Background

UNWOMEN, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for young women who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

Reporting to the Project Management Specialist, UN Women Jordan Country Office, and in coordination with the UN Women Second Chance Education team in Geneva, the Education Specialist will provide technical support to the design and development of the Second Chance Education Programme in the context of Jordan.

Duties and Responsibilities

Objectives of the Assignment

  • To undertake a country needs assessment and map out feasible programmatic entry points through desk review and stakeholder consultations for the Second Chance Education Programme in Jordan
  • To develop a full-fledged project document on the basis of the desk review and stakeholder consultations, in line with the global Second Chance Education Programme, the Jordan UN Sustainable Development Framework 2018-22 and the government’s national priorities
  • To initiate start up activities under the project including identifying project implementation partners and initial partner workplans

The duties and responsibilities of the International Consultant include:

  • Undertake a country needs assessment and map programmatic entry points
    • Conduct a desk review of relevant studies, reports, policy papers/strategies to better understand the country context and key actors/stakeholders
    • Conduct stakeholder consultations (bilateral and multilateral meetings), engaging development partners, government partners, and civil society representatives to gain firsthand information about the vocational education situation and the needs and priorities of women and girls in Jordan
       
  • Develop a project document
    • Based on research and evidence gathered, support the design and formulation of the Second Chance Education project, translating UN Women’s priorities into local interventions
    • Develop a project document with an 18-month implementation plan for the project, and detailed performance monitoring framework, budget, M&E, communications and exit strategy components
    • Ensure integration, coherence and harmonization of SCE with other UN Women sectors
       
  • Initiate start up activities under the project
    • Identify the best providers of tailored educational content for women that can be deployed in digital modalities
    • Identify the best providers of vocational training programmes for women that can be potential partners of UN Women in the implementation of the project
    • Establish relationships with implementing partners for the seamless implementation of the project.
    • Draft policy papers, briefs and other strategic project materials for management use, information and/or consideration.
    • Formulate, design and prepare proposals for SCE which can be shared with other stakeholders and donors

Duration and duty station for the assignment 

The duration of the assignment will be 6 months and the duty station will be Amman, Jordan with travel to field as required. Office space and equipment will be provided by UNWOMEN.  Travel will be organized by UNWOMEN.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences, International Relations, Education or a related field is required

Required Skills and Experience

  • Minimum 5 years of relevant experience at a national or international level in design, planning, implementation, monitoring and evaluation of development projects
  • Experience in the development field, preferably in education, gender equality and/or, livelihoods
  • Experience in establishing relationships among international organizations and national governments in the field of gender and education?

Language requirements:

  • Fluency in written and spoken English is required
  • Fluency in written and spoken Arabic is preferred
     

Fees and Schedule of Payments

The position will be remunerated based on a daily rate and satisfactory services and deliverables in accordance with the TOR and a time sheet duly approved by the supervisor and the UNWOMEN Country Representative.
