Background

The current phase of Nepal Climate Change Support Programme will come to an end on 30 Sept 2018. DFID and GoN have jointly agreed to continue implementation of NCCSP as a transition project using climate resilient development (CRDP) approaches in 14 Palikas (one in each of 14 NCCSP districts) during FY 2018/2019 directly through UNDP. The focus of transition programme under next one year will be in implementing priority climate resilient development sub-projects identified by each of 14 Palikas in their Plan, capacity development, helping them to embed climate resilience into their development plans for the next fiscal year as well as document learnings of the project implementation under federal set up for future upscaling. UNDP will manage both TA and capital fund for the period 2018/19.
 

Duties and Responsibilities

  1. Review the overall Public Finance management system including fund flow in the federal context, assess financial management capacity of Palikas, and ensure/implement measures to address the gaps at the Palika.
  2. Ensuring the planning, management, reporting and proper use of the project fund as per the NIM guidelines, and partners requirement
  3. Take lead and be responsible in matters related to project fund management, financial record keeping, progress reporting, and ensuring compliance of financial procedures with standard practices and norms to minimize fiduciary risks
  4. Prepare financial reports in time with full compliance with UNDP requirements under NIM. Prepare additional financial reports as per the need of the partner (DFID).
  5. Ensure internal control system applied in project finance management; conduct financial monitoring, spot checks etc. of the field offices as necessary to ensure compliance and avoid any kind of associated risks.
  6. Facilitate and support conducting programme audits, review, evaluations, third party monitoring and independent audits by the project partners or the government, ensuring the implementation of the recommendations
  7. Be responsible for managing contracts with the service providers
  8. Ensure budget allocation for GESI component in all programme acitivities
  9. Take responsibility of all project related admin and finance functions necessary to efficiently run the Programme at central Office, field and Palika level.
  10. Prepare financial narratives, brief reports and notes as required to meet UNDP, GoN and partners requirements.

The key Responsibilities of the assignment are:

Required Skills and Experience

Education:

  • Completion of Master’s degree or Bachelor’s degree in Acounting, Finance, Business Administration or any other relevant subject or equivalent (ACCA, CA etc.)

Experience:

  • 3 years for Master’s degree and 7 years for Bachelor’s degree of relevant work experience in Financial Management, Accounting, etc. in a governmental or multilateral organization.
  • Prior knowledge and experience of working with donor/partner agencies, projects
  • Experience and/or exposure of GoN planning, budget and funding mechanism system would be desired.
  • Proven experience in financial management, proper maintenance of financial records and handling of audits and independent reviews.
  • Ability to write financial reports, narratives, notes to satisfy UNDP, GoN and partners requirements.

Language requirements:
 

  • Proven ability to prepare financial reports/narrative in English and Nepali.

Other requirements:
 

  • Experience in usage of computers and office software packages (MS Word, Excel, accounting softwares etc.)
  • Ability to visit remote parts of the programme Palikas on a regular basis.
