Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Regional Office for the Arab States (ROAS) covers 17 countries in the Arab States region and provides direct support to UN Women Country Offices in Egypt, Iraq, the State of Palestine, Jordan and the Morocco Multicounty Office (MCO) covering Morocco, Tunisia, and Algeria. In addition, UN Women has a programme presence in Yemen, Lebanon, Syria, Libya, Kuwait, and Bahrain.

ROAS supports Country Offices to assist national governments to fulfill their gender equality commitments under the applicable national and international laws and in furtherance of national and regional implementation of Agenda 2030 and the Sustainable Development Goals.

In January 2018, ROAS initiated implementation of the new Strategic Note 2018 – 2021, which is aligned with the global UN Women Strategic Plan and key international frameworks such as Agenda 2030, Beijing Platform for Action, Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and other international norms and standards. The ROAS Strategic Note is also informed by and will contribute to, implementation of the UN Women Africa Strategy.

A significant element of the Strategic Note is an enhanced strategic approach to partnerships, with the aim of expanding the partnership base and deepening the engagement of partners to support UN Women’s operations in the Arab States region and globally. In order to support the sustainable institutional capacity of the Regional Office, ROAS has decided to create a post of Resource Mobilisation Coordinator. Under the overall guidance of the Regional Director and the direct supervision of the Coordination Specialist, the RM Coordinator will be responsible for streamlined day to day management of strategic support to donor relations. The Resource Mobilisation Coordinator will provide technical support to the development and management of UN Women’s strategic partnerships and relationships, and enhance resource mobilization capacity in the Regional Office (RO) and the region’s Country Offices (CO) and Multi-Country Office (MCO).

Duties and Responsibilities

Support effective strategic partnerships for UN Women in the Arab States region

  • Support and coordinate relationships with key partners;
  • Provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships;
  • Conduct necessary due diligence screening for potential partners (and updates) and advise ROAS on the application of the due diligence policy;
  • Set and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships;
  • Formalize and maintain the system for monitoring of opportunities and calls for proposals, proposal development and disseminate relevant information to country and regional level colleagues ensuring adequate linkages with policy and programme experts in the region for any new programme developments.

Support regional resource mobilization strategies and initiatives

  • Support the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Support the development of targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Serve as ROAS focal point on corporate fora on resource mobilization, such as the HQ-led RM Community of Practice;
  • Undertake ad hoc member State donor studies, research, and other activities to identify funding opportunities as required.

Build trust and maintain effective relationships with donors

  • Provide technical support to the Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs, and other materials;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support to the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Keep track of the submission of high quality and timely reports to Donors

  • Maintain systems to promote compliance with the terms of grants and agreements, across the region;
  • Prepare regular updates on Tier I reporting requirements and facilitate country offices’ timely submissions as needed (formal and informal reports).

Participate in knowledge building and sharing and advocacy efforts

  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
  • Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of online tools, templates, tips, mechanisms, and guidelines;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Key Performance Indicators

  • Conduct effective due diligence screening for all potential partners and advise ROAS on the application of the corporate due diligence policy.
  • Serve as ROAS focal point for the input and maintenance of data on DAMS and LEADS, including support to country offices as required.
  • In liaison with the Monitoring and Reporting Specialist, prepare regular updates on the status of Tier I reporting and coordinate with country offices to ensure their timely inputs.
  • Compile and maintain comprehensive donor intel on donor countries, and liaise with ROAS and country-level colleagues to ensure the validity of information.
  • Timely tracking of resource mobilization opportunities.
  • Serve as ROAS focal point on corporate fora on resource mobilization, such as the HQ-led RM Community of Practice, and advise ROAS senior management on implications for the RO.
  • Provide inputs on resource mobilization to ROAS strategic documents and advocacy products.

Required Skills and Experience

Education

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.

Experience

  • At least 5 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience in gender equality and women's empowerment;
  • Experience working with civil society organizations, international institutions, and donors;
  • Experience working in the UN system is an asset.

Language

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset.
