Background

The Capacity for Disaster Reduction Initiative (CADRI) is a global partnership composed of 16 UN and non-UN organizations: FAO, OCHA, UNDP, UNICEF, WFP, and WHO, and GNDR, IFRC, IOM, OECD, UNESCO, UNFPA, UNITAR, UNOPS, WMO, and WB/GFDRR. CADRI draws upon the diversity of expertise of its members to offers a unique combination of knowledge, experience and resources to support countries implement the Sendai Framework for Disaster Risk Reduction.

The CADRI Partnership works towards strengthening countries’ capacities to prevent, manage and recover from the impact of disasters. The objective of the CADRI Partnership is to support the identification of critical capacity gaps at country level in view of prevailing risks and the articulation of coherent UN System and other stakeholder’s interventions to address those capacity gaps.

The CADRI Partnership proposes a range of capacity development services including a methodology for assessing national capacities in DRR, the facilitation of multi-stakeholders’ engagement to develop national plans and strategies for DRR, the provision of technical assistance to implement selected capacity development activities and the delivery of training modules. The CADRI capacity development approach has been adapted and applied in 30 countries. In support of the ambition of the Sendai Framework and the Sustainable Development Goals, the Partnership is scaling up its support to respond to increasing country demands.

Effectively communicating CADRI’s offer of services and achievements internally and externally to client countries and partners is a pre-condition to expand CADRI offer of services and geographical coverage.

The CADRI Partnership communication strategy pursues three main objectives:

  1. Highlight the unique strengths of the CADRI Partnership as a “partner of choice” for governments and partners to deliver on Sendai and the SDGs at country level through communicating on CADRI results and impact
  2. Socialize the CADRI Partnership offer of services at regional and country level
  3. Increase the visibility of the CADRI Partnership

In support of the implementation of the CADRI Communication Strategy, the CADRI Partnership contributes to the organization of various global and regional events and produces various communication products, such as:

  • Flyers about the offer of CADRI services in several UN languages
  • Highlights of CADRI achievements (video / blog articles / website content)
  • Quarterly CADRI Partnership Bulletin
  • Country cases studies

Duties and Responsibilities

The CADRI inter-agency Partnership seeks to mobilize the services of a communication expert to join the CADRI team to support the implementation of the CADRI Communication Strategy with a special focus on the development, design and layout of CADRI communications products, as well as the organization of events at global and regional conferences.

The consultant will work under the direct supervision of the CADRI Coordinator and in close collaboration with all CADRI agencies including FAO, OCHA, UNDP, UNICEF, WFP and WHO. 

The consultant role consists of the following duties and responsibilities:

  1. Updating the website content based on the new offer of services and translating UN jargon into language the external audience can understand
  2. Preparation of the CADRI Partnership events at the Humanitarian Partnership Network Week (Geneva, February 2019) and the Global Platform on Disaster Risk Reduction (Geneva, May 2019) consisting of:
    • Com strategies and workplans on the basis of the concept notes (2 events)
    • Identification and mobilization of 5 panelists and 1 facilitator (1 event HPNW)
    • Design Flyer and invitees list for HPNW event in February
  3. Manage the production of an animated movie on Sendai target e and the process of multi-stakeholder engagement to develop inclusive and participative strategies for disaster risk reduction, with the movie production company
  4. Development and design / lay out of at least 3 country case studies (each 4 pages)
  5. Development of content, design and layout of various CADRI communications products (including 2 blog articles, 1 quarterly bulletin)
  6. Managing the translation of the CADRI 1 flyer in 4 languages (Fr, Sp, Ar, Ru) with the translators
  7. Managing the translation of the CADRI video (4.12 min) in 2 languages (Fr, Sp) with the translator and video producer
  8. Further priority tasks or functions, within the scope of the consultancy, as assigned by the CADRI Coordinator.

 

Competencies

Communication

  • Excellent personal and professional communication and presentation skills.
  • Strong analytical and communications skills, and a proven ability to draft a wide range of documentation (correspondence, briefing and concept notes, talking points etc.).
  • Proven advocacy, analytical and writing skills.

  • Strong interpersonal skills demonstrated by the ability to lead and gain the assistance and cooperation of others in a team endeavor;

Technical Competencies

  • Sound computer skills and experience using online social media channels and web-based applications and content management systems.
  • Proficient knowledge of MS Office applications such as Word and Excel, including graphic development.
  • Knowledge and experience using the Adobe Creative Suite including Photoshop, Illustrator, InDesign; Bridge, Acrobat, Illustrator, Flash, Avid, Final Cut Pro and other graphic design software.
  • Knowledge of Word Press and MS Office

Required Skills and Experience

Academic background

  • Master’s degree in communication / development studies/ or related programme.

Experience

  • At least 8 years of relevant professional experience with development of communication products in the field of development, international cooperation, environmental management, disaster management, climate change;
  • Previous experience with international organizations such as UN agencies, NGOs, Multilateral Banks
  • Knowledge of the UN system;
  • Demonstrated capacity to collect and analyze data and translate jargon into language that can be understood by external audience;
  • Proficient knowledge of MS Office applications such as Word and Excel, and graphic development (Word Art, In Design, Illustrator).

Languages

  • Proficiency in English, both written and oral, is required; Native speaker an advantage.
  • Knowledge of another UN official language (French, Spanish, Arabic) is desired.  

Other

  • The consultant will be home and office-based and will be provided with an office desk and a computer in the UNDP Geneva offices.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  The term ‘all-inclusive fee” implies that all costs (professional fees, transport related expenses, communications, utilities, consumables, insurance, etc.). If you are employed by an organization/company/institution, and you expect your employer to charge a management fee in the process of releasing you to UNDP under Reimbursable Loan Agreement (RLA), you must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The interested candidates should provide their financial proposal on all-inclusive total lump sum for requested services with detailed breakdown. Payments shall be made to the consultant in 2 instalments – (1st installment of 30% after 20 working days against a fully completed and duly authorized Certification of Payment Form. 2nd instalment upon completion of the entire assignment).

Criteria for Selection of the Best Offer

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

  • Criteria for evaluation of qualifications and methodology (70 points maximum):
    • Relevance of education to the position (Max: 5 points);
    • Proven experience with communicating on issues relating to development cooperation, environmental management, climate change or disaster risk reduction (Max: 15 points);
    • Proven familiarity with the sustainable development agenda, climate change, disaster risk, humanitarian assistance and/ or environmental sustainability (Max: 5 points);
    • Proficient knowledge of MS Office applications such as Word and Excel, including graphic development (Max: 10 points);
    • Proficient knowledge of Adobe Creative Suite including Photoshop, Illustrator, InDesign; Bridge, Acrobat, Illustrator, Flash, Avid, Final Cut Pro and other graphic design software (Max: 15 points)
    • Interview (Max: 20 points)
  • Criteria for financial evaluation (30 points maximum):
    • The following formula will be used to evaluate financial proposal: p = y (µ/z)

 

Where p=points for the financial proposal being evaluated;

y=maximum number of points for the financial proposal;

µ=price of the lowest priced proposal;

z = price of the proposal being evaluated.
