Background

In 2016, through a consultant, the UNCT produced a range of communication and advocacy products to enable effective engagement with partners and to present a united and shared purpose and objectives of the UNCT around 5 key outcome areas of the UN’s Interim Cooperation Framework (2016-2017). 

These products have been shared with different stakeholders to raise awareness on UN interventions in South Sudan, demonstrate UN’s engagement with different target groups and used by the country team as a tool for resource mobilization, and have been well received.

The Resident Coordinator’s Office is seeking a graphic design company to produce an updated version of the “Hope, Recovery and Resilience” 63 page joint handbook accessible from the UN in South Sudan website through the link: http://ss.one.un.org/wp-content/uploads/2018/01/Hope-Recovery-and-Resilience-Stories-from-South-Sudan.pdf. Furthermore, a short 4-page factsheet will be needed, highlighting key achievements in 2017.

The same basic format will be used for the two publications, but the design and text will be new. With support from the United Nations Communications Group, the consultant is expected to build on text contributions and stock of photographs to produce these deliverables.


Duties and Responsibilities

Under the day-to-day supervision of the Communications Analysts at the Resident Coordinator’s Office, the vendor is expected to carry out the following:

  • Collect text contributions on key issues to be included in the material, and review relevant background documents including the draft United Nations Cooperation Framework and the ICF 2017 results report.
  • Liaise with UNCG to determine the text parts of the publications.
  • Provide copy editing of the text to ensure accuracy and quality of language
  • Produce graphic design files for printing of an updated handbook reflecting current UN strategy and operation in South Sudan and a factsheet (leaflet) with key UNCT results in 2017.

Deliverables

The vendor will submit printable high-resolution files of the updated joint UNCT handbook and the fact sheet as well as work files used to generate the printable files. This consultancy will not include printing, which will be done through a separate contract and a separate procurement process.

Project Management

The successful vendor will work closely with the Communications Analyst at the RCO on day-to-day basis, while sign-off of delivery and final approval of the product will be made by the Head of the RCO.

Intellectual Property

All information pertaining to this project (documentary, digital, cyber, project documents, etc.) shall remain the property of the Resident Coordinator’s Office who shall have exclusive rights over its use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever format without the written permission of Resident Coordinator’s Office in line with the national and International Copyright Laws applicable.


Competencies

The consultant is expected to demonstrate the following:

  • Strong competence in designing, layout and branding;
  • Excellent writing and copy editing;
  • A strong understanding of the UN branding and marking guidelines;
  • Ability to plan, organize, research and work in a team
  • Excellent creative skills and advanced command over a full range of design software, including Adobe;
  • Photoshop, Illustrator, InDesign, etc.


Required Skills and Experience

Education:

A university degree in communications or related fields, international development and certification in graphics design.

Technical and Functional Experience:

  • At least 5 years’ experience in design, branding, copy-editing and layout;
  • Experience in developing communication, promotional and photographic material for UN agencies and international NGOs;
  • Experience in previous production of similar products for different UN agencies;
  • Experience from South Sudan and previous work with the South Sudan UNCT will be a strong advantage.

Language:

  • Fluent in English.

Interested vendors should submit a 1- page proposal complete with methodology of executing the deliverables, basic design considerations, CV detailing the relevant years of experience and qualifications of lead designer, links to examples of previous work, duration of executing the project, and an all-inclusive financial offer.

Criteria for selection

Offers received will be evaluated using a combined scoring method, where the qualifications, experience and proposed approach will be weighted 70%, and combined with the price offer, which will be weighted 30%.

Breakdown of technical proposal on 100% which will be brought to 70%:

  • At least master’s degree in Law, Public Policy and Management, Public Administration, Law, Conflict Prevention, Development studies, International Development, or any other relevant university degree: 10 %
  • Extensive expertise, knowledge, and experience in the field of governance, inclusive participation, support to democratic governance initiatives with focus on citizen participation and empowerment, media development and elections; rule of law, access to justice, human rights and conflict prevention: 20 %
  • Overall methodology: 40%
  • Experience of programme formulation, monitoring and evaluation; experience in evaluating similar programmes: 20%
  • At least 10 years of experience in working with international organizations and donors; and demonstrable experience working for the United Nations System: 5%
  • Fluency in English and a working knowledge of one of the other language: 5%

Total: 100%

Only candidates obtaining a minimum of 49 points in the Technical Evaluation will be considered for the Financial Evaluation.

Financial evaluation (total 30 points):

All technically qualified proposals will be scored out of 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. 

All other proposals receive points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
