Sixty-five countries have accessed Global Environmental Facility’s (GEF) Biodiversity Enabling Activities (BD EA) funding through UNDP with the aim of updating their Sixth National Reports (6NR) to the Convention on Biological Diversity (CBD). The “Support to Eligible Parties to Produce the Sixth National Report” (6NR Project) objective is to provide financial and technical support to GEF-eligible Parties to the Convention on Biological Diversity (CBD) in their work to develop high quality, data-driven 6NR that will improve national decision-making processes for the implementation of NBSAPs; that report on progress towards achieving the Aichi Biodiversity Targets (ABTs) and that inform both the fifth Global Biodiversity Outlook (GBO5) and the Global Biodiversity Strategy of 2021 – 2030.

The CBD Secretariat has prepared a reference manual that complements guidelines for the 6NR and is intended to assist Parties in preparing their 6NR by the reporting deadline, in accordance with decision XIII/X and Article 26 of the Convention. The reference manual provides suggestions on the types of information Parties may wish to include in their 6NR and sources of information they may wish to draw on. This includes other reporting and assessment processes related to biodiversity, such as those related to other biodiversity-related conventions and multilateral environmental agreements, as well as relevant information managed or maintained by international organizations. It was made available in UNEP/CBD/COP/13/21 and a revised version will be available shortly. 

The project will include trainings and capacity building opportunities that are based on the information provided in the 6NR reference manual, and that are developed and executed in close collaboration with the CBD Secretariat. The project will also support Parties to assess each national target using a stakeholder consultation process, and to participate in a technical peer review process. This will help to ensure the preparation of a comprehensive 6NR and create ownership of its conclusions.

UNDP-GEF is seeking a Communications Expert to develop and support the implementation of the 6NR capacity building program at global and national levels through the development of various online products that support the execution of a monthly online learning series that includes webinars and Massive Open Online Courses (MOOCs). 


Duties and Responsibilities

Under the supervision of the 6NR Technical Project Advisor, the consultant will market and execute a monthly online learning series, for 13 months, in English, French and Spanish. The communications expert will be supported by a tri-lingual team. Each month, the following tasks are required:  


  • Image design
  • Layout creation
  • Template designs
  • Mailing list adjustments


  • Create webinar sessions in Go-To-Webinar
  • Coordinate with project team to receive webinar and speaker information for promotions 
  • Create 5 Mail chimp promotions:
  • First promotion (e-learning opportunity)
  • Orientation promo
  • Welcome 
  • Week opening announcement
  • Webinar recording announcement
  • Prepare mailing lists
  • Obtain approvals from CBD, UNDP and UN Environment  
  • Contact speakers for training session and train them to use the platform
  • Send Mail Chimp promotions according to calendar and needs


  • Open the room in Go-To-Webinar
  • Start broadcasting
  • Record the session
  • Facilitate sessions
  • Technical support (managing the sessions, admin roles, control audio/video, etc.)


  • Convert sessions to adequate format
  • Upload sessions into YouTube channel 
  • Create NBSAP Forum thread to share the link
  • Send promotions with resources and recordings to attendees
  • Generate registrants/attendee reports and update email lists

Topics of each webinar series will be agreed upon two months in advance with the Technical Project Advisor.

Required Skills and Experience

Academic Qualifications/Education: 

  • Criteria A: Bachelor’ degree in communications or journalism, or anther closely related field, such as graphic design or media management 


  • Criteria B: At least 7 years of professional experience in the field of communications, graphic design, journalism, website moderation or media management  
  • Criteria C: At least 7 years experience in developing and implementing online communication strategies at the institutional level is required, but preference to development of projects with a global scope and/or that focus on sustainable development, environmental and/or biodiversity issues
  • Criteria D: At least 5 years experience with graphic design and publishing programmes such as Adobe Illustrator, Photoshop, InDesign or equivalent, and the ability to use them to develop and edit content for websites, documents, publications, virtual classrooms email or social media. Please attach or provide links to at least 2 samples of previous work preferably related to this assignment in your application 
  • Criteria E: At least 3 years experience managing an online communication and learning platforms such as Mail Chimp and Go-To-Webinar to communicate virtually in multiple languages 
  • Criteria F: Experience with UNDP or a related organization  is an advantage 

Language skills: 

  • Criteria G: Excellent oral and written communication skills in English language 
  • Criteria H: Fluency in Spanish or French is a requirement 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
responsive/compliant/acceptable, and
Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. 

Only the top 4 candidates with highest score in desk review (criteria A-H) will be considered for the Interview. Only candidates who will get min. 70% of points in technical evaluation (criteria A-K) will be considered for  the Financial Evaluation.
