Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Independent Evaluation Service (IES) is part of the Independent Evaluation and Audit Services of UN Women.  IES is the custodian of the evaluation function in accordance with the Evaluation Policy of UN Women and in line with Norms and Standards of the United Nations Evaluation Group (UNEG). It deploys quantitative and qualitative approaches to evaluate transformative changes in gender equality and human rights and UN Women’s contribution therein. It undertakes corporate evaluations and promotes their use at decision making levels; supports decentralized evaluations for improved programming and evidence generation on what works for gender equality; supports evaluation capacity development within the organization and of regional and country partners, and promotes coordination with the UN system on joint evaluation of gender equality and the inclusion of gender in system wide evaluation.

Under the supervision of the Chief of Evaluation, the Evaluation Analyst- / Communication and Data Compilation, Analysis and Research is responsible for coordinating the development and dissemination of communication and knowledge management materials for the Independent Evaluation Service, maintaining and disseminating knowledge, providing support to data collection processes and performing data compilation, analysis and research for IES.   The Evaluation Analyst will also provide assistance to Evaluation Specialists in performing corporate and other independent evaluations.

Duties and Responsibilities

Coordinate and implement the development and dissemination of communication and knowledge management materials for the Independent Evaluation Service:

  • Develop and produce communication instruments and materials, including briefing materials, press releases, and drafts of articles, and manage its dissemination;
  • Identify and propose information opportunities, activities, approaches and platforms and partners;
  • Promote and disseminate corporate advocacy materials;
  • Manage the IES social media platforms;
  • Manage the translation/adaption/rewriting of information received, editing, printing and dissemination of publications and audio-visual materials.

Maintain the Evaluation web/ online / intranet presence and facilitate knowledge building and sharing:

  • Manage the Evaluation’s internet and intranet content;
  • Upload information to knowledge management system on a regular basis, including news, updates, and resources.
  • Identify and synthesize best practices and lessons learned directly linked to the Independent Evaluation Service.

Maintain data in relation to the Independent Evaluation Service:

  • Maintain, further develop and update internal database such as GATE, Evaluation Roster and Gender Evaluations Portal;
  • Generate a variety of standard and non-standard statistical and other reports from various databases;
  • Provide information on evaluations to Evaluation Specialists and the Chief, IES as needed.

Support data collection on evaluations:

  • Maintain and support the development of data collection systems for evaluations;
  • Support data collection processes such as evaluation portfolio analysis, document reviews and primary data collection.

Provide Data Compilation, Analysis and Research support:

  • Compile and electronically file data related to individual evaluation subject for future reference or used;
  • Provide technical assistance in researching and analyzing the data/information when needed in assisting the evaluation subject;
  • Develop new methods of electronically documentation and information management including preparing the necessary charts, graphs and presentations for the subject;
  • Prepare background note and talking points for Chief, Independent Evaluation Service to be presented to the Executive Board, Donors meeting, UN Senior Management Team.

Provide technical support to Evaluation Specialists:

  • Provide technical support to Evaluation Specialists in the production of knowledge and information products related to evaluations as well as dissemination strategies for the evaluation;
  • Provide technical support to Evaluation Specialists in carrying out the Corporate Evaluations or other evaluation subjects, including providing inputs to documents, gathering information, liaising with stakeholders.

Provide inputs to the effective deployment of human and financial resources of the Evaluation Service:

  • Provide coordination and administrative support to the Chief of Evaluation on the planning and implementation of the office’s work plan;
  • Maintain information on the engagement of communications and evaluation consultants and coordinate with them as required;
  • Provide technical guidance to ensure effective and efficient use of resources for knowledge management and evaluations.

Provide support to the IES as requested by the Chief of Independent Evaluation Services.

  • Information related to the Independent Evaluation Service is disseminated in a timely manner;
  • IES communication and evaluation strategy is implemented;
  • Independent Evaluation Service internet and intranet pages are up to date;

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Business Administration, Public Administration, Finance, Statistics, Social Sciences, Communications or related field is required. 

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in information management; knowledge management and knowledge sharing; research and data analytic work;
  • Experience in working in a computer environment using multiple office software packages, experience in handling of web based management systems and ERP systems, preferably PeopleSoft; experience in publication design software;
  • Experience in the area of communication is an asset;
  • Experience in data systems is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
