Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women has begun implementing a new Strategic Plan (2018-2021) which outlines the Entity’s strategic direction, objectives and approaches to support efforts to achieve gender equality and empower women and girls. One of the strategic outcomes of the new Plan is to ensure that “Women lead, participate in and benefit equally from governance systems.” To achieve this UN Women will support member states, civil society, political parties and other partners to encourage “more women of all ages to fully participate, lead and engage in political institutions and processes. This includes support for political decision-making bodies (including parliaments, local governments, political parties) and electoral management bodies to be inclusive, gender balanced and gender sensitive; women’s networks; stereotypes that work against women’s leadership be addressed, including through the engagement of men and boys; and for young women, indigenous women and women with disabilities to reach decision-making positions.” 

In line with this new global Strategic Plan of UN Women 2018-2021, UN Women Europe and Central Asia Regional Office (ECA RO) and Turkey Program Presence seeks a team including an international consultant supported by a national consultant to carry out a substantial review of the “Gender Equality in Political Leadership and Participation in Turkey” project that has been implemented in Turkey since 2014, in close partnership with Turkish Grand National Assembly’s (TGNA) Equal Opportunities Commission (EOC) and the Inter-Parliamentary Union (IPU) and based on the review, prepare a revised programme document. Funded by SIDA the project aims to ensure that: 

  • Legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented,
  • Women’s leadership and participation in politics is promoted by gender responsive measures (parliamentary mechanisms, processes and services),
  • Legal frameworks and policies to increase women’s leadership and political participation are influenced by gender equality advocates

The Project works to operationalize legal frameworks and policies to advance gender equality and women’s right to participate in decision making by activities aimed at supporting the EOC and relevant partners within the TGNA to identify and address legislative and policy gaps. In addition to project is meant to help strengthen the capacity of gender equality advocates to promote gender equality, women’s leadership and political participation. 

Early elections to parliament were called for 24 June 2018, and local elections are scheduled for March 2019, making this an opportune time to assess what the program has been able to accomplish, and based on these lessons learned to revise the program document to better reflect the current political context and available opportunities to support women’s participation and leadership. Revisions should include costed activities that encourage women’s political participation at the national and local level including in the TGNA, amongst experts and parliamentarians, political parties, women branches of political parties, CSOs, municipalities, gender equality units and line ministries. The revised program document should be validated by programme stakeholders and presented to the donor at the end of the consultancy. 

For these assessment and revision tasks, ECA RO is recruiting a national consultant with expertise on program evaluation and design, especially in the field of women’s political participation in Turkey. He/she will work together with an international consultant and will be expected to provide local context on political realities and women in political life. He/she will support with interpretation and translation when needed.

Duties and Responsibilities

Under the supervision of the Turkey Women Political Participation (WPP) Project Manager, and under the overall guidance of the Advisor on Governance, Peace and Security in ECA RO, the national consultant will work in a team with an international consultant who will have the overall lead and will provide knowledge and experiences of international best practices on WPP.  The national consultant will be expected to contribute to the following specific deliverables which will be handed in by the international consultant:

1.       Stakeholder report with a mapping of current women political participation programs in Turkey and potential stakeholders;

2.       Assessment of the project (implementation period from 2014-2018);

3.       Revision of the results and resources framework according to the newly proposed activities for 2019 and 2020;

4.       Amendment of the project document (including situation analysis, justification, budget, implementation plan, etc.) and validation of new project with stakeholders.

The national consultant will have specific deliverables to provide to UN Women and the international consultant as follows:

1.       Situation analysis of WPP opportunities and challenges in Turkey (based on a desk review)

2.       Proposed list of persons/stakeholders to be interviewed. Draft interview questions for semi-structured interviews

3.       Meeting schedule in Ankara and Istanbul (to be agreed with international consultant), with meetings set up by the national consultant and confirmed

4.       Summary of meetings and interview notes (to be submitted to the international consultant)

5.       Inputs to the assessment and project document amendments (to be submitted to the international consultant)

6.       Organization and submission of notes of the validation meeting with key stakeholders

Task 1 (from 6  August – 17 August 2018): Preparation and desk review (home-based)

Conduct a desk review and situational analysis based on a review of key documents and available information on women political participation programming in Turkey. Review UN Women work on Women’s Political Participation in ECA for strategic approaches and examples of good practices. Review literature on women’ s political participation and leadership in Turkey. 1.1 Draft situation analysis of WPP opportunities and challenges in Turkey. 1.2 Prepare the work plan for field work in Turkey together with the international consultant. 1.3 Propose list of persons/stakeholders to be interviewed. Draft interview questions for semi-structured interviews 

Task 2 (from 20 August - 08 September ): Field work

2.1 Set up a schedule of meetings in Ankara and Istanbul for the consultancy team, arrange the meetings. Carry out interviews and focus group discussions (if appropriate) with UN Women staff, program partners, participants in previous activities, other UN agencies, political party representatives, CSO representatives, donors, academics, etc.

Interviews to be carried out in Ankara and Istanbul. 2.2 Prepare brief summaries of main conclusions of meetings and reflect it in the stakeholder’s mapping report 

2.3 Based on field findings contribute to the program assessment document 

Task 3 (10 September – 21 September): Drafting and verification

3.1 Contribute to the 2nd draft of program assessment and the revision of the project document (including situation analysis, justification, budget, implementation plan, etc), based on UN Women template and the justification for no-cost extension (based on the program assessment and on the comments and inputs of UN Women). 3.2 Organize a meeting with UN Women stakeholders to validate the ToC, logframe and activities of the revised project document. Prepare notes of the meeting

Timeline with Key Deliverables and Payment Schedule

The timely completion, submission and approval of all the deliverables specified in the table below are the conditions for the payments to the consultant. Installments will be paid following the approval of each deliverable and certification by the Turkey Women Political Participation (WPP) Project Manager, according to the following schedule. 

  • First installment of 40% may be disbursed upon submission and approval of the work plan, draft situation analysis, proposed list of persons/stakeholders to be interviewed, and draft interview questions for semi-structured interviews (deliverables under Task 1).
  • Second installment of 30% may be disbursed upon submission, organization and approval of schedule of meetings in Ankara and Istanbul for consultancy team, summary of meetings and interview notes and provision of inputs to the program assessment document (deliverables under Task 2).
  • Final installment of 30% may be disbursed upon Provision of inputs to the revised ToC and logframe, inputs to the amendment of project document (including situation analysis, justification, budget, implementation plan, etc., and summary of validation meeting of new project document (deliverables under Task 3). 

All deliverables should be agreed with the international consultant and be provided to the Turkey Women Political Participation (WPP) Project Manager  in electronic copy.

Duration and Remuneration

The nation expert will be engaged for a total of 35 working days during the period of 6 August 2018 until 6 October 2018. He/she should plan to carry out work in Ankara and spend at least five days in Istanbul. He/she should budget accordingly.

Payment schedule:

To be paid on receipt and approval of each set of deliverable (3 payments – total of 9 deliverables divided in 3 Task) Once deliverables have been reviewed and cleared by UN Women ECARO, payments will then be made. 

ALL PAYMENTS WILL ONLY BE RELEASED TO CONSULTANT ON REVIEW APPROVAL OF SUBMITTED WORK BY HIRING MANAGER. 

TRAVEL

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UN Women should not accept travel costs exceeding those of an economy class ticket. Should the contractor wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and contractor, prior to travel and will be reimbursed.

Throughout the assignment, the National Consultant is expected to conduct a up  to 15 days in Ankara and up to 5 days in Istanbul which needs to be factored in the proposal, with up to 15 indicative working days to be home-based.

Experience:

  • At least 3 years of experience in political participation and leadership, the majority of which includes work on women’s political participation;
  • At least 3 years of working experience in project/programme development, implementation and monitoring;
  • At least 3 years experience in formulating/writing program documents, research reports, situation analysis, political programs, laws, policy documents, etc.;
  • Previous experience with UN Women and/or with other UN Agencies and/or internationally recognized humanitarian and/or development organizations is an asset. 
  • Previous professional experience in Europe and/or Central Asia region at the country and/or regional level is an asset. 

Languages:

  • Fluency in written and oral English and Turkish is required.

Evaluation of Offers

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as: 

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria. 

Only candidates obtaining a minimum of 50 points in the technical evaluation would be considered for financial evaluation.

 Financial Evaluation (30%) – max. 30 points:
