Background

BACKGROUND

The Sustainable Development Goals (SDGs), otherwise known as the Global Goals, are a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. These 17 Goals build on the successes of the Millennium Development Goals while including new areas such as climate change, economic inequality, innovation, sustainable consumption, peace and justice, among other priorities. The goals are interconnected – often the key to success on one will involve tackling issues more commonly associated with another.

The SDGs came into effect in January 2016, and they will continue to guide UNDP policy and funding for the next 15 years. As the lead UN development agency, UNDP is uniquely placed to help implement the Goals through our work in some 170 countries and territories. UNDP provides support to governments to integrate the SDGs into their national development plans and policies. UNDP’s track record working across multiple goals provides us with valuable experience and proven policy expertise to ensure we all reach the targets set out in the SDGs by 2030. Achieving the SDGs requires the partnership of governments, the private sector, civil society and citizens alike to make sure we leave a better planet for future generations.

Objective:

The Government of Sri Lanka anticipates achieving the SDGs by working towards the provision of basic needs of the people, progressive alleviation of poverty, elimination of all forms of discrimination and inequalities, and establishing a society based on social justice and human security.

Based on the request made by the Government of Sri Lanka (through the Department of Census and Statistics) and on the request made by the United Nations Sustainable Development Framework (UNSDF) Driver Group on Data, the Citra Social Innovation Lab has developed a prototype online data monitoring tool for SDGs, to be tested and validated by the lab. The tool will measure, track and accelerate SDGs by proving reliable data. The prototype has proven to be a success and therefore the Citra lab plans to develop the tool to incorporate goals 7, 13, 15 and 16 in its second roll-out phase, with the collaboration of UN data driver. The consultant is expected to extract data from different sources, at different ministries or departments; Reports, Journals, Excel sheets, and databases (focusing mainly on secondary sources of data) related to indicators of goal 7,13,15 and 16, and provide consolidated data in a pre-defined format as provided by Citra lab.

 

SCOPE OF WORK

Consultant will review multiple secondary data sources such as databases, reports, Journals, etc to find and collect the necessary data on the indicators. These data sources may be stored digitally or physically. There may be multiple data sources per an indicator; in this instance, validation should be done by the consultant to choose the best data source, in close consultation with the relevant UN agencies/Government ministries.

Consultant will have to clean data and provide the data in a standardized format to compliment the tool.

Consultant will be required to coordinate the events (Meetings/ Workshops) to get the all stakeholders together for collecting data required for indicators.

The envisaged timeframe of the Consultancy from 9th July 2018 to 8th September 2018

  1. Data collation for the SGD indicators of Goal 7, 13,15 & 16 by National level, sub national level and by available disaggregation levels for each indicator in goals 7,13,15, & 16 in a pre-defined format (One CSV file per indicator);
  2. Do quality checks and assure only quality data is submitted timely.

Required Skills and Experience

QUALIFICATIONS/REQUIREMENTS

  • Undergraduate or Bachelor’s degree in Mathematics, Statistics, Management on any other relevant field;
  • Good command of English Language, and both written and spoken Sinhala/Tamil;
  • Ability to work independently to deliver work on time;
  • Ability to work in a multi-disciplinary professional team.

FINANCIAL PROPOSAL

Note: Payments will be based on invoices on achievement of agreed milestones, i.e., upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum/Daily Fee” financial proposal including his/her consultancy and professional fee, any additional HR costs (as required) such as translators and field assistants, communication costs such as telephone/internet usage, printing costs, return travel from home to office, stationery costs, ad-hoc costs and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on an actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  However, this is not a requirement for individuals on RLA contracts.

 

PAYMENT FOR SERVICES

The Consultant shall receive payment in 5 instalments as follows:

  1. Upon submission of the proposal and workplan (10%);
  2. On submission of first draft of CSVs for first two goals (20%);
  3. On submission of final CSVs for first two goals (20%);
  4. On submission of first draft of CSVs for remaining two goals (20%);
  5. On submission of final CSVs for remaining two goals (30%).
