Description of the assignment    National Consultant to support Design of a Senior and Executive Leadership Scheme (SELS) for Myanmar’s Civil Service

Required Skills and Experience

Qualifications:

  • Masters in the field of International Relations, Public Administration, Human Resources or related field.
  • Bachelor degree in public administration, development studies or equivalent with at least 3 years of relevant experience

 

Experience:

  • Experience in developing/ contributing to assessments and/ or policy documents geared towards a multi-stakeholder audience, i.e. government and civil society;
  • Experience in facilitating stakeholders consultations and meetings
  • Sound understanding of the Myanmar context and experience with current government bodies in Myanmar is a key advantage;
  • Prior involvement in similar assessment or HRM systems design is a plus
  • Knowledge and expertise of strategy and systems development, particularly in civil service reform arena;
  • Experience in the civil service if highly desirable;
