Background

The Ministry of Mahaweli Development and Environment (MMDE) with the assistance of the United Nations Development Programme in collaboration with the Department of National Planning (NPD), Ministry Irrigation and Water Management (MIWM) Ministry of Agriculture (MA), Ministry of City Planning and Water Supply and Ministry of Disaster Management, secured financing from the Green Climate Fund (GCF) to implement a USD 38.1 million project aimed at strengthening the resilience of Smallholder farmers in the dry Zone to climate variability and extreme events.

This Project will support the Government to implement integrated solutions to water management in three river basins in the Dry Zone of Sri Lanka. The Project aims to achieve higher levels of food, livelihoods and water security for flood and drought affected poor communities. GCF resources will be invested in improving access to irrigation and eco-system based agricultural practices, improved community managed drinking water infrastructure, scaling up decentralized drinking water systems and strengthening early warning, forecasting and climate advisories to protect farmers, particularly women from climate related impacts.

The Project will benefit 750,000 people living in the three river basins directly through investments in irrigation, drinking water and disaster risk management. Moreover, around 770,000 people living in these districts will indirectly benefit from the project interventions in capacities and early warning systems. Under this Project, which will be implemented from 2017 to 2024 UNDP will work with a number of government institutions to deliver the Project outputs and activities and measures its impacts.

The Project covers three key components:

  • Component 1: Climate resilient investment to rehabilitate small tank-based cascading systems and related infrastructure and facilitate sustainable, climate-proof agricultural practices in targeted areas;
  • Component 2: Investments to increase access to and quality of drinking water in remote and rural areas through a multi-pronged partnership approach that seeks to replenish sources, build storage, purify contaminated water and address root causes of water quality issues;
  • Component 3: Improve community access to timely early warning for flood and drought to avoid losses and impacts on key livelihood assets. This includes the generation, coding, modelling, dissemination and access to weather related data/knowledge including advise and early warning.

 

The Project implementation modality includes a Project Management Unit established under the Ministry of Mahaweli Development and Environment with the Project Director, Deputy Project Director responsible for three river basins, Project Accountant and other project staff and a field office established in the project area. UNDP as the responsible party for Project assurance will provide technical assistance to implement the Project. Under this, the service of a team of technical specialists will be provided by UNDP to facilitate the implementation of the Project. Further, a national level technical advisory committee will be established to obtain specialist advice to ensure integrated approach for climate resilient water management.

The Water Supply Engineer for Climate Resilient Drinking Water Supply will be part of the UNDP’s technical team in the field for Project implementation and is responsible for coordinating, liaising monitoring, reporting, and providing relevant technical and other guidance to Responsible Parties in Component 2 of the Project; namely the National Water Supply and Drainage Board and Department of National Community Water Supply; and the CRIWMP PMU/District staff and engaged Community Support Organizations in districts.

The Water Supply Engineer will work very closely with the Technical Coordinator, Water Resources nd Technical Specialist for Climate Resilient Drinking Water Supply who is part of the UNDP’s technical team in the office/field for Project implementation and is responsible to provide overall technical guidance to implement the component 2 of the Project.  

 

Scope and Objectives

The main objective of the consultancy is to provide relevant technical and other guidance at field to the staff in the selected 07 Project Districts of Responsible Partners in Component 2 of the Project; namely;

  • the National Water Supply and Drainage Board;
  • the Department of National Community Water Supply;

to the CRIWMP PMU/District staff and engaged Community Support Organizations in the 07 districts; to implement the Component 2 on Drinking Water Supply of the Climate Resilient Integrated Water Management Project.

The Technical Coordinator will also be part of the UNDP’s technical team in the field for Project implementation and is responsible for coordinating, liaising, monitoring and reporting of the work implemented by the above parties in the selected 07 Project Districts of Puttalam, Kurunegala, Anuradhapura, Polonnnaruwa Mannar, Vavvuniya, and Trincomalee.

The Project Outputs under the Component 2: Drinking Water Supply includes;

  • New Community Managed Rural Water Supply Systems – 35 Nos;
  • Water Purification and Treatment Systems to Existing Community Managed Rural Water Supply Systems – 70 Nos;
  • New Water Purification and Treatment Systems to Schools and Health Centres – 55 Nos;
  • Rainwater Harvesting and Recharging Systems – 4000 Nos;
  • These outputs have been rationally allocated to the 07 districts while in the first phase of the Project the work is implemented in Puttalam, Kurunegala, Anuradhapura and Vavuniya districts.

The project will also mobilize a consultancy firm to carry out the Feasibility Studies, Detailed Designs, Procurement Documents and Construction Supervision Work of the New Community Managed Rural Water Supply Systems, Water Purification and Treatment Systems to Existing Community Managed Rural Water Supply Systems and New Water Purification and Treatment Systems to Schools and Health Centres.  The Technical Coordinator is also expected to work together with these consultants to achieve the planned outputs.

Duties and Responsibilities

Responsibilities

  1. Support and guide the implementation of the agreed models, programs and activities in field together with the responsible partners and other parties
  2. Assist to implement the agreed Annual, Quarterly and Monthly Work Plans and report the progress and suggest remedies to overcome any short falls or setbacks;
  3. Coordinate with the Project, CSO, NWSDB and DNCWS to present the agreed program and the progress to the relevant Provincial, District and Divisional level authorities;
  4. Coordinate with Project, DNCWS, NWDB and CSOs for preparing Climate Resilient Water Safety and Security Plans, Emergency Response Plans including water source protection and Cascade level drinking water management plans;
  5. Support the Project staff and CSO Field staff in technical matters related to drinking water supply outputs;
  6. Other relevant tasks assigned by the Technical Coordinator and Technical Specialist for Climate Resilient Drinking Water Supply; UNDP.

New Community Managed Rural Water Supply Systems

  1. Finalize the locations for the New Community Managed Rural Water Supply Systems (if not yet finalized) together with Project, NWSDB and DNCWS and support to obtain the relevant approvals at District/Province level.
  2. Assist and coordinate with NWSDB relevant RSC Offices, O&M Offices and Ground Water Sections of RSCs and the appointed consultants to complete the;
    1. test pumping and simultaneous water quality testing of existing identified water sources;
    2. hydro-geological investigations for new water sources;
    3. construction of deep and shallow boreholes including the necessary land and other clearances;
    4. test pumping to determine the safe yield and quality of water in the sources;
    5. Submit a joint monthly report on progress of the above works together with the relevant NWSDB officers.
  3. Coordinate with the appointed consultants for feasibility and design of New Community Managed Rural Water Supply Systems to ensure the Feasibility Reports and Details Designs/Drawings/Specifications/BOQs are approved by relevant DNCWS and NWSDB offices;
  4. Support and guide the DNCWS and district CSO to mobilize and train the relevant CBOs to achieve the required sustainability status and coordinate with the consultant to ensure the exchange of relevant technical and other data required for implementation of New Community Managed Rural Water Supply Systems according to the RWS Project Cycle and other agreements;
  5. Guide and coordinate with DNCWS and CSOs to deliver all agreed capacity building and training programs to the CBOs and communities;
  6. Coordinate with the appointed consultants, Project, NWSDB and DNCWS during the construction supervision period to ensure quality control and quality assurance of the awarded Works contracts;
  7. Review and recommend payments for the appointed Consultants and Works contractors;
  8. Liaise and coordinate with all parties to ensure the sustainability of the new RWS systems as well as the CBOs formed. 

 

Water Purification and Treatment Systems to Existing Community Managed Rural Water Supply Systems, Schools and Health Centres

  1. Finalize the locations for the Water Purification and Treatment Systems to Existing Community Managed Rural Water Supply Systems, Schools and Health Centres (if not yet finalized) together with Project, NWSDB and DNCWS and support to obtain the relevant approvals at District/Province level;
  2. Assist and coordinate with NWSDB relevant RSC Offices, O&M Offices and Ground Water Sections of RSCs and the appointed consultants to complete the;

  5. Coordinate with the appointed consultants, Project, NWSDB and DNCWS during the construction supervision period to ensure quality control and quality assurance of the awarded Works contracts;
  6. Review and recommend payments for the appointed Consultants and Works contractors;
  7. Liaise and coordinate with all parties to ensure the sustainability of the new systems. 

 

Rainwater Harvesting and Recharging Systems

  1. Finalize the locations for the Rainwater Harvesting and Recharging Systems (if not yet finalized) together with Project, NWSDB and DNCWS and support to obtain the relevant approvals at District/Province level and cluster them for an efficient implementation modality;
  2. Coordinate with the Project, DNCWS and CSOs to prepare estimates, specifications and BOQs for the clustered RWH and Recharging systems to submit to PMU for procuring;
  3. Guide and coordinate with DNCWS and CSOs to deliver all agreed awareness, capacity building and training programs to the target communities and households;
  4. Coordinate with the DNCWS and CSOs during the construction supervision period to ensure quality control and quality assurance of the awarded Works contracts.
  5. Review and recommend payments for the appointed Works contractors;
  6. Liaise and coordinate with all parties to ensure the sustainability of the new systems. 

 

Expected Output & Deliverables 

The Water Supply Engineer for Climate Resilient Water Supply is required to submit a Monthly Report on an agreed format indicating the work carried out, activities implemented, progress against the approved program, setbacks and issues and the proposed remedial measures. Following will be the expected outputs under this Terms of Reference.

  1. 10 RWSs are in operation (03 in Vavuniya, 03 in Puttalam, 03 in Kurunegala and 01 in Anuradhapura. 10 CBOs in above locations are carrying out operations and maintenance as per agreed plan;
  2. Construction works of another 10 RWSs are in progress (areas to be finalised before end of 2018) and CBOs for each RWS is formed;
  3. 600 rain water collection tanks are installed and communities are well aware about the operation and maintenance of the tanks. Another 1000 locations are selected to implement in 2019;
  4. 25 advanced filters are installed in selected locations and community are properly maintain and operating those. Another 25 locations are finalised to install in 2019.

Specific deliverables

  1. 1st progress report covering, completed water source investigations and selected locations for the New Community Managed Rural Water Supply Systems finalized for Vavuniya, Kurunegala and Anuradhapura districts;
  2. 2nd Progress report covering locations for minimum 25 Advance filtering systems available from Anuradhapura, Kurunegala and Vavuniya districts and designs of the 10 New Community Managed Rural Water Supply Systems and formation of the 10 community organizations;
  3. 3rd Progress report covering the Progress of the training programmes after completing the training programmes for all 10 community organizations and specifications for minimum 15 advance filtering systems and progress of the installation of minimum of 400 RWH tanks in Anuradhapura, Vavuniya, Kurunegala, and Puttalam districts;
  4. 4th Progress report covering the installation and commissioning of all 25 advance filtering systems, mobilization of contractors for the RWSs and progress of installing 600 RWH tanks;
  5. 5th progress report covering the work plan for 2019, district breakdown of the RWSs, advance filtering systems and RWH tanks for 2019;
  6. 6th Progress Report covering the identified locations for the RWS and advance filtering systems for 2019;
  7. 7th Progress Report covering the progress of source investigations for the RWSs and 10 selected locations for the RWS and progress of the formation of community organizations;
  8. 8th Progress Report covering the locations of RWH tanks and specifications for the 25 advance filtering systems;
  9. 9th progress report covering the designs of the 10 RWS schemes, trainings conducted for all 10 community organizations;
  10. 10th and Final Progress report covering the installation and commissioning of the advance filtering system, progress of the overall work and recommendation for the future interventions.

 

Timeframe

The envisaged time frame of the contract is 12 months starting from 3rd September 2018.

Required Skills and Experience

Qualifications

  • Degree in Civil Engineering or Equivalent qualifications with over 20 years of experience in Water Supply and other related fields.

Experience

  • At least 15 years of technical experience in drinking water supply in Sri Lanka;
  • Substantial relevant experience in the implementation of drinking water supply, from identification up to construction and operation & maintenance;
  • Experience in drinking water supply projects from foreign funds including Working with communities, multi-disciplinary teams and local/expatriate technical experts;
  • Work experience in monitoring, supervision, planning and progress reporting of water supply systems;
  • Prior experience in the project districts would be an added advantage.

Languages/ Other:

  • Excellent written and spoken knowledge of English;
  • Fluency in Sinhala and/or Tamil is an additional requirement;
  • Good computer literacy including Microsoft Office.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, Accommodation, Travel costs applicable for the 3-star class of hotels in Colombo, Sri Lanka, Airfare (to and from the home country of the consultant in economy class via the most economical/direct route), communication cost such as telephone/internet usage, ad-hoc costs, stationery costs. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP Daily Subsistence Allowance (DSA) rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

2nd Progress report covering locations for minimum 25 Advance filtering systems available from Anuradhapura, Kurunegala and Vavuniya districts and designs of the 10 New Community Managed Rural Water Supply Systems and formation of the 10 community organizations;

Due date for submission 25th October 2018 and the percentage of the total payment 10%.
