Background

Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.
The TNC was completed in 2017.  The TNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the TNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina. 
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the FNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.

The overall project’s objective is to enable Bosnia and Herzegovina to prepare its FNC and TBUR to the Conference of Parties. Preparation of the FNC and TBUR will attain higher level change by contributing to the achievement of the national environmental objectives in several ways: (1) It will enhance the ability of Bosnia and Herzegovina to participate actively in addressing the global environmental threat of climate change; (2) It will further develop capacity in climate change-related research and analysis that can support effective environmental policies and provide important data related to environmental challenges to sustainable development in Bosnia and Herzegovina that go beyond climate change; and (3) It will provide improved information and analysis for policies in key areas, such as water resources, agriculture, etc. Specifically, the capacity development efforts under this project and its emphasis on disseminating the FNC and its findings to policy-makers will contribute to enhanced country’s legal and strategic frameworks for sustainable management of natural, cultural and energy resources (as stated under the Outcome 5 of UNDAF 2015-2019 for Bosnia and Herzegovina). Furthermore, this project will contribute to the Sustainable Development Goal (SDG) 13: Take urgent action to combat climate change and its impacts. Preparations of NCs represent an obligation of signatory countries of the United Nations Framework Convention on Climate Change and it represent a valuable insight into the efforts that countries are taking to integrate climate change measures to policies, strategies and planning.

The overall objective of this assignment is to update and describe on continuous basis national circumstances and institutional arrangements relevant to the preparation of the national communications, assess progress towards mainstreaming of climate change considerations into key development strategies and sector-based policy frameworks, identify constraints and gaps and assess financial, technology, policy and capacity building needs. Under this assignment, other information relevant for the preparation of FNC and TBUR,  guided by the principles of Doha Work Programme under Article 6 of the UN Framework Convention on Climate Change, will be consolidated. 


Duties and Responsibilities

The consultant should work in close consultation with and under the guidance and supervision of the FNC/TBUR National Project Coordinator, nominated by the UNFCCC focal point for BiH. Specifically, his\her responsibilities are but not limited to the following:

  1. Identifies sources of activity data for key category and priority sector covered by FNC/TBUR;
  2. Reviews and reports on any activities in the area of financial resources, technology transfer, capacity building and technical support received from the GEF, Annex II Parties, and other developed countries Parties, and multilateral institutions for activities related to climate change;
  3. Monitors UNFCCC and CoP policies and guidance and advises the FNC/TBUR team accordingly;
  4. Collects and analyses information on national development objectives, priorities and circumstances, needs and concerns arising from CC effects;
  5. Reviews existing and check for new developments in terms of sectoral strategies, demographic, socioeconomic data and other relevant information;
  6.   Identifies potential flexible international funding for climate change (bilateral, multilateral and regional) in order to contribute to development of new ways of economy planning in terms of climate change;
  7. Analyses financial/economy  justification of climate change scenarios in BiH;
  8. Reviews and updates the above data biannually and submits them to UNFCCC focal point for BiH;
  9. Identifies gaps, needs and priorities for education, training and public awareness raising with reference to climate change;
  10. Describes level of support received to enable preparation of FNC/TBUR;
  11. Contributes in preparation of materials for presentation of FNC/TBUR findings at different events;
  12. Raises public awareness among the decision makers;
  13. Coordinates the findings and recommendations with national circumstances  expert;
  14. Ensures the timely and effective conduction of the activities as scheduled;

Required Skills and Experience

Academic Qualifications/Education

  • Bachelor degree in economics, natural sciences or other relevant fields.

Experience

  • Knowledge of the environmental issues in BiH;
  • Good understanding of climate change and sustainable development issues;
  • Knowledge and understanding of the UNFCCC and its relevance in BIH context.

Languages Requirements

  • Knowledge of English is a must

Financial Proposal

  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).
Travel: All envisaged travel costs must be included in the financial proposal.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
