Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country programme and in line with UN Partnership for Sustainable Development (2016-2020), UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security #1325 et al. and to achieve targets of the nationalized SDG 5 and 16.

Within this framework, UN Women supports the security sector actors, including the Ministry of Defense and the Ministry of Internal Affairs to mainstream gender into the Security Sector Reform process and its outcomes. UN Women also continues to support capacity development of women mediators and creates spaces for women peace activists’ effective engagement with the participants of formal peace and incident prevention process (Geneva International Discussions and the Incident Prevention and Response Mechanisms).

Support for localization of the 1325 National Action Plan with active participation of grassroots’ internally displaced and conflict-affected women and local governments is one of the UN Women top priorities for the years 2018-2020. In this respect, UN Women is targeting municipalities of Shida Kartli, Imereti and Samegrelo Regions, adjacent to the Administrative Boundary Lines with the breakaway regions of Abkhazia and South Ossetia.  UN Women also partners with UNHCR and the US Department of State to support the development of capacities of women’s organizations in Abkhazia to provide services for survivors of gender-based violence and promote zero tolerance to violence against women and girls.

In partnership with UNHCR, UN Women is planning to further engage with refugee, stateless and asylum seeker women (UNHCR Persons of Concern) to support their entrepreneurial skills’ development and provide small incentives. UN Women further tries to mainstream UNHCR Persons of Concern throughout its programmatic work, especially regarding access to gender based violence protection and support services.

Reporting to Deputy Country Representative, Project Analyst (based in the UN Women Country Office in Tbilisi, Georgia) will be responsible for planning, implementing, and managing UN Women interventions in the above-mentioned areas of work. She/he works in close collaboration with the programme and operations team in Georgia, and relevant UN Women staff in the Regional Office (Istanbul) and HQ (New York), Government officials, civil society and development partners to ensure successful implementation and achievement of planned results.

Duties and Responsibilities

The Project Analyst will carry out the following functions under the direct supervision of UN Women Deputy Country Representative:

Contribute technically to the development of programme strategies in the area of Women, Peace and Security (with special focus on the empowerment of marginalized groups of women, including UNHCR Persons of Concern):

  • Provide substantive inputs to programme documents, country strategy documents, briefs, policy dialogue, and other documents related to Women, Peace and Security (WPS);
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and interventions within the WPS  programming;

Provide substantive technical support to the implementation and management of the programmatic interventions in the area of WPS:

  • Provide substantive technical inputs to the annual workplan and budget;
  • Draft reports on activities, outputs and outcomes; and contribute to the preparation of donor and UN Women reports;
  • Ensure adherence to programme/ project objectives, rules, regulations, processes and procedures in the planning and implementation of programme/ project activities;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;

Provide technical inputs to programme reports, monitor programme activities and facilitate programme evaluation:

  • Monitor progress of implementation of activities and finances using the results-based management tools;
  • Organize and attend field missions and draft reports on monitoring missions;
  • Draft and/or provide inputs to quarterly reports and donor reports;

Contribute to inter-agency coordination to achieve a coherent and aligned presence for programmatic interventions in the area of WPS in the Georgia CO:

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by drafting background reports and briefs as necessary;
  • Provide substantive technical inputs analytical and regular progress reports on UN Women’s programme experiences in support of UN Women inter-agency coordination role;

Perform any other job-related duties as assigned by the supervisor.

Required Skills and Experience

Academic Background: 

  • Master’s degree or equivalent in gender/women's studies, international development, or a related field;

Relevant work experience:

  • Minimum 3 years relevant work experience in development programme/project implementation, research, monitoring and evaluation, donor reporting and capacity building
  • At least two years of experience on IDP, Refugee and Women, Peace and Security issues;
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset

Languages:

Fluency in English and Georgian, knowledge of Russian is an asset.
