Background

Undoubtedly, climate change is one of the key development challenges facing Uganda and the other developing countries at large. The country has been ravaged by the effects of climate change over the years associated with costly aftermaths in form of damaged social and physical infrastructure, loss of lives, reversal of past development achievements such as poverty reduction and impeding the achievement of targeted economic growth rates as reported by the mid-term review of the first National Development Plan (NDPI 2009/10-2014/15).

The Uganda Vision 2040 and the NDPII have squarely integrated climate change and the approach is building national resilience along a low carbon development path. However, more needs to be done to actualize all planned climate change interventions. It is important to note that climate change integration and awareness creation are continuous processes that ought to be undertaken at every planning cycle if the effects of climate change are to be contained. Accordingly, the National Planning Authority in with financial support from the UNDP plans to develop a succinct but concrete policy brief on climate change in light of development planning: Moving from integration to implementation. This policy brief is envisaged to articulate the key climate change development planning issues and also recommend pragmatic recommendations on how to transition from the planning and integration phase to the actual implementation of climate change interventions. This exercise will be undertaken by a consultant under the direct supervision of the National Planning Authority.

Objective:

The overall purpose of the assignment to develop a policy brief on climate change in the light of development planning; Moving from integration to implementation. The assignment will be undertaken through consultancy services under the direct supervision of the National Planning Authority.

Duties and Responsibilities

Scope of services:

The scope of the assignment will hinge on Uganda and all identified policy options ought to be geared towards fast tracking the implementation of the Uganda Vision 2040, the second National Development Plan and the Uganda Green Growth Development Strategy. The guiding policy framework for the policy brief is the Uganda National Climate Change Policy 2015.

Specifically, the consultancy will undertake the following:

Enumerate key climate change development planning issues;
Build a case for the nexus between climate change and the Human Rights Based Approach;
Highlight the social aspects of climate change and how women, gender, refugees, youth and elderly can be taken care of in national climate change response
Enumerate the opportunities presented by climate change and
Recommend key pragmatic actions for transition from climate change planning and integration to the next phase of implementation.

Deliverables:

The expected outputs of this project are as follows:

A precise Inception Report on the interpretation of the assignment;
A background Report on the social analysis of climate change with special focus on gender dimensions in the national climate change response;
A draft policy brief on climate change in light of development planning; moving from integration to implementation;
Reports of stakeholders consulted in the exercise and the key issues raised thereof. Key among these are the Climate Change Department, Ministry of Finance, Planning and Economic Development, National Planning Authority, UNDP, Uganda; Manufacturer’s Association, Environment Management for Livelihood Improvement and the Climate Change Action Network.
A final Policy Brief on the subject matter.

Competencies

Demonstrated good policy analysis skills;
Demonstrated good communication skills;
Demonstrated good research skills;
Demonstrated evidence of capacity to produce and present good reports.

Required Skills and Experience

Education:

An advance degree in Environment Management/Natural Resource Management/Environment Economics or any climate change related field.

Experience:

Should have had at least 8 years practical experience in climate change related fields;
Adequate knowledge of development issues including cross-cutting issues such as Human Rights, Gender, HIV/AIDs/ Poverty and SDGs among others;
Knowledge of Uganda’s obligation to the UNFCCC, National Climate Change Policy and the Nationally Determined Commitments;
A thorough knowledge of Uganda’s planning context, environmental economy and the state of the environment reports.

Language:

Fluency in both written and spoken English.

Working Arrangements:

The consultant shall work closely with and under the supervision of Manager of Production, Trade and Tourism Planning at the National Planning Authority. The overall supervisor of the activity will be the Director of Development Planning at the National Planning Authority.

Duration of the Work:

The assignment is to be accomplished between August and October 2018.

Payment Schedule:

Payment to the Consultant will be made in 3 installments upon satisfactory completion of the following deliverables;

20% upon approval of the inception report;
40% upon completion of Draft Brief;
40% upon submission of Final Brief.
