Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women has begun implementing a new Strategic Plan (2018-2021) which outlines the Entity’s strategic direction, objectives and approaches to support efforts to achieve gender equality and empower women and girls. One of the strategic outcomes of the new Plan is to ensure that “Women lead, participate in and benefit equally from governance systems.” To achieve this UN Women will support member states, civil society, political parties and other partners to encourage “more women of all ages to fully participate, lead and engage in political institutions and processes. This includes support for political decision-making bodies (including parliaments, local governments, political parties) and electoral management bodies to be inclusive, gender balanced and gender sensitive; women’s networks; stereotypes that work against women’s leadership be addressed, including through the engagement of men and boys; and for young women, indigenous women and women with disabilities to reach decision-making positions.”

In line with this new global Strategic Plan of UN Women 2018-2021, UN Women Europe and Central Asia Regional Office (ECA RO) and Turkey Program Presence seek a consultant to carry out a substantial review of the “Gender Equality in Political Leadership and Participation in Turkey” project that has been implemented in Turkey since 2014, in close partnership with Turkish Grand National Assembly’s (TGNA) Equal Opportunities Commission (EOC) and the Inter-Parliamentary Union (IPU) and based on the review, prepare a revised programme document. Funded by SIDA the project aims to ensure that:

  • Legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented,
  • Women’s leadership and participation in politics is promoted by gender responsive measures (parliamentary mechanisms, processes and services),
  • Legal frameworks and policies to increase women’s leadership and political participation are influenced by gender equality advocates

The Project works to operationalize legal frameworks and policies to advance gender equality and women’s right to participate in decision making by activities aimed at supporting the EOC and relevant partners within the TGNA to identify and address legislative and policy gaps. In addition to project is meant to help strengthen the capacity of gender equality advocates to promote gender equality, women’s leadership and political participation.

Early elections to parliament were called for 24 June 2018, and local elections are scheduled for March 2019, making this an opportune time to assess what the program has been able to accomplish, and based on these lessons learned to revise the program document to better reflect the current political context and available opportunities to support women’s participation and leadership. Revisions should include costed activities that encourage women’s political participation at the national and local level including in the TGNA, amongst experts and parliamentarians, political parties, women branches of political parties, CSOs, municipalities, gender equality units and line ministries. The revised program document should be validated by programme stakeholders and presented to the donor at the end of the consultancy.

For these assessment and revision tasks, ECA RO is recruiting an international consultant with expertise on program evaluation and design, especially in the field of women’s political participation, preferably in the Europe and Central Asia region.

Duties and Responsibilities

Under the supervision of the Turkey Women Political Participation Project Manager, and under the overall guidance of the Advisor on Governance, Peace and Security in ECA RO, the International Consultant will have the following responsibilities and tasks to generate specific deliverables.   

 1. Stakeholder report with a mapping of current and potential stakeholders

 2. Assessment of the project (implementation period from 2014-2018);

 3. Revision of the results and resources framework according to the newly proposed activities for 2019 and 2020;

 4. Drafting of amendment of project document (including situation analysis, justification, budget, implementation plan, etc.)

Task 1 (from 13 August – 24 August 2018): Preparation and desk review (home-based)

Conduct a desk review and situational analysis based on a review of key documents and data provided by ECA Regional Office. Review UN Women work on Women’s Political Participation in ECA and beyond for strategic approaches and examples of good practices. Review literature on women’ s political participation and leadership in Turkey. Prepare the work plan and interview list for field work in Turkey.

 Task 2 (from 27 August - 15 September ): Field work (Turkey-based)

In Turkey – carry out interviews and focus group discussions (if appropriate) with UN Women staff, program partners, participants in previous activities, other UN agencies, political party representatives, CSO representatives, donors, academics, etc.

Interviews to be carried out in Ankara and Istanbul. Prepare brief summaries of main conclusions of meetings and reflect it in the stakeholder’s mapping report

Based on field findings prepare the first draft of assessment and validate it with UN Women ECA RO.

Present the draft assessment and draft revised program, including ToC and log frame to UN Women staff (with partners if appropriate).

Task 3 (17 September – 28 September): Drafting (home-based)

Prepare 2nd draft of program assessment, which incorporates comments from ECA RO and Turkey Program office.

Based on the validated assessment, prepare revised program, including the ToC and log frame.

Task 4 (1-10 October): Revision and submission

Finalize the revision of project document (including situation analysis, justification, budget, implementation plan, etc), based on UN Women template and submit to UN Women.

  • At least 7 years experience in formulating/writing program documents, research reports, situation analysis, political programs, laws, policy documents, etc.;
  • Previous experience with UN Women and/or with other UN Agencies and/or internationally recognized humanitarian and/or development organizations is an asset.  
  • Previous professional experience in Europe and/or Central Asia region at the country and/or regional level is an asset.

Languages:

  • Fluency in written and oral English is required.  Turkish is an asset

Duration and Remuneration

The International expert will be engaged for a total of 43 working days during the period of 15 August 2017 until end of 20 October 2018. He/she should plan to travel to Turkey and spend approximately 20 days in the country, including about 5 days in Istanbul and the remainder in Ankara.

Payment schedule:

To be paid on receipt and approval of each deliverable deadline (3 payments – total of 9 deliverables) based on calculation of the days work, but not exceeding the above listed number of days per deliverable. Once deliverables have been reviewed and cleared by UN Women ECARO, payments will then be made.

Interested individuals must submit the following documents/information to demonstrate their qualifications:

  1. Cover letter to include a brief overview in English (unedited text) about which of your previous experiences makes you the most suitable candidate for the advertised position.
  2. Financial proposal, indicating a total lump sum to include all costs relating to the delivery of outputs (i.e. deliverables) as per description above. The financial proposal shall include a breakdown of this lump sum. Include all travel cost for the mission to Turkey and trips to the field.  (i.e. economy flights tickets, daily allowance (DSA), insurance and terminal charges).

Evaluation of Offers

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation would be considered for financial evaluation.
