Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

Public procurement presents a huge potential for women entrepreneurs to realize their economic aspirations by making sure that they benefit from the massive contracts awarded by government for various goods, services and works existing in the various supply chains. A multi-trillion industry accounting for 15-30 percent of GDP in countries, public procurement represents an enormous share of global demand for goods and services. However, women owned business (WOB) only access 1% of public procurement.  This is due to the enormous structural barriers which limit their growth and participation in public procurement as well as the overall development. These barriers include among others, lack of access to productive assets, affordable finance and ICTs, insufficient entrepreneurial and managerial skills, limited opportunities to markets and distribution networks. Besides, procurement and investment opportunities in Uganda rarely consider gender equality as a selection criterion, which negatively affects women owned businesses ability to sell to large buyers. Because of these barriers, women entrepreneurs and businesses owners have been largely unable to capitalize on government spending and international sourcing.

However, there are still impediments to women entrepreneurs in order to effectively access public contracts and bids. Although there has been an attempt to address some of these impediments, more has to be done in changing policies and putting systems in place to facilitate this desirable action. It is in line with the above that, the Public Procurement Disposal of Assets Authority (PPDA) in collaboration with UN Women wishes to engage the services of an individual consultant to review and redesign the PPDA ROP system to capture the gender profiles of Women Owned Businesses(WOB) with a purpose of promoting women entrepreneurs participation in Public procurement.

Duties and Responsibilities

To establish a Register of Providers (ROP) that will promote the visibility for Women owned Businesses and provide an opportunity for women to show case their skills and experience to participate effectively in public procurement.

The RoP is a platform that can be utilized to promote women participation in public procurement as it allows for interaction with providers hence promoting a more transparent and enabling business environment. An effective register of providers will therefore promote the visibility for women owned businesses. Specifically, the consultant will be responsible for the following.

  • Assess the current ROP database structure and contents for ease of accessibility, quality of contents, user-friendliness, ease of maintenance/update, information retrieval and to fully address all the issues with the current system as mentioned above;
  • Design the ROP application using the latest open source php/MYSQL programming, security database and content management software versions in line with industry standards;
  • Design the database structure to incorporate reporting and user-friendly search engines with ability to export reports in standard formats like excel and pdf;
  • Edit existing forms to incorporate Gender details of the company owners and NIN for owners who are Ugandan Nationals;
  • Transfer all content from the old ROP application to the newly designed application while maintaining the linkages therein and ensuring no loss of core provider or certificate information;
  • Provide a control panel/dash board for system admin, PPDA, PDE users and providers for easy content management;
  • The application should be browser independent i.e. it should display properly in any known browsers e.g. Firefox, Internet Explorer, Google chrome, Safari etc.;
  • Implement a reliable backup/restore plan that is easy to administer through the Admin panel;
  • Training to PPDA IT and ROP staff on application maintenance and usage;
  • Provide full warranty and support for 6 months to ensure the developed website and all its content and features function exactly as expected.

Education:

  • A Bachelor’s degree in Computer Science or a related field- 5 Points.

Experience:

  • 3 years of proven knowledge and experience in providing similar service to public and private organizations- 5 Points;
  • Must be able to conceptualize, design and develop web applications from user requirements and be able to implement industry best practices-10 Points;
  • Must have demonstrable and practical experience with php, mysql, javascript, html with ability to deliver web applications without any training- 10 Points;
  • Must have proven demonstrable and practical experience in developing the full stack (design, database, application) of real life web applications proven through portfolio of designed products-10 Points;
  • Must have experience in implementing information security policies in application design-10 Points;
  • Excellent practical and demonstrable programming experience developing open source (php, mysql) web applications for knowledge on website and information system security- 10 Points;
  • Adequate knowledge and experience with web design able to provide user training and all documents in English-5 Points.

Language:

  • Knowledge of English is required- 3 Points;
  • Knowledge of any other local languages spoken in Uganda is an asset- 2 Points.

  • Financial Proposal - Specifying a total lump sum amount in Uganda Shillings for the tasks specified in this Terms of Reference. The financial proposal should include a breakdown of the lump sum amount, including various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services, in-country travel costs etc.).

Candidates should have the ability to quickly submit degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Only candidates who have received 49 points or higher in the technical evaluation will be considered for the Financial Evaluation.

Financial Evaluation (30%) – max. 30 points:

  • The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
