Background

UNWOMEN, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports the Government of Jordan to implement international and national policy commitments on gender equality and women’s empowerment, including through mainstreaming gender in national planning processes, as well as developing and implementing targeted plans on gender equality. The Ministry of Social Development (MOSD) promotes social development and coordinates the work of development partners in governmental and non-governmental sectors. The Ministry is responsible for developing comprehensive and integrated policies to ensure the provision of services that improve quality of living through investing in human resources, developing their abilities, employing information and knowledge, and establishing an equal development process along social and economic dimensions.

MOSD oversees the work of multiple directorates including: i) Family and Childhood Directorate which aims to preserve Jordanian family cohesion; ii) Social Defense Directorate which aims to protect society from the dangers of crime and delinquency; iii) Handicapped Affairs Directorate which focuses on services from people living with disabilities; iv) Directorate of Local Societies Development which aims to achieve comprehensive and integrated economic and social development; and v) Directorate of Poverty Monitoring and Social Security which focuses on data, programmes and communications targeting poverty alleviation.

Gender mainstreaming and gender equality are critical priorities for MOSD. Going forward the ministry plans to develop internal capacities on gender equality and national planning for both humanitarian and development response, prepare research and knowledge products on gender equality and women’s economic empowerment, strengthen community development centers and apply lessons from UN Women’s Oasis model of resilience and empowerment, implement training activities for women in protection shelters, and implement social cohesion activities.

 

Objectives of the Assignment

As part of UN Women’s partnership with MOSD, UN Women is recruiting a technical expert on gender equality to be placed in the Ministry and report to the Director of Policies and Strategies, Ministry of Social Development and the Head of the Resilience and Empowerment Unit, UN Women. The expert will also work closely with Institutional Capacity Development Specialist, UN Women Jordan. The expert will focus on developing the ministry’s expertise on gender equality and mainstreaming through knowledge transfer and capacity development.

Duties and Responsibilities

The duties and responsibilities of the National Consultant include:

Capacity Development of MOSD staff on gender equality and women’s empowerment

  • Undertake a capacity needs assessment of MOSD staff on gender equality and women’s empowerment
  • Prepare a capacity development plan based on the findings of the assessment with a detailed sustainability plan on how the efforts will continue beyond the tenure of the gender expert
  • Undertake trainings on gender equality and women's empowerment for MOSD staff
  • Provide coaching and on the job training and mentoring to MOSD staff

Provide technical advice and guidance to MOSD on gender equality and women’s empowerment

  • Provide policy and strategic advice to senior officials in MOSD on gender equality and women’s empowerment
  • Review programmes and activities undertaken by MOSD and provide inputs for gender responsive implementation
  • Prepare a long-term plan for the ministry to sustain and increase investment for internal capacity development on gender equality and gender mainstreaming
  • Provide guidance to work on community development centres, training activities for women in protection shelters, and social cohesion activities being undertaken by the ministry

Manage and develop research and knowledge products on gender equality and women’s empowerment

  • Conduct workshops with stakeholders to collect data for a report on women’s economic empowerment, validate the findings and set up an execution work plan
  • Update and finalize a study on Women's Economic Empowerment
  • Organize validation workshops and launch event for the Women's Economic Empowerment study
  • Develop a conceptual paper on gender indicators

Required Skills and Experience

Education: 

  • Bachelor’s degree or equivalent in social sciences, international development, public administration, public policy, business, or other relevant field is required

Required Skills and Experience

  • Experience:
    • At least 5 years of relevant experience in human rights, gender, development or another relevant field
    • Experience in working with senior government officials on capacity development and gender equality and women’s empowerment
    • Familiarity with gender issues and challenges in Jordan

Language requirements:

  • Fluency in written and spoken English and Arabic is required

Duration and duty station for the assignment 

The duration of the assignment will be 6 months and the duty station will be Amman, Jordan with travel to field as required. Office space and equipment will be provided by MOSD.  

Fees and Schedule of Payments

The position will be remunerated based on a monthly lump sum rate and satisfactory services and deliverables in accordance with the ToR and a time sheet duly approved by the supervisor and the UNWOMEN Country Representative.
