Background

Government of India, with United Nations Development Programme (UNDP) as the lead agency, funded by Global Environment Facility (GEF) is implementing the project “Mainstreaming Coastal and Marine Biodiversity Conservation into Production Sectors in the Godavari River Estuary (EGREE), Andhra Pradesh, India”. The project focuses specifically on removing the key barriers for mainstreaming environmental management considerations into major production activities that are impacting the EGREE region.

The project has formed a cross-sectoral platform – East Godavari River Estuarine Ecosystems (EGREE) Foundation to facilitate implementation of biodiversity conservation initiatives through the production sectors operating in the EGREE. It is expected that Quality Council of India’s NABET (National Accreditation Board for Education and Training) accreditation would help the foundation to offer services such as Environmental Impact Assessment (EIA) and deepen its engagement with production sectors.  It is in this connection, the project seeks to engage a consultant to develop a formal proposal for NABET accreditation under the scheme for accreditation of EIA Consultant Organizations.

Duties and Responsibilities

The consultant would work under the overall leadership of the CEO and the direct guidance of State Project Coordinator, EGREE Foundation. The consultant will

  • Review the QCI-NABET scheme for accreditation of EIA Consultant Organizations in detail
  • Review and assess EGREE Foundation’s readiness to apply for accreditation
  • Collect data and information from various resources / departments for developing the proposal for accreditation
  • Consult various specialized institutes and agencies in the field of Oil and Gas, Port & Shipping, Tourism, Biodiversity Conservation, Fertilizers etc. for partnering with EGREE Foundation
  • Prepare the formal proposal in line with the guidance provided in the QCI-NABET scheme
  • Submit the proposal and render support (e.g. submit answers/ explanations) during all phases / stages of the assessment as needed
  • Any other related task assigned by Programme Officer-UNDP.

Expected Deliverables

  • Formal proposal for QCI-NABET scheme for accreditation of EIA Consultant Organizations
  • List of recommendations for the EGREE Foundation for NABET accreditation
  • Submission of the proposal
  • Preparation and submission of answers / supporting notes during the entire assessment process as needed

Travel

Travel for consultation with the proposed partner agencies as and when required.

Competencies

Technical Competencies:

  • Knowledge of Environmental compliances / policies / schemes etc.
  • Strong proposal writing skills

Functional Competencies:

  • Excellent drafting, documentation and communication skills in English;
  • Project management skills
  • Makes effective use of information and resources to strengthen the proposal

Required Skills and Experience

Education: Master’s degree in Environmental Sciences or related disciplines

Experience:

Essential:

  • At least 7 years of experience in developing formal proposals for environmental accreditation schemes or related fields
  • Excellent inter-personal communication skills and proven high quality proposal writing skills

Desirable:

  • Familiarity with the QCI-NABET accreditation process;
  • Sound knowledge of developing high quality proposals and evidence of proposal success rate.

Evaluation Criteria

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement; having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

  • Technical Criteria weight - 70%;
  • Financial Criteria weight – 30 %

Technical Criteria (70% of total evaluation)

  1. Relevant work experience 40%
  2. Strong experience in and knowledge of Environment related norms and qualifications 30%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.

Submission of Proposal

Financial Proposal:

Consultant should specify his/her lump sum consultancy fee.  Please quote your professional fee only. Do not include travel costs in your financial quote as these will be reimbursed separately, as per actual; subject to UNDP’s prevailing rules.

CV:         Consultant should submit his/her updated CV with three references.

Note:     

  1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed;
  2. Travel, lodging and boarding as per UNDP rules subject to prior approval
  3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual
  4. Please note proposals without financial proposal will not be considered
  5. CV and Financial proposal can be clubbed in one file for uploading
  6. The consultants must use his / her own computing equipment.

 Payment Schedule:

Monthly, based on number of days worked in a month and deliverable submitted.
