Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Rooted in UN Women’s mandate on ending violence against women, UN Women has been working since 2011 to implement the Global Flagship Initiative “Safe Cities and Safe Public Spaces, which builds on  the Safe Cities Free of Violence against Women and Girls Global Programme, in over 20 countries.  The Initiative is the first ever global effort to develop model approaches to prevent and respond to sexual violence against women and girls in public spaces and assesses these approaches for impact.

The Flagship builds on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, and international networks, local governments in cities around the world to create safe inclusive and sustainable cities for women and for all. It was designed with local, regional and global partners in response to the growing concerns about every day experiences of women and girls all over the world, as they experience sexual harassment and other forms of sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, market, pathways to schools, buses and trains, or in their own neighborhoods. Such occurrences infringe upon women’s and girls’ rights and freedoms as equal citizens to enjoy and pursue freely opportunities for autonomous mobility, education, work, recreation and participation in political life. Despite affecting millions of women and girls, such forms of violence have long been tolerated, and the issue is largely neglected in policy and practice.

Impact level results of each safe city programme include:

  • Women and girls enjoy a greater sense of safety, and increased comfort in public spaces

  • Increased use of public spaces and increased autonomous mobility of women and girls in the city

  • A reduction in different forms of sexual violence in public spaces, especially in the intervention sites

Violence against Women in Tanzania

Violence against women and girls is a daily reality for large number of women and children. In Tanzania, VAW prevalence is high; hence, addressing it is a central development goal in its own right and key to achieving other development outcomes for women, their families, communities and the nation. According to the 2015-16 Demographic Health Survey, 39 percent of women age 15-49 have ever experienced physical violence since age 15 and almost one-third of women 33percent aged 15-49 experienced physical violence in the 12 months prior to the survey. Women’s experiences of violence cuts across sociodemographic factors and the rates of physical, sexual, and psychological violence were higher in rural areas and among the less educated.

In 2018, UN Women Tanzania office will work with authorities, UN agencies, grassroots women, the private sector and other partners of civil society to strengthen a women’s safety initiative in rural spaces in Tanzania.

In this context, following the results of a progress review mission conducted by UN Women in Tanzania, the office seeks a consultant to lead in the organization of programme design workshop(s), in line with UN Women Guidance note on Programme Design on Safe Cities, in order to  strengthen a women’s safety initiative in rural spaces in Tanzania, develop a programme document following from the programme design process, in consultation with multi-stakeholders, and provide technical input on the first set of activities on women’s safety with partners in 2019.

  1. Objective of the Consultancy

In 2018, UN women and Unilever Tea Tanzania aim to identify gender-responsive locally relevant and owned interventions to address sexual violence against women and girls in public spaces through examining results of a UN Women progress review conducted in rural spaces on a women’s safety initiative, and through holding consultative proposed intervention workshops.

Duties and Responsibilities

Proposed intervention for the safe public spaces consultative design workshops:

  • To engage key stakeholders in active reflection on the findings of the progress review in a UTT related wards in Mufindi and Njombeintervention areas in rural spaces identified by programme partners, and to identify key priorities for 2019 interventions.

  • To engage key stakeholders in understanding the issue of sexual harassment and other forms of violence against women in the site location, to share good practices to prevent and respond to these challenges, and to develop proposed interventions with a specific set of results in line with the Theory of Change presented, based on the local context, vision, and joint stakeholders’ accountability.

  1. Scope of Work and Specific Tasks

Under the overall supervision of the UN Women EVAW Team Leader and with technical input from UN Women’s Technical Team in the Ending Violence against Women - EVAW Section in Headquarters, the consultant will work closely with UN Women identified partners in the intervention areas to undertake the following tasks during the period of September 30,  2018 to January 31, 2019

  • Organize participatory design workshops in Tanzania to strengthen women’s safety model in rural spaces, engaging multi-stakeholders (the central government, local authorities of  District government, civil society organisations, UN agencies and others). This includes but not limited to, ensuring that the theory of change, outcomes, outputs are well formulated.
  • Engage multi-stakeholders district authorities, civil society organisations, UN agencies and private sector and other partners in the programme organization and design process.
  • Produce a project document and 2019 workplan which follows from inputs received during the project design workshops
  • Provide technical input on first set of identified interventions in the women’s safety initiative in rural spaces in Tanzania.

Activities and Expected deliverables

1.Conduct Mapping of government/ UN initiatives in implementing NPA on EVAW in Njombe and Mufindi Districts

  • Report on the status of initiatives by stakeholders in implementing EVAW prevention and response programs in Njombe and Mufindi Districts

  • Agenda of Workshops agreed upon by partners submitted;
  • Organize three programme design workshops in rural spaces in consultation with local team

2.Organize, participate in and provide technical inputs in participatory proposed intervention workshops in Tanzania aimed at designing a robust programme, engaging multi-stakeholders the central government, local authorities of District government, civil society organisations, UN agencies and others.

  • Implementation of two programme design workshops

  • First draft programme design document, including preliminary inputs from relevant local stakeholders.

3.Organize, participate in and provide technical inputs in participatory validation of proposed intervention workshop in Tanzania aimed at Validating a robust programme, engaging multi-stakeholders

  • Final draft programme design incorporating feedback and comments from relevant local
  • stakeholders and UN Women, submitted and approved by UN Women

4.Produce a project document and 2019 workplan which follows from inputs received during the project design workshops

5.Provide technical input on the first set of activities with partners in 2019

  1. Duration of Assignment and Duty Station

The assignment is home-based with estimated three missions to  the project location from October, 2018 to January 31, 2019 with a maximum of 90 working days. UN Women will issue Travel Authorization for the consultant prior to the travel dates and cover travel costs as per UN Women Rules and Regulations.  

  1. Contract Supervision

The consultant will work closely with local partners identified by UN Women in the project. Under the overall guidance of the Country Representative, the consultant will work closely with the UN Women Team Leader on Ending Violence against Women who will manage the contract, with inputs from the Global technical team in the EVAW Section.

All relevant documentation must be returned to UN Women before release of final payment.

Required Skills and Experience

  1. Qualification and Experience

The selected consultant should fulfill the following requirements:

  • University post-graduate level in gender, development studies, research or relevant related field.
  • Having previous experience in conducting social research and its analysis related to violence against women and girls, sexual harassment, or relevant field. Experience in Tanzania is an asset.
  • Demonstrated experience in research and programme design development.
  • At least 8 years of experience in working with GBV programme design, operational planning, and management
  • Excellent analytical, management and coordination skills.
  • Good interpersonal skills and capacity to liaise with parties concerned.
  • Strong facilitation, writing and presentation skills.
  • Excellent verbal and written English and Kiswahili skill.
  • Ability to work with diverse group of partners, under strict timelines.
