advice on UN Environment’s engagement in China

  • ·Collect and analyze information on environmental policy development in China, especially innovative policy and programme initiatives and environmental issues, and provide substantive inputs to country profile, UN Environment’s country strategy, and briefing notes
  • ·Provide coordination support for creation of partnership with China by defining priorities of cooperation, identifying suitable partners, cooperation modality, drafting Memorandum of Understanding, etc
  • ·Provision of policy and technical advice on formulating country priorities transforming UN Environment’s priorities into local interventions including greening Belt and Road initiatives and South-South cooperation
  • ·Assist in consolidating info and data of UN Environment’s activities and projects in China and provide technical support to UN Environment-China Annual Consultation

 

2.Provide technical support for meeting request and proposals from Chinese partners

  • ·Contribute to the briefing notes and speaking points for UN Environment’s events and other environmental events hosted by Chinese key partners
  • ·Technical backup for meetings with key partners in China and identification of areas for support or cooperation

 

3.Provide technical support and backup for UN Environment’s participation in UN China programmes and mechanisms

  • Consolidate UN Environment’s activities and projects in China and provide inputs to UN China’s mapping exercise
  • ·Prepare input and technical backup for meetings and reports of UN Country Team
  • ·Assist in developing work plan and report of UN Thematic Group on Climate Change and Environment which is chaired by UN Environment

Expected Outputs/deliverables:

  1. Briefing note on important policy development in China on regular basis
  2. Country profile on China updated on regular basis
  3. Policy advice on greening Belt and Road initiative and South-South Cooperation provided on regular basis
  4. Update of UN Environment’s activities and projects in China on monthly basis, and consolidation of 2018 UN Environment-China cooperation activities and projects in China and priorities for 2019
  5. Briefing note/speaking points drafted for environmental subjected meetings
  6. Identify and develop at least two cooperation proposals with leveraged resources from national partners including government agencies and private sectors
  7. Input to mapping exercise and reports of UN Resident Coordination Office on regular basis, and input to UNCT meeting on monthly basis
  8. Proposal for joint UN Thematic Group on Climate Change and Environment
  9. Monthly report on progress of UN Environment’s application to China South-South Cooperation Assistance Fund and cooperation projects funded by the Ministry of Science and Technology

Required Skills and Experience

Required Skills and Experience

Education: Master’s Degree or equivalent in Environmental Management/Policy or Environmental Sciences or Energy Management or other related fields

Experience: Minimum 10 years of post Master’s relevant experience in an environment or energy related field, at the national or international level in providing policy advisory services, hands-on experience in design, monitoring and evaluation of climate change and environment projects.  Previous experience of directly working with the government of China and/or UN agencies is highly desirable.

Language Requirements: Fluency in spoken and written English and Mandarin Chinese.

  • Evaluation Criteria

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

 

Technical evaluation - 70%;

Financial Evaluation - 30%.
