Background

Gender-based violence (GBV) is a key social and development challenge in PNG where two out of three women will experience a form of GBV in their lifetime.  The Government of PNG recognises this and is reflected in regional and national development plans, polices and strategies.

 

UNDP worked with the Government of PNG, through the PNG Department for Community Development (DfCDR) and Religion through the Office for Development of Women, which is the lead government agency for GBV to implement this project between 2013-2016.   Efforts focused on policy development, setting in place systematic frameworks to guide GBV work and capacity building for key stakeholders. Among the projects many achievements were the development of the first comprehensive National Strategy to Respond to and Prevention GBV (2016-2025). 

 

The PNG National Strategy to Prevent and Respond to Gender-Based Violence (2016-2025) adopts a rights-based approach, is inclusive and considers all forms of violence committed based on gender.   The aim is for the National Strategy to be streamlined across all sectors and actors to ensure a coordinated roll out of strategic interventions which will lead to the prevention of GBV and support quality services for survivors of violence. Continuous sharing of knowledge based on experiences, reflections, and data collection and analysis, both within and outside PNG will help to achieve our shared aim: Zero tolerance to GBV. 

 

The National GBV Strategy was endorsed in December 2016 and launched in early 2017. It is critical that the National GBV Strategy is fully integrated in to the government system and plans are in place for budget allocation and implementation.    To do this, UNDP has received a request from the DfCDR to assist the ODW to assist with the establishment of the GBV Secretariat and related activities to prepare the roll out the National GBV Strategy.  UNDP seeks the services of an experienced consultant to undertake the scope of work set out below. A local consultant may be contracted to support this consultancy and the lead consultant.

Duties and Responsibilities

The objectives of this consultancy are:

 

  1. Comparative study on GBV institutions
  1. Undertake a desk study on GBV/VAW institutions or organisations set up (in the Asia Pacific region or globally) with similar roles and responsibilities as set out in the PNG National GBV Strategy. Attention should be placed on the structure, staffing, operations and budget of these institutions as well as their positioning within government.
  2. Identify reviews or assessments of these institutions for purposes of informing the establishment of the National GBV Strategy.
  3. Prepare relevant case studies to be presented to partners and stakeholders during the meetings and national consultation. Good practices and lessons learned from these case studies would be beneficial.

 

  1. Institutional set-up for the GBV Secretariat
  1. Assess the current institutional setup within ODW and advise on the structural set-up to establish the GBV Secretariat.
  2. Draw up organigram and job descriptions for roles.
  3. Start process to develop an Operations Plan for management, reporting and coordination and identify scope of work for further technical assistance.
  4. Consultations will be required between ODW, DFCR and its key partners.

 

  1. Planning and coordination activities
  1. Provide regular updates to UNDP and its key partners on progress of the work.
  2. Hold meetings with stakeholders and partners to get their feedback on the National GBV Secretariat structure and coordination mechanism set out in the GBV Strategy.
  3. Hold 1-2 national consultations meeting with stakeholders and partners to: (i) discuss the structure of the GBV Secretariat; and (ii) present workplan/implementation plan for GBV Secretariat.
  4. Follow up on the review done by UN Women with the 4 pilot sites (NCD and 3 provinces) that established Provincial GBV Secretariats to identify their needs or issues and also their responses/input to the GBV Secretariat.

 

  1. Review of the Implementation Plan of the National GBV Strategy
  1. Review the Implementation Plan of the National Strategy and develop a workplan for implementation of the key output areas of the GBV Secretariat.
  2. Identify areas for support.
  3. Consultations will be required between ODW, DFCR and its key partners.

 

  1. Final report
  1. Prepare a detailed report on issues and next steps for the GBV Secretariat and needs for the National GBV Strategy and its Implementation Plan.
  2. Presentation to DfCDR and ODW, UNDP and UN Women and DFAT.

Required Skills and Experience

  • Master’s degree in gender studies, social science or related field.
  • At least 10 years of hands-on experience on knowledge of systems for gender mainstreaming and capacity development in institutions as well as interagency collaboration
  • Experience on gender issues gender-based violence and the ability to apply to strategic and/or practical situations.
  • Experience and knowledge of setting up institutional or organisational structures and operations to support gender/GBV programming and coordination.
  • Ability to develop, maintain, and strengthen partnerships with others inside or outside the organization including donors and NGO partners who can provide information, assistance, and support.   
  • A proven track record of high level consultancy and advisory work for the UN, UNDP, and/or reputable international organizations.
