Background

The United Nations Development Programme (hereinafter – UNDP) jointly with World Health Organization (hereinafter – WHO) and International Labour Organization  (hereinafter – ILO) in partnership with  the Ministry of Social Policy of Ukraine (MoSP), Ministry of Health of Ukraine (MoH), Ministry of Infrastructure of Ukraine (MoI), local authorities and civil society partner - the National Assembly of People with Disabilities of Ukraine (NADU) are implementing the Promoting Mainstream Policies and Services for People with Disabilities in Ukraine Programme (hereinafter – Programme). The First Phase of the Programme was implemented in 2013-2015 years. The Second Phase of the Programme started in September 2017. The Programme aims to continue the promotion of accessibility and Universal Design standards for products, environments and processes as enablers of inclusion and participation in Ukraine. It will seek to address existing barriers that prevent or limit equal access for persons with disabilities to services and facilities intended for the general public and ensure that the human rights of persons with disabilities for healthcare, education, employment, public services and social realization are fully exercised on a daily basis.

At the national level the Programme among others works to promote the best practices of inclusive health services based on Universal Design principles and accessibility of these services. Special attention should be payed to women’s rights in the healthcare sector through ensuring equal access for women with disabilities to health services with emphasis on their reproductive capability. The Ministry of Health has to be provided with relevant recommendations regarding changes to the policies that have to be introduced and used in the regular work of the medical institutions. Thus the special  Manual in Universal Design for healthcare sector should be developed.  .  It is expected that the International Consultant on Universal Design in Healthcare Sector will close collaborate with national expert on Universal Design and provide substantive inputs to the Manual. 

Duties and Responsibilities

Main Objectives of the Assignment

UNDP seeks an International Consultant to contribute to development of the Manual on implementation of the accessibility and Universal Design principles in health institutions using the best international practices, develop recommendations and new concept note in this area.

Scope of Work

The Consultant will perform the following activities for the successful completion of the assignment:

  • Identify good international practices on accessibility and Universal Design in health institutions (at least 3 cases in each category mentioned below);
  • Contribute to development of the Manual on implementation of the accessibility and Universal Design principles in healthcare institutions (hereinafter – Manual). Based on selected good practices develop recommendations with concrete examples according to the principles of Universal Design and rules and norms of accessibility to (1) environment, (2) premises, (3) goods and equipment, (4) information; (5) IT-solutions; (6) services of health institutions considering needs and limitation of different groups with low mobility (at least on 10 pages). Provide illustrations, schemas, photos relevant to the each of examples, mentioned above in p.2.2, items (1)-(4);
  • Develop recommendations to the Ministry of Health of Ukraine on reforming the healthcare services according to the principles of accessibilities and Universal Design, and based on the needs of people with low mobility (at least 3 pages); 
  • Develop a Concept note for the new project development on introducing the new standards of the healthcare reform and rehabilitation services based on principle of Universal Design and accessibilities (at least 3 pages in English).

During this assignment the Consultant will be working in the team with the national Consultant on Universal Design and Accessibility who is leading the Manual development.

Deliverables

The expected duration of the assignment is up to 10 working days. The target date for the start of work is 1st of July 2018 and the expected completion date is 31 August 2018.

The Consultant is expected to deliver at the end of his/her assignment the following:

  • Best international practices (at least 10 pages) for the Manual. should be submitted not later than 20 days since the contract starting date;
  • List of Recommendations for the MoH. should be submitted not later than 30 days since the contract starting date;
  • Concept of the project proposal should be submitted not later than 40 days since the contract starting date.

All text materials should be prepared in English language, in electronic format, (Times New Romans, 13 pt., 1,5 interval). 

Proposed payment schedule

UNDP will pay the negotiated amount in one tranche paid upon the full completion and acceptance of contractual obligations whereupon the Social Sector Reform Officer signs the certification of acceptance with prior agreement with the Project Officer and/or Health Programme Specialist.

Monitoring and Progress Controls/ Reporting Requirements

The Consultant will directly report to the Health Policy Specialist with cross-cutting reporting line to Social Sector Reform Officer.

Electronic versions of deliverables should be prepared and submitted for clearance by the Health Programme Specialist and the Social Sector Reform Officer not later than the abovementioned fixed date.

Required Skills and Experience

Education:

  • Advanced university degree in Sociology, Social Work, Public Health, Law or other relevant area;

Experience: 

  • At least 5 years of relevant experience in health area or governance;
  • At least 3 years of relevant experience in Universal Design, inclusivity and/ or Accessibility of services;
  • Fluency in English with excellent writing skills.

  • Personal CV / P-11 form, including information about past experience in similar projects / assignments and contact details of referees;
  • Financial proposal.

Financial proposal

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including number of anticipated working days).  

Travel costs

Travel to/from and within Ukraine (if needed to deliver expected results) will be paid in addition to this payment for service in accordance with the UNDP rules and procedures. Consultations regarding travel options will be held with the Health Policy Specialist prior to planning of the trips and relevant logistics.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Evaluation criteria

  • Education: Advanced university degree in Sociology, Social Work, Public Health, Law or other relevant area –  10 points;
  • Relevant experience in health area or governance –25points max (25 pts – 10 years and more; 20 pts – 6-9 years; 15 pts –  5 years);
  • Relevant experience in Universal Design, inclusivity and/ or Accessibility of services – 30 points max (30 pts – 8 years and more; 25 pts – 4-7 years; 20 pts –3 years);
  • Fluency in English – 5 points.

Evaluation method:

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight: 70% (70 points);
  • Financial Criteria weight: 30% (30 points).

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
