Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programmes broadening the scope of women’s citizenship, leadership and political participation, especially in countries affected by crisis and undergoing transition. This is essential to meeting women and girls needs in crisis, and ensuring that transitions are both fully inclusive and democratic, and respond to the needs and priorities of women and girls. Additionally, and as part of broader momentum for reform across the Arab States, and towards institutionalizing gender in governance, ROAS assists efforts to make national plans and budgets fully supportive of gender equality commitments. Economic empowerment is another critical concern, therefore, ROAS engages with regional partners and civil society to advance policies and programmes that bolster women’s opportunities in this arena. Ending violence against women is another critical component of UN Women ROAS by supporting the adoption of national policy frameworks, reforming laws discriminating against women, establishing comprehensive prevention and protection services, and raising awareness of strategies to combat violence.

The Regional Office is leading and supporting the roll out of a number of programmes on ending violence against women in the region. These programmes fall under the triple mandate of UN Women and provide support at the normative, coordination and operational level to ensure women and girls in the region have a life free of violence.  Reporting to Programme Specialist managing the Regioanal EVAW portofolip, the programme analyst will support the effective management of UN Women programmes in the ROAS by contributing in the programme design, formulation and implementation.  S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.    

Duties and Responsibilities

Provide Support to EVAW regional programmes

  • Coordinate the implementation of the inception phase of the regional joint programme on EVAW.
  • Coordinate the finalization and launch of the Gender Justice Regional Report, together with other UN agencies
  • Coordinate regional efforts to address child marriage
  • Facilitate the launch of the Arab Women Legal e-platform with UNDP and CAWTAR 
  • Contribute to effective resource mobilization and donor relations by analyzing and researching information on donors, and preparing substantive briefs on possible areas for financial cooperation

Contribute to Regional EVAW knowledge management

  • Contribute to strengthening the knowledge management system to aid effective and efficient collection and dissemination of information
  • Prepare EVAW country profiles for each country in the region
  • Contribute to regional communication activities related to EVAW (16 Days of Activism against Gender-Based Violence as part of the UNiTE to End Violence against Women Campaign)
  • Prepare briefing notes, talking points, background papers, and presentations as requested

Provide support to ROAS programmes as needed

  • Review, analyze and provide technical inputs for reports and other relevant materials on different thematic areas in Arab States
  • Contribute to the efficient operations of the office as Programme Appraisal Committee member, interview panel member, bid opening committee member and more
  • Perform other official duties and special assignments which may be requested by the supervisor and senior management

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.

Experience:

  • At least 3 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Previous experience in the field of violence against women;
  • Experience coordinating and liaising with UN agencies, partners,
  • Experience in using ATLAS is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of French or Arabic is an asset.
