Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women's Peace and Security Section is responsible for providing technical support to UN Women Country Offices in a number of areas, including: conflict prevention and peacebuilding, justice sector and security reform, promoting women's political participation and mainstreaming gender issues into governance reforms. It has global components but is grounded in country-level activities.  The Section supports UN Women to fulfill its coordination mandate in the area of peace and security and UN system efforts to promote improved monitoring and reporting on the implementation of global commitments on women and peace and security, including as set out in Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), 2122 (2013) and 2242 (2015) and relevant Statements by the President of the Security Council.

Reporting to the Deputy Chief and in close coordination with the section’s Operations Analyst, the Programme Associate works with and provides support to the members of the Peace and Security in the development and implementation of peace and security initiatives consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the Division for Management and Administration, the Programme Team, UN Women Country and Regional offices and Policy Specialists as required for resolving complex finance-related issues and exchange of information. The Programme Associate will serve as the procurement focal point for the section and take a lead role in the organization of special events, travel and workshops within the team.

Duties and Responsibilities

Provide administrative and logistical support to the formulation and management of peace and security initiatives and programmes:

  • Provide administrative support in the preparation of work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the Peace and Security Team, partners and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Provide administrative support to the financial management of the Peace and Security section:

  • In coordination with the Operations Analyst, Liaise with UN Women Country and Regional offices to ensure smooth delivery of Peace and Security global programming;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects, including the finalization of FACE forms;
  • Review financial reports, prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

Lead procurement processes for the Peace and Security Section:

  • Prepare procurement plans for programmes/projects;
  • Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services;
  • Organize procurement processes including the preparation of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids or proposals;
  • Perform Buyer role in Atlas; prepare/close Purchase Orders (POs) and contracts in and outside Atlas; 
  • Create vendor profiles in Atlas;
  • Prepare submissions to the Procurement Review Committee (PRC).

Provide administrative support to the Peace and Security Section:

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the section, including travel requisitions and claims; 
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations.

Provide administrative support to Resource Mobilization:

  • Prepare cost-sharing and other agreements; follow up on contributions for the Peace and Security section’s resource mobilization efforts;
  • Organize, compile and process information from donors and Peace and Security team, as inputs to various databases and documents.

Facilitate knowledge building and knowledge sharing:

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the section staff and partners on programme and operations related issues.

Required Skills and Experience

Education:

  • Completion of secondary education required;
  • Bachelor’s degree in Business or Public Administration is an asset.
  • Candidates who do not have a university degree or an accredited certification in a related field will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Languages:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
