Background

The Cambodia Gender Assessment (CGA) is a key report undertaken periodically by the Ministry of Women’s Affairs (in 2004, 2008 and 2014) to inform on the status of women in Cambodia and provide a comprehensive overview of gender in all sectors. Next CGA is being developed in 2018 under the framework of the ‘Leading the Way for Gender Equality’ program (2017-2020), coordinated by the Ministry of Women’s Affairs (MoWA) and supported by the Swedish Government, the United Nations Development Programme (UNDP) and Oxfam.

CGA is a critical knowledge product used by the Royal Government of Cambodia, academic institutions, CSOs and international organizations to understand the situation of Cambodian women and identify priorities of policy and programmatic interventions to promote gender equality and the empowerment of women in Cambodia. The CGAs have served as evidence to inform the formulation of the five-year National Strategic Plans for Gender Equality and Women’s Empowerment -known as Neary Rattanak- and of the line ministries’ Gender Mainstreaming Action Plans.

The CGA 2018 is expected to be used as the evidence-based policy tool to integrate gender concerns and priorities across the Royal Government’s relevant policies that will be developed from now onwards: National Strategic Development Plan; First National Gender Policy; Neary Rattanak V and line ministries’ sectoral strategies and Gender Mainstreaming Action Plans.

The CGA 2018 will have one executive summary and 7 thematic chapters: 1) Women in public service and leadership; 2) Gender in education and public behavioral change; 3) Gender and economy; 4) Gender and health; 5) Legal protection and violence against women and girls; 6) Disadvantaged groups of women and girls; and 7) Gender, environment and climate change.

Duties and Responsibilities

In close collaboration with MoWA and LWGE program’s team members, and in cooperation with relevant partners, the selected international short-term consultants will -in sum- develop the above-mentioned CGA chapters which describe the status of women and girls in these sectors as well as key and emerging issues. These CGA chapters will also explain the main responses in place by the Government, with challenges and good practices, and include policy recommendations to inform and be considered by next relevant national policies, including the First National Gender Policy and the Neary Rattanak V. These 5 CGA chapters are:

  1. Women in public service and leadership;
  2. Gender in education and public behavioral change;
  3. Gender and health;
  4. Legal protection and violence against women and girls;
  5. Gender, environment and climate change.

Required Skills and Experience

Education:

Advanced university degree (Master or above) in gender/women’s studies, social sciences, international development or another relevant field to subject area/assignment.

Experience:

  • Minimum of 7 years of progressively responsible experience in subject area/assignments. This experience is to be focused on thematic sector(s) of CGA chapter(s) that applicants are applying for.
  • Strong experience in research, analysis and policy formulation and advise on gender equality for governments .
  • Experience with UN is considered an added value.
  • Previous experience working in Cambodia and/or South-East Asia region is a distinct advantage.

Language Requirements:

Excellent verbal and writing English language skills.
