Background

NAC is an Sub recipient of the Global Fund- Adolescent Girls and Young Women (AGYW) Grant which is being implementation through three (3) SSRs namely NAC-Local Partner who are responsible for the Sister to Sister and Male Mobilization programme, PLAN International who are responsible for Determined, Resilient, Empowered, AIDS-free, Mentored and Safe (DREAMS) and Zimbabwe Association of Church (ZACH) related Hospitals who are responsible for Start Awareness Support and Action (SASA) and One Stop Centers (OSC). The Sister to Sister and Male Mobilization programmes covers 30 districts. PLAN International’s DREAMS programme is in 4 districts while ZACH’s SASA districts are 6 districts and the OSC covers 4 districts. NAC-Local Partner Sista2Sista and Behaviour Change Community Mobilizers are in Kariba, Zvimba, Rushinga, Guruve, Buhera, Nyanga, Chimanimani, Mutasa, Matobo,Insiza, Umzingwane, Gwanda, Murehwa, Goromonzi, Mutoko, Seke, Chivi, Bikita, Gutu, Zaka, Masvingo, Hwange, Lupane, Umguza, Nkayi, Kwekwe, Chirumanzu, Mberengwa, Gokwe South, Zvishavane. Plan International DREAMS programmes are in Chimanimani, Kwekwe, Umguza and Umzingwane, ZACH SASA programmes are in Bindura, Masvingo, Chimanimani, Kwekwe, Umguza and Umzingwane and OSC programmes are in : Chimanimani, Kwekwe, Umguza and Umzingwane

The AGYW program aims to raise awareness and facilitate access to sexual health and reproductive health justice for adolescent girls and young women. The program utilizes safe spaces within which the adolescent girls and young women can learn more about their sexual and reproductive health, and how to access justice when their rights are or have been violated. By partnering with existing community structures, such as youth groups and activity clubs, the approach will ensure that the adolescent girls and young women are able to obtain and generate information on their sexual and reproductive health rights, freely and effectively express themselves, strengthen their life skills, as well as access legal aid and advice on their rights. Equally, the program will address the gap in sex education which is not addressed at the societal level because of the collapse of the traditional cultural structure which addressed the same.

Duties and Responsibilities

Objectives of the Survey

The objectives of the assignment are to:

Carry out a Mini Survey to collect baseline data for the AGYW for agreed selected indicators that will inform setting targets for the mini-M&E Plan
Carry out mapping exercise for the schools and clinics in the project districts for selected variables agreed upon by the consultant and the SR.

Methodology

During the process of carrying out the Mini Survey the consultant shall:

Conduct a mini-baseline study to obtain baseline data which will be used to evaluate the outcomes and impact of the project at the end of the planned interventions.
Undertake a desk review on available literature and project documents to identify information gaps and inform the survey methodology and tools
Refer to existing secondary data from similar studies and project reports to assemble credible baseline data for the project.
Design the mini-baseline survey methodology and tools focusing and ensuring that samples are representative of the target groups and AGYW form the core of the survey.
Conduct interviews with select beneficiaries to obtain primary data on the key survey questions.
Conduct in depth interviews with potential target groups and beneficiaries
Conduct key-informant interviews with project implementers and partners, including
Adolescent Girls and Young Women, Community-Based Organizations (CBOs), Civil Society Organizations (CSOs) and Ministry of Women Affairs among others

Timeframe and deliverables

Time frame 30 days.

Deliverables

Inception report

The Consultant will prepare an inception report which details the consultant’s understanding of the

assignment and how the assignment will be accomplished. This is to ensure that the consultant and the key stakeholders (the ZACH, Plan International, UN women and NAC) have a shared understanding of the assignment. The inception report will include the methodology, scope of work, work plan, time frame and be submitted 3-5 days after starting the assignment.

Draft report and tools

The Consultant will prepare a draft report, in the appropriate format. The draft report will be shared with AGYW key stakeholders for review and comments. The consultant will consolidate the input within 5 working days after submission of the Inception Report.

Final Report

The comprehensive final Mini Survey report should be submitted to UNDP through NAC after addressing all comments emanating from the draft report not later than 10 days after the duration of the consultancy. NAC may request for the report to be improved on or accept the report with changes at its discretion.

Duty Station

The duty station of the work is Harare, Zimbabwe.

Management arrangements

UNDP will contract the consultant on behalf of NAC for its Sub -Sub Recipients ZACH and Plan International The consultant will however report to both the NAC and ZACH on technical issues. All contractual issues will be handled by UNDP.

Required Skills and Experience

Education:

Advanced University degree in Public Health, Law, or any of the Social Sciences.

Experience:

Experience in Health Promotion, social mapping and development of baseline studies for adolescent girls and young women
Experience of conducting baseline surveys;
Significant experience conducting advocacy on Sexual and Reproductive Health Rights.
Extensive knowledge of the Zimbabwe national HIV sector;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.

Language:

Excellent written and spoken English;
Understanding of Shona and Ndebele will be an added advantage.
