Background

UN Women is supporting the Kingdom of Bahrain in launching the H.R.H Princess Sabeeka Bint Ibrahim AI-Khalifa Global Award for Women's Empowerment. This Global Award was launched in March 2018, with the aim of awarding the first set of recipients in 2019. UN Women aims to recruit qualified persons to support the Award team in the screening, shortlisting, and pre-evaluation of the Global Award applications.

Duties and Responsibilities

As part of the Award team, the consultants will:

  • Screen, review, and shortlist the submitted applications in a timely manner according to a strict deadline;
  • Maintain records and filing;
  • Assist in coordinating and documenting discussions related to the Global Award;
  • Prepare minutes for meetings related to the Global Award;
  • Assist in preparation of briefing kits and relevant materials required for the evaluation processes;
  • Maintain the applications and update the database accordingly;
  • Provide coordination and administrative support to the award team;
  • Identify and compile lists of potential research subjects in accordance with award objectives and parameters, as appropriate to the individual position;
  • May set up, calibrate and maintain laboratory and/or field research equipment, as specified by the requirements of the award;
  • Assist the UN Women ROAS with any other duties assigned.

Education

  • Excellent knowledge of MS Office Suite (Word, Excel, PowerPoint, Outlook);

  • Good knowledge of UN system and understanding of inter-agency coordination processes is an asset;

Remuneration – Daily Rate:

The Contract is based on working days.

Criteria for Selection of the Best Offer

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
 
Criteria Weight Technical: 70%

  • Criterion 1: Master’s degree, preferably in Business Administration, Law, Political Science, Development, Gender Studies or a related field. (25 points)
  • Criterion 2: Minimum of 2 years’ experience engaged in research and analysis. (25 points)
  • Criterion 3: Experience in Project Development, and Coordination. (20 points)

Financial: Lowest Financial Proposal: 30%

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.

UN Women is applying a fair and transparent selection process that would take into account both the technical qualification of Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
