Background:

The Ministry of Energy of the Republic of Kazakhstan was assigned as the National Designated Authority (NDA) to the Green Climate Fund.

The Readiness and preparatory support project will assist the NDA in building relationships and enabling the cooperation with the GCF and national and regional (oblast-level) stakeholders. The support will be provided through specialized advisory services and training by local and external experts, including study tours, workshops and practical conferences.

The main goal of the project is to provide the maximum possible support to the Government of the Republic of Kazakhstan for attracting the resources of the GCF to Kazakhstan and to create the procedures, rules and monitoring systems for projects financed by the GCF in Kazakhstan.

Duties and Responsibilities

Scope of work:

GCF CTA will lead the project activities and will provide guidance and support to the project team, NDA and key stakeholders. The CTA will be engaged in all 5 components of the project (outlined in the task 1) with particular focus on Country Capacity Strengthening and Direct Access and will ensure that the overall technical direction of the project is well maintained and flexibly adapted to meet the country and GCF priorities, practical challenges and risks faced during the years of the project implementation, support project management: planning, quality management. The CTA will participate in the workshops, conferences and study tours to Georgia, Armenia and Korea to adapt the knowledge of these countries to Kazakhstani stakeholders.

The CTA will work closely with 3 (three)national consultants, hired for project activities, under the supervision of the Sustainable Development and Urbanization Unit Programme Analyst to secure the fulfillment of tasks in due time. 

Objective:

Lead project activities, provide guidance and support to the project team, build capacity of project team, NDA and key stakeholders in GCF standards, procedures, requirements and priorities.

Specific tasks:

  1. In consultation with GCF and SDU Programme Analyst provide effective oversight and coordination, technical support and guidance of the work of national consultants in the following areas of project implementation:
    1. Country capacity strengthening:
      • Identifying knowledge and capacity needs of NDA and key stakeholders;
      • Developing the capacity of the NDA and coordination team on the climate- and development-related needs, priorities, strategies, plans, relevant institutions and stakeholders;
      • Strengthening knowledge and capacities of NDA and coordination team and key stakeholders in GCF accreditation criteria, the priorities of the GCF in the field of climate change, the analysis of risks, the assessment of the impact on the social and environmental situation;
      • Establishing and implementing the no-objection procedure as per the GCF Initial no-objection procedure.
    2. Stakeholders engagement:
      • Developing the GCF Country Programme on national mitigation and adaptation priorities, based on the existing legal, policy framework;
      • Localizing the GCF Country Programme at the regional (provincial) level in line with strategic priorities of Kazakhstan development;  
    3. Direct access:
      • Analysis and "mapping" of the potential participants for direct access to GCF;
      • Training of the potential participants for direct access to GCF on accreditation procedures and criteria, on addressing the gaps and weaknesses;
      • Identifying 1-2 organizations to start the work on obtaining direct access.
    4. Access to finance:
      • “Dry run” of the project ideas through the no-objection procedure.
    5. Private sector mobilization:
      • Identification of the activities for creating an enabling environment for crowding in private sector actors;
      • Development of the Manual for NDA for involving the private sector into the development of GCF projects.
  2. Build capacity of the executive lead managers of the SDU unit, national partners and other key stakeholders in all technical and management aspects within the framework of Readiness and preparatory support;
  3. Provide overall Project Implementation Support;
  4. Review all the technical outputs (e.g. reports etc.) to be generated within the scope of the Project; 
  5. Provide technical guidance to project staff, national consultants, and key stakeholders
  6. Liaise with GCF to share knowledge and enhance coordination with regard to implementation of the Readiness project;
  7. Participate in the workshops, conferences and study tours to be held in Astana, Almaty, Tbilisi, Yerevan and Songdo in the framework of the Project to help the participant-stakeholders acquire adapted knowledge and experience of the countries;
  8. Prepare Final project progress report.

 

Competencies

Required Skills and Experience

Education:

  • University degree in environmental management, economics, public administration or other relevant fields, higher degree is an asset;

Experience&skills:

  • Understanding and knowledge of the main areas/Project cycle of the Green Climate Fund or in the relevant areas;
  • At least 5 years of experience in the field of project coordination;
  • At least 3 years of experience in international organizations or in the implementation of international projects;
  • At least 1 years of experience in GCF Readiness and Preparatory Support project implementation;
  • Understanding of the policies, requirements and priorities of the Green Climate Fund;
  • Ability to easily learn new terminology and concepts;
  • Computer skills (MS Office, Internet Explorer, etc.);

Language:

  • Proficiency in English, excellent analytical and drafting skills; knowledge of written and spoken Russian language is an advantage.

The candidates must submit proposal, including the following documents/information to demonstrate their qualifications:

  1. Completed and signed letter from the applicant to UNDP, confirming interest and willingness to assign an individual contractor (UNDP form);
  2. Curriculum vitae and / or completed P11 form (UNDP form), including all previous experience and skills relevant for the assignment, as well as all the necessary contact information (e-mail address, telephone number, etc.);
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  4. Brief description of the methodology for the work under the ToR.
