Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women has been working in Bangladesh since 2006, supporting the Government of Bangladesh and Civil Society Organizations and platforms to implement their gender equality commitments.
The convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), often referred to as the international women’s bill of rights, provides a powerful framework and legal obligation for countries to move towards the achievement of Gender Equality and Women’s Rights. Bangladesh ratified CEDAW in 1984 and its optional protocol in 2000. The government attended the 65th CEDAW session held in Geneva in 2016. Based on the State party report and face to face presentation by the State, CEDAW committee shared their recommendations in the form of Concluding Observations in November 2016. CEDAW Concluding Observations provides specific recommendations to implement CEDAW effectively in the country.

UN Women is seeking the services from a highly qualified national consultant to support the UN Women programme team to organize a technical workshop involving key government ministries followed by a progress reporting on the 65th Concluding Observations.

Duties and Responsibilities

Objectives and scope of the Consultancy:

Facilitate a technical workshop involving key government ministries on the status of CEDAW implementation, particularly on the four issues identified in the Concluding Observations by the UN CEDAW committee;
Write a progress report on the implementation status of the Concluding Observations for the government.

Specific scope of work:

The national consultant will closely work with programme team. The scope of work will include:

Conduct a mapping to Identify key government ministries who are responsible for the implementation of the 65th CEDAW concluding observations;
Develop methodology for Technical Workshop in consultation with UN Women and Ministry of Women and Children Affairs (MoWCA);
Facilitate 1-day technical workshop to assess the status of the implementation of 65th CEDAW Concluding Observations in consultation with UN Women and MoWCA;
Identify key achievements, challenges and way forward for the full and effective implementation of 65th CEDAW Concluding Observations;
Develop a progress report on the Concluding Observations, particularly on four key issues that are identified as critical by CEDAW committee and requested the Bangladesh government to submit a progress report in 2018 based on the findings from the technical workshop and government reports.

Expected Deliverables and Time Frame:

Four key deliverables:

Secondary literature review by end of 2nd week of October;
Mapping of key ministries, those who are linked with CEDAW Concluding Observations by By 3rd week of October;
Preparation of methodology and tools for CEDAW workshop in consultation with UN Women and Ministry of Women and Children Affairs by By 3rd week of October;
Facilitation of CEDAW workshop involving key government ministries and CSO by By end of October.
Progress report writing on the 65th Concluding Observations based on the outcome of the technical workshop and other government reports by by end of November.

Duration of Assignment and Duty Station:

The task is expected to be completed in 25 days in between October and November 2018

Required Skills and Experience

Education:

Master’s degree (or equivalent) in development related disciplines, gender, economics, statistics, development studies or other relevant social science fields.

Experiences

At least 5-7 years’ direct work experience on CEDAW with UN agencies as well as with the Government;
Strong understanding on Gender Equality issues of Bangladesh, particularly in the areas like gender and legislation, violence against women, women’s economic empowerment etc;
Soundness in strategy and methodology development, conducting studies and research on Gender and Development related issues;
Excellent report writing skills in English.

Language

Excellent command of English.

Payments for this consultancy will be based on the achievement of deliverables and certification that each has been satisfactorily completed.
