Background

Evaluation in UN Women is guided by the UN Women Evaluation Policy, United Nations Evaluation Group (UNEG) Norms and Standards for Evaluation as well as corporate guidance material such as the UN Women Evaluation Handbook: How to manage gender-responsive evaluation. The UN Women ESA Regional Office provides technical support to decentralized evaluations which are managed by country offices to ensure they follow the principles and organizational framework for evaluation planning, conduct and follow-up in UN Women.

UN Women East and Southern Africa Regional Office (ESARO) is soliciting for interested and qualified candidates to be considered for inclusion in the Evaluation roster. The expert roster will consist of highly-qualified and experienced candidates. Only applicants who pass all screening procedures will be included into the roster and recommended for consideration for Evaluation consultancy positions.

Duties and Responsibilities

Working under the guidance of the Regional Evaluation Specialist the consultants will produce high quality programme and country-level evaluations including the following:

  • Collection and analysis of quantitative and qualitative data;
  • Facilitation of stakeholder consultations;
  • Writing of evaluation reports;
  • Managing evaluation teams and ensuring timely submission of quality evaluation reports.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in evaluation, relevant social science or related field.

Experience:

  • Minimum 7 years experience in conducting gender-responsive evaluations;
  • A strong record in designing and leading evaluations, extensive experience in applying qualitative and quantitative evaluation methods including data analysis skills;
  • Proven knowledge and experience with theory-based evaluation designs;
  • Knowledge of international normative standards on women’s rights and gender mainstreaming processes;
  • Country or regional experience in Eastern and Southern Africa including fragile state experience is an asset;
  • Excellent ability to communicate with stakeholders including process management, facilitation and writing skills.

Language Requirements:

  • Fluency, both oral and written, in English.

Contracting arrangements:

Successful candidates will be included in the vetted Roster of Experts for the maximum period of 1 year. Membership beyond the 1-year period must be renewed through a new application process. Entry into the expert roster system does not necessarily mean that contract with UN Women is guaranteed.
