Background

Uzbekistan is the most populous and fastest growing country in Central Asia. It is also the most carbon intensive economy in the world. Uzbekistan’s NDC established a target to reduce GDP carbon intensity by 10% by 2030.

In Uzbekistan, buildings (mainly residential) consume the largest amount of energy and are responsible for half of all energy-related GHG emissions. With anticipated steady population increase accompanied by growth of new construction, residential energy consumption and consequently GHG emissions are projected to rise by 20% by 2050. Rural housing plays a significant role in the overall housing sector both because of its growth and because it consists largely of individual family houses, which are less energy-efficient than multi-unit dwellings. Due to high energy losses, these houses consume an average of 320-390 kWh/m2, compared to 150 kWh/m2 in Europe for similar housing units.

At the same time, the building sector offers the largest potential for energy saving and GHG emission reduction, but it is also the most difficult one to address. Furthermore, improving efficiency of energy use and deploying renewable energy sources in buildings can bring a wider range of sustainable development benefits, in particular for Uzbekistan’s growing but predominantly poor rural population. Therefore, improving access to and scaling-up investment in affordable low-carbon rural housing in Uzbekistan has been prioritized by the Government to request external financial support from the Green Climate Fund (GCF).

Duties and Responsibilities

FUNCTIONS/ SCOPE OF WORK:

Activity 1: - 5 working days

  • Based on the provided Concept Note (GCF template), develop detailed gender and Social and Environment Screening Assessment (SESA) focused workplan, which sets out the exact timeline;
  • Study gender related studies and information available that will be provided by CCS and project staff;
  • Identify gaps in provided data/information and propose actions required to cover those ones and collect information required;
  • Contribute to development of TORs for national experts focused on gender and social/environment data/information collection that are to be hired by the project(s) in terms of the required tasks, deliverables and their timelines.

Activity 2: - 10 working days

  • Under the guidance of the International Consultant/Lead Expert on Low-Carbon Rural Housing Project Design, develop gender analysis/plan and SESA, including recommendations on gender-sensitive indicators, targets and related Measurement, Reporting and Verification (MRV) system for integration in the project results framework ;
  • Under the guidance of the International Consultant/Lead Expert on Low-Carbon Rural Housing Project Design, compiling and putting together all project annexes for the full GCF project, with exception of CO2 calculations annex. Advice to make sure GCF guidance is followed:
    • Annex A – Indicator Assessment;
    • Annex B – Risk Analysis, and support for writing co-financing letters, as required;
    • Annex D – Technical, Economic, and Financial Analysis;
    • Annex E– Social and Environmental Screening Assessment;
    • Annex F - Financial Management and Procurement;
    • Annex G - Theory of Change (as required);

Activity 3: - 10 working days

  • Prepare response to and help address comments on SESA and gender from the GCF Secretariat, ITAP and GCF Board;
  • Based on the revised Funding Proposal by the International Consultant/Lead Expert on Low-Carbon Rural Housing Project Design, assist with revising the documentation package based on agreed areas of the UNDP project document where the International Consultant/Lead Expert on Low-Carbon Rural Housing Project Design should focus;

Assist the International Consultant/Lead Expert on Low-Carbon Rural Housing Project Design with revision and finalization of the Project Document, including all annexes in line with respective UNDP requirements and guidelines (UNDP Project Document), based on all inputs, feedback and fund comments and response from UNDP comments and Government comments.

Required Skills and Experience

Education:

University degree (as minimum Master’s degree or equivalent) in economics, energy, environmental and social sciences, or related discipline

Experience:

  • At least five (5) years of working experience in economics, energy, environmental and social aspects, preferably in the buildings sector;
  • Demonstrated track record in gender analysis and mainstreaming in design, management, monitoring of development projects and programmes in the area of energy efficiency, climate change mitigation for the international development agencies and/or IFIs;
  • Demonstrated track record in conducting Environment Screening Assessment for climate change mitigation projects for UNDP, GEF and GCF;
  • Proven experience with UNDP project document formulation;
  • Practical knowledge and experience with GCF rules and regulations, requirements on project design;
  • Proven working experience in CIS-countries with energy efficiency, housing and utilities infrastructure project designs and implementation

  2. CV with indication of the e-mail and phone contact, but successful consultant will be requested to submit filled in and signed a Personal History Form (P11 form) before contract issuance
  3. Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment; (max 1 page)
  4. Financial Proposal – specifying a total lump sum amount for the tasks specified in this announcement. The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, travel, daily subsistence allowance and any other possible costs), using template provided.
