Background

The centrality of the role of civil society to support the Transitional Justice (TJ) and Reconciliation process in Sri Lanka gained formal acknowledgement and endorsement in January 2016, when the Government of Sri Lanka (GoSL) appointed a civil society led Consultations Task Force on Reconciliation Mechanisms (CTF) to seek public representations on how the government could take forward its proposals on TJ and Reconciliation.  The importance of civil society engagement was also further reiterated in the Sri Lanka Peacebuilding Priority Plan that was facilitated by the UN. 

In line with this, the United Nations Development Programme (UNDP), together with the Office of the High Commissioner for Human Rights (OHCHR), rolled out a grants programme to support civil society organisations (CSOs) to engage in advocacy and lobbying to ensure the TJ and reconciliation process continues to receive attention, while also supporting building capacities of victims and victims’ groups to access and engage with the mechanisms, as and when they are set up. The grants programme was also aimed at supporting civil society to raise broader awareness on these areas, both amongst victims’ groups as well as the population at large.

 

Scope and Objectives

UNDP is looking to recruit an National Consultant to provide technical, planning and implementation support to the CSOs selected under the grants programme. In addition, the Consultant will liaise between the CSOs and the UN, ensuring effective coordination, progress monitoring and reporting.   The Consultant with work closely with the Technical Specialist for Peacebuilding and Reconciliation and the Monitoring and Evaluation Specialist, UNDP as well as the National Human Rights Officer, OHCHR.

Duties and Responsibilities

Responsibilities

The Consultants Responsibilities are to:

  • Provide effective and efficient management and coordination support in relation to the CSO grants programme, to strengthen implementation of CSO interventions;
  • Provide technical support as required;
  • Support with progress and financial reporting and the monitoring and evaluation of projects.

To this end the Consultant will be required to:  

  • Liaise regularly with CSOs to identify and address bottlenecks;
  • Track project and financial progress per the results frameworks;
  • Conduct field visits to all CSO locations to support monitoring, evaluation and review of the progress;
  • Carry out any other relevant tasks as deemed necessary for the broader objectives to be fulfilled.

Notwithstanding the above, given the fluid operational context, the scope, management and reporting arrangements may change. Any such changes will be discussed in advance with the Consultant, and communicated in writing thereafter.

 

Expected Outputs/Deliverables

  1. Submission of a report, including description of the consultations held and technical inputs provided for taking forward such interventions noted above. This report should include a brief plan of action and a timeline for carrying out identified initiative in line with the required responsibilities;
  2. Coordination support to the CSO Grants programme between UNDP and the CSO grantees on agreed interventions. Such support will include the provision of technical guidance, support on reporting, monitoring and evaluation;
  3. Inputs on the overall results, strengths, challenges and weaknesses as identified of the CSO grants programme;
  4. Inform UNDP on the ground level situation, which would contribute to policy level decision making processes;
  5. Provide a final report which includes a summary of the results received, and provide recommendations on potential interventions and/or areas for change for future interventions. Additionally, opportunities for future resource mobilization can be proposed.  

 

Timeframe

The envisaged timeframe of the Consultancy is a maximum of 10 working days for a period of 08 months starting on the 1st August 2018 until the 30th April 2019.

  • Good understanding of the principles of peacebuilding, reconciliation, access to justice and human rights;
  • Demonstrated experience working on CSO capacity building;
  • Excellent management and coordination skills, and the ability to prioritize work deliverables;
  • Good organizational and multi-tasking skills, and the ability to work under tight deadlines;
  • Ability to maintain confidentiality of records and information;
  • Good judgment and maturity;
  • Excellent team work skills.

Partnerships

  • Good access to established CSO networks to be able to undertake the required Consultancy;
  • Good reputation of technical capacity amongst key stakeholders.

Results

  • Proven delivery of high quality results, in a timely manner;
  • Ability to plan own work and use time effectively, manage conflicting priorities and work under pressure of tight and conflicting deadlines.

 

 

Required Skills and Experience

Qualifications

Education

  • A Master degree in development studies, social sciences or other relevant topics related to governance, peacebuilding and reconciliation and or 5 years minimum relevant work experience; a Bachelor’s degree with additional experience will also be considered.

Experience

  • A minimum of 05 years relevant work experience working on areas such as peacebuilding, reconciliation and human rights;
  • Prior experience working with CSOs;
  • Basic understanding of budgeting and financial reporting processes;
  • Experience in Monitoring and Evaluation;
  • Experience working with central, regional and local State and non-State actors will be a distinct advantage;
  • Familiarity with UNDP’s mandate and core areas of work would be a distinct advantage;
  • Good MS word-processing, excel and presentation preparation skills.

Language

  • Good oral and written communication skills in English as well as Tamil is required. Being Trilingual would be an added advantage.

Financial Proposal

All Inclusive Lump Sum Fee: LKR

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the Consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

Payment of Services

The Consultant will be reimbursed for the actual number of days spent in achieving the expected outputs/deliverables which will be certified by UNDPs Technical Specialist: Peacebuilding & Reconciliation.
