Background

The UNDP Pacific Office in Fiji is implementing a range of projects in support of Sustainable Development Goals. Goal 5 commits to achieving gender equality and empowerment of all women and girls; and Goal 16 commits to promoting peaceful and inclusive societies for sustainable development, provide access to justice for all and building effective, accountable and inclusive institutions at all levels.

Strengthening access to justice, rule of law and promoting human rights are cornerstones of UNDP’s work to achieve sustainable human development. The UNDP Pacific Office in Fiji is implementing projects as part of an overall programme in these areas including the Fiji Access to Justice Project and the Rights, Empowerment and Cohesion for rural and urban Fijians Project. The Fiji Access to Justice Project supports access to justice for impoverished and vulnerable groups through empowering people to access legal rights and services through the relevant key justice institutions, in conjunction with strengthening those key justice institutions to undertake improved service delivery. The Rights, Empowerment and Cohesion for rural and urban Fijians Project promotes peace building, social cohesion and inclusiveness through awareness of rights, access to services and institutional capacity building in Fiji. The Pacific Security Sector Governance Project supports inclusive and responsive security sector governance to promote peaceful and inclusive societies for sustainable development.

Under the direct supervision of the Programme Manager, Access to Justice, Rule of Law and Human Rights Programme, the ‘Junior Specialist – Access to Justice and Rule of Law’ will be responsible for assisting with technical matters related to the implementation of the Access to Justice and Rule of Law Programme. 

Duties and Responsibilities

The Consultant will be required to provide the following deliverables:

  • Organise and provide thorough reports on UK study tour for police.

  • Organise representation of police at Human Rights Council.

  • Organise and provide thorough reports on training by APT.

  • Finalize curriculum and police knowledge products.

  • Coordinate with partners for technical reviews of case management and IT systems.

  • Organise and provide thorough reports on the Regional Legal Aid Workshop and Regional Coordination Workshop.

  • Research and prepare the required technical materials and reports to support workshops and project activities

Required Skills and Experience

         Educational Qualifications:

  • Minimum educational qualifications: Degree in Law, Criminology, Human Rights, or related area.

         Experience

  • At least 5 years’ experience covering the areas of law, policing and human rights related work

  • Experience working with the in Fiji justice system and related institutions highly desirable.

  • Demonstrated experience of management and analysis of data and statistics related to law, policing and human rights fields.

  • Demonstrated experience of being able to prepare technical materials and reports in English language related to law, policing and human rights fields.
