UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.
In September 2015 the United Nations Summit adopted the 2030 Agenda for Sustainable Development in New York which includes a set of 17 Sustainable Development Goals (SDGs) and 169 targets. The SDGs cover a very broad range of critical gender issues, including anti-discrimination, violence, unpaid care and domestic work, voice and participation, assets, income, labour, social protection etc. The agenda highlights women’s rights and gender equality significantly by including the stand alone fifth goal on gender equality in addition to gender-sensitive targets across other goals. It is imperative to recognize the pathway to achieving the SDGs by calling for gender-responsive and human rights-based approaches. To monitor the status of Goal 5 indicators and other gender responsive SDG indicators, UN Women has launched 3-years global program on gender statistics, entitled as ‘Making Every Women and Girls Count (MEGWC). The overall objective of this program is to make enabling environments for the quality production of gender statistics, denting the gender data gaps and ensure accessibility and use of gender statistics. Uganda was selected as one of the 12 pathfinder countries of MEWGC.
Uganda, like many other countries, is making effort to mainstream gender statistics in the production and dissemination of statistics in response to the ratification of declarations on gender equality on the international scene such as the Convention on the Elimination of All forms of Discrimination Against Women (CEDAW), the Beijing Platform of Action (BPfA) and the SDGs.
The Government of Uganda developed National Standard Indicators (NSI) under the National Development Plan and the Vision 2040 which are strategic frameworks addressing Domestic needs in regard to the countries development. According to the Plan for National Statistics Development in line with the National Development Plan, the Uganda Bureau of Statistics (UBOS) is tasked with producing gender statistics to inform policies and programmes for evidence-based decision making, programme implementation and monitoring.
Framed within the National Strategic Plan for Statistical Development, the UBOS has established an institutional structure, the Gender Statistics Committee, with a mandate to mainstream gender statistics across the UBOS as well as identify gaps within existing statistical instruments.
UBOS, in collaboration with UN Women, conducted a number of consultative meetings with the gender technical advisory group and the gender statistics subcommittee co-chaired by the Ministry of Gender, Labour and Social Development (MGLSD) to review indicators within the UN Women position paper on monitoring gender equality and empowerment of women and girls in the 2030 agenda for sustainable development (UN Women 2015); the UN Statistical commission Guide to minimum set of gender indicators (UN 2013) and National development Plan II to identify gaps and related statistical needs and have developed draft proposals for indicators for Uganda. In 2017, UBOS undertook several household-based surveys including the National Governance Peace and Security Survey 2017, National time use survey among others.
Using the results of these surveys, UN Women, with funding support from the DFID and in collaboration with UBOS, aims to develop policy-oriented analysis papers with recommendations. The aim of the analysis reports from a gender perspective is to encourage policy debates around the evidence of gender gaps identified by the surveys.
UN Women is recruiting, a short-term consultant to produce in-depth gender analysis report and policy briefs from the Governance Peace and Security Survey 2017 for a period of 60 working days.
Duties and Responsibilities
The overall objective of the assignment is to support UBOS to conduct an in-depth gender analysis of the Governance Peace and Security Survey data and produce a thematic report and associated briefs. The report and briefs will be used to initiate round table policy dialogues.
The consultant will work closely with the Directorate of Statistical Coordination Services of UBOS. The assignment will consist of the following tasks:

Candidates should have the ability to quickly submit degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.
Evaluation of applicants:
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
