Background

In the framework of the Syrian humanitarian response in Jordan, UN Women works at multiple levels to respond to the specific needs of Syrian Women Refugees and communities for livelihood support, building on their own initiatives and skills as well as addressing vulnerabilities as identified by themselves in their women centers. UN Women is implementing a multi-sectorial protection and support project in Za’atari and Azraq Refugee Camps through the creation of Women and Girls ‘safe spaces’ called Oasis.  The overall goal of the project is to empower vulnerable Syrian women refugees through increased access to self-reliance opportunities and meaningful engagement in community life to put in place the foundational cornerstones for increased self-reliance and durable solutions for the ‘day after’ in Syria.

UN Women is seeking to hire a Civil Engineer – Construction to provide technical support for the implementation of specific (re)construction tasks in both Zaatari and Azraq Refugee Camp, due to the increased number of beneficiaries, finishing   the new site in Azraq Refueeg Camps and safety and security measures, UN Women Jordan CO, is planning to install sunshades, caravans ramps, fence extension and other related works. The consultant will work under the supervision of the programme associate and the consultant will work closely with the procurement team.

Duties and Responsibilities

Scope of Work:

Conduct field visits and prepare assessment of construction interventions

  • Field visits to several potential locations requiring specific technical assistance and, based on performed assessment, recommend best solution for project implementation;
  • Preparation of Terms of References (ToR) for detailed design for reconstruction/ rehabilitation of structures where needed.

Review and assess technical design documents for construction interventions

  • Review of technical documentation (geotechnical elaborates, technical drawings, existing and future lay out, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for specific projects.

Provide effective support throughout all stages of tendering processes

  • Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project;
  • Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project and specified by the Programme/Project;
  • Ensure that necessary supporting documentation is in place prior to issuance of tender;
  • Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;
  • Analyze measures, quantities and description of each item in the offers against the advertised BoQ;
  • Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;
  • Provide written report about the compliance of the evaluation process with UN Women procurement procedures.

Monitor and supervise construction works

  • Perform number of monitoring field/on-site visits, upon engagement of a Construction Company for the provision of re/construction activities for the specific required projects (introduction of construction companies to the site, visit on 80% of completion and final reception) during the specific assignment;
  • Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works
  • Sign off the final handover documentation upon completion of all (re)construction works in each project;

Fees and Payment:

Payment under the contract will be delivery based and be made on receipt of specific milestone reports as indicated in the table above and shall be approved by the supervisor and the UNWOMEN Country Representative.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment (max 500 words).
  • A methodology on how the consultant will approach and complete the assignment and workplan

Financial Proposal:

  • Daily fee which should be inclusive of the professional fee and other applicable fees

Personal CV including all past experience in similar projects and at least 3 references

Required Skills and Experience

Education

  • BSc in civil engineering- construction department, from a recognized university.

Experience

  • Minimum 10 years of professional experience in the relevant field of civil engineering, especially in preparation of geo-technical/construction technical documentation;
  • Progressively responsible professional experience in areas of: reconstruction of high rise buildings, roads and landslides;
  • Experience in working in complex and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision;
  • Experience in supervising medium to large-scale construction works, especially ones related to rehabilitation of landslides;
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes;
  • Working knowledge and ability to write in both English and Arabic.

Language

  • Fluency in English and Arabic is required;
