Background

The Montreal Protocol on Substances that Deplete the Ozone Layer has the objective to phase-out the ozone depleting substances (ODSs) that are released to the atmosphere. Contrary to the Multilateral Environmental Agreements (MEAs) that pursue reductions in the emissions of greenhouse gases (GHG), the Montreal Protocol focuses on the elimination of the sources of these ODS: their production and consumption (imports);

 

Under the Montreal Protocol, the A-5 countries are eligible to receive financial support to comply with the phase-out ODS consumption by deploying a series of technical assistance and industrial conversion projects, at country level, so producing and consuming sectors can abandon the use of these substances. Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorocarbons (HCFCs)” and, additionally, trough the Decision XXVIII/2 to amend the Montreal Protocol in order to further protect the climate and the ozone layer through the “Kigali Amendment” that will phase-down the consumption of hydrofluorocarbons (HFCs) by the year 2045.

 

Being one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF), The United Nations Development Programme (UNDP) supports developing countries operating under its Article 5 (A-5) to implement the Montreal Protocol´s ODS phase-out projects, which include activities related to industrial conversion of polyurethane foam manufacturing sector in order to eliminate the use of the blowing agent HCFC-141b for environmentally friendly alternatives.

 

These Terms of Reference (TOR) identify and specify the scope of services required for the fulfillment of the above components related to the PU Foam sector, and, therefore, UNDP would like to engage an International Consultant in the Polyurethanes (PU) Foam.

 

The Expert is expected to be engaged by 15 November 2018 through a non-exclusive Framework Agreement formalized through an Individual Contract (IC). A Framework Agreement is known in UNDP as an agreement that establishes the terms, conditions and prices that will govern future engagement (Thru issuance of Purchase Order) arising from the said Agreement, which could be issued at any time within the duration of the IC. 

 

It is important to note that, at the time of the issuance of the IC that serves as the Framework Agreement, both parties understand that no financial obligation or commitment is formed on the part of UNDP, and that such an agreement is non-exclusive (i.e., it does not prohibit UNDP from entering into another such framework agreement with another individual or entity).  Financial commitments will only be established each time the services are requested within the scope of the IC, through the agreed triggering action or document (Purchase Order) that signals the commencement of an engagement. 

 

This IC is intended for on-call intermittent engagement for a maximum of 240 working days spread over a period of 36 months (3 years). Any extension is subject to satisfactory performance review, project funding situation or other factors impacting the project operating environment

Duties and Responsibilities

Scope of Work

The International Consultant will work with UNDP, reporting to the UNDP MPU´s Regional Programme Officers (Task Managers) for the Asian and African regions.  The Framework Agreement Monitor is the Technical Specialist of the UNDP´s MPU based in the Regional Hub of Bangkok.

The Consultant is expected to assist the countries of Malaysia, India, Egypt,Nigeria, Mexico, Dominican Republic and Trinidad and Tobago, supporting the Government Officials (National Ozone Units), private sector and other stakeholders to implement System House and end-user levels activities related to technology transfer and PU foam manufacturing processes through implementation and completion of relevant projects activities.

Expected Outputs and Deliverables

 

a)       A pour-in-place demonstration project fully implemented in Egypt including results collected and assessed. Final Report prepared ready for submission to the MLF.

b)      Effective assistance delivered to Nigeria for the Projects HPMP Stage 1 and Stage 2 in the issues related to:

         o   Manufacturing sites visited and assessed;

         o   Implementation activities coordinated with recipient company;

         o   Data required for industrial reconversion collected;

         o   Oversight and monitoring visits/activities carried out;

         o   Steps required to carry on Safety Audit done.

c)     Effective support delivered to the organization of technical workshops and seminars stakeholders meetings:

d)      Data required to prepare Investment/demonstration projects collected and assessed in several countries listed in item 3 above.

e)      “Hand-holding” activities to beneficiary companies in India, Malaysia, Trinidad and Tobago and Dominican Republic delivered, including:

         o   Relevant technology issues assessed;

         o   Conversion plans prepared;

        o PU products development plans implemented.

Institutional Arrangement

The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;

The Consultant will be responsible for providing her/his own laptop.

Payments will be made upon satisfactory delivery of outputs, certification of payment form, and acceptance and confirmation by the Task Manager on outputs satisfactorily delivered.

Duration of the Work

Between 15 November 2018 – 14 November 2021 (a maximum of 240 working days).

Duty Station

Home- based with travel to India, Malaysia, Egypt, Nigeria, Mexico.

Required Skills and Experience

Education

·         At lease bachelor (or equivalent) degree in Chemistry, Chemical Engineering or related field.

Experience

·         Working experience of at least 15 years with activities in environmental and/or chemical area;

·         Working experience in the implementation of PU Foams industry-related projects, is desirable;

·         Knowledge of Montreal Protocol related issues and its associated Policies and Agreements is desirable;

  • Experience in industrial and environmental-related projects in developing countries is desirable

Language

·         Fluency in written and spoken English.

Price Proposal and Schedule of Payments

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Education- Max 10 points;
  • Criteria 2: Working experience with activities in environmental and/or chemical area - Max 15 points;
  • Criteria 3: Working experience in the implementation of PU Foams industry-related projects - Max 10 points;
  • Criteria 4: Knowledge of Montreal Protocol related issues and its associated Policies and Agreements (desirable) - Max 5 points;
  • Criteria 5: Experience in industrial and environmental-related projects in developing countries (desirable)– Max 10 points.
  • Criteria 6: Interview and assessment of Oral proficiency of English language - Max 20 pionts?

*Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for interview and Financial Evaluation respectively.

·         Letter of Confirmation of Interest and Availability using the template provided in Annex II.

·         Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

·         Financial proposal, as per template provided in Annex II. Note: National consultant must quote price in U.S. Dollar that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
