Background
The UNDP Oslo Governance Centre (OGC) is UNDP’s Global Policy Centre for policy development and applied research with an overarching focus on democratic governance and peacebuilding in crisis, conflict and transitional contexts. The Oslo Governance Centre sits within the Governance and Peacebuilding Cluster, Bureau for Policy and Programme Support. It engages with Norwegian, Nordic and other partners from the South in undertaking applied research and developing policy options and tools for governance support in post-crisis and post-conflict environments, in order to find practical solutions on the ground. One of the four priority areas for the OGC is UNDP’s support to the implementation and monitoring of Goal 16 of the SDGs – promoting peaceful, just and inclusive societies. UNDP is the interim custodian agency for three global SDG 16 indicators that lack an internationally agree standard for measuring, two of which are based on population surveys (SDG 16.6.2 & 16.7.2). SDG indicator 16.7.2 is analogous to measuring levels of ‘political efficacy’ (i.e. people’s feeling that their political views can impact on political processes), a well-established concept in political science, and recently chosen by the OECD as a ‘headline indicator’ of civic engagement and governance, alongside voter turnout. International consultations held by UNDP have proposed that the indicator be measured with two survey questions from the European Social Survey and the World Values Survey, namely one question measuring ‘external efficacy’ (system responsiveness), “How much would you say the political system in [country] allows people like you to have a say in what the government does?”, and one question measuring ‘internal efficacy’ (subjective competence), “How confident are you in your own ability to participate in politics”?
Moreover, the UNDP Oslo Governance Centre is working with other UN custodian agencies for SDG 16 global indicators to develop and pilot in 2018 a survey module to monitor SDG 16 survey-based indicators, to be finalised in early 2019. The aim is to develop a quality tool that will enable the collection of nationally representative and internationally comparable survey-based statistics for monitoring of progress on SDG 16.
Duties and Responsibilities
The consultant will:
- Provide technical assistance in the integration of list experiments in the methodology testing for SDG 16.7.2
- Provide support to UNDP’s provision of technical assistance to NSOs participating in the piloting of SDG 16.7.2 including the development of guidelines
- Provide technical support in the analysis of data
- Contribute to the finalisation of the methodology for SDG 16.7.2
- Support UNDP’s input into the development of the SDG 16 survey module, and provide technical support in the piloting of the various options developed for the module and accompanying guidelines, including also SDG 16.7.2
- Participate in expert consultations with SDG 16 UN custodian agencies and other expert stakeholders, including members of the Praia City Group on Governance Statistics to finalise the module and guidelines.

Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment related travel expenses to join the duty station, communications, tax, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. Criteria for selection Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review and may also include interviews with shortlisted candidates. Combined scoring method – where the qualifications and methodology will be weighted a max of 70% and combined with the price offer which will be weighted a max of 30%. Method: cumulative analysis method will be used to evaluate proposals. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive / compliant / acceptable; and Technical criteria weight: 70 (70% of total obtainable scores). Financial criteria weight: 30 (30% of total obtainable scores) Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.
