The United Nations Office for South-South Cooperation (UNOSSC) aims to be a robust knowledge hub providing advisory and consulting services to Member States and United Nations entities on South-South and triangular cooperation enabling developing countries to effectively face their development challenges and harness global opportunities to address them, in tandem with monitoring progress on implementing the Buenos Aires Plan of Action, New Directions Strategy and the Nairobi Outcome.

UNOSSC engages with Member States globally, regionally, as well as within the UN system to facilitate practical expressions of Southern solidarity towards the achievement of internationally agreed development goals.  UNOSSC works with a wide range of partners including global centers of excellence to intensively explore how building endogenous capacity can be encouraged, how broadening and sharing technological advances within the global South will systematically occur, and how emerging innovative financing mechanisms can be harnessed through South-South and triangular cooperation. UNOSSC ensures that our southern constituencies have timely access to high quality analytical planning, mapping, programming, and reporting on data, trends and opportunities that will propel South-South and triangular cooperation in ways that ensure success.

The United Nations Office for South-South Cooperation (UNOSSC) seeks the services of an expert to support with the following key events:

  • The General Assembly, recognizing the need to strengthen and further invigorate South-South cooperation, decided by resolution 71/244 of 2 February 2017, to convene a high-level United Nations conference on South-South cooperation on the occasion of the fortieth anniversary of the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among developing countries (TCDC). The Second High-level United Nations Conference on South-South Cooperation will be held in Buenos Aires, Argentina, 20-22 March 2019.
  • The annual Global South-South Development Expo (GSSD Expo), will take place at United Nations Headquarters in New York from 28 to 30 November 2018. Organized by the United Nations Office for South-South Cooperation (UNOSSC) in collaboration with United Nations agencies and other partners, the GSSD Expo will strategically engage all development actors, including the private sector, civil society, academic and philanthropic organizations, to scale up concrete Southern-grown initiatives to help achieve the 2030 Agenda for Sustainable Development.
  • This year marks 10 years since the GSSD Expo’s inception in 2008. Since then, the GSSD Expo has featured thousands of documented best practices from Member States, the United Nations system, private-sector enterprises and civil society organizations. It provides a powerful platform for all development actors and stakeholders to showcase Southern development solutions, celebrate South-South and triangular cooperation successes, share knowledge and lessons learned, explore new avenues for collaboration, and initiate new partnership efforts.

To advance with the above initiatives the Office of the United Nations for South-South Cooperation is looking for a qualified expert to advance related work on Expo 2018, BAPA +40 and all other related tasks. 


Duties and Responsibilities

Under the direct supervision of the Deputy Director, Programmes and Operations, the Knowledge and Programmes Analyst will substantively contribute to the work of the Programmes, Operations and Knowledge Management Team, UNOSSC.

The functional duties and responsibilities of the Knowledge and Programmes Analyst include, but are not limited to:

Expected Result: Promote Knowledge Management on South-South Cooperation

  • Support in coordination of the South-South in Action series of reports, including: partnership management and engagement; guidance to partners on content; editorial oversight including copyediting; management of contractors (editors/graphic design/printing); management of budget; organization of launch events.
  • Provides management support in development of other UNOSSC knowledge products including Independent Report, Good Practices reports, and other ad hoc reports.
  • Provide management support on promoting the South-South Global Thinkers initiative.
  • Contribute substantively and technically to UNOSSC research projects including development and launch of the Independent Report.

Support to Programmes Management

  • Assist in management of the  UNOSSC programmes such as South-South Development Center and Maritime-Continental Silk Road Cities Alliance, including: financial oversight; processing of payments; recruitment and procurement of goods and services; organization of events.
  • support to the organization of annual Global South-South Development Expo, including: development of concept note, thematic focus, and agenda; partnership management; procurement and coordination of consultants, contractors, and other vendors; overall coordination.
  •   Contribute to the formulation of the new UNOSSC programmes, in consultation with major stakeholders, in thematic areas including poverty alleviation, sustainable tourism, green economies, and health including: development of concept notes; development of Project Documents; development of annual work plans and monitoring and evaluation frameworks.
  • Provides inputs and technical support to development of Evaluation Plan; assist with evaluations of UNOSSC programmes and projects; liaise with UNDP’s IEO, ERC, and other UNDP evaluation focal points.
  • Provide substantive advisor and technical input and assistance to all UNOSSC programme and project areas such as peace and development and youth.

Knowledge management, outreach and visibility:

  • Prepare briefing notes, talking points, speeches, and other documents for UNOSSC Senior Management.

Required Skills and Experience


  • Master’s degree related to international development areas, such as sustainable development, public health, development studies, economics, social sciences, or related.                                                        


  • At least 5 years prior work experience in sustainable development, international public health, research, social sciences or related fields is required
  • Prior experience working on South-South and triangular cooperation, is highly desirable
  • Previous experience with managing development of reports and other knowledge products
  • Previous experience with managing programmes and projects, in line with UNDP policies and programmes
  • Professional proficiency in English with demonstrated excellent writing and analytical skills
  • Experience working within the United Nations system and/or Member State governments, is highly preferred


  • Working proficiency in English
  • Knowledge of one or more other official languages of the United Nations would be considered an advantage

A cumulative analysis method will be used to evaluate proposals. The evaluation criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractor contract shall be made to the individual whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of technical and financial criteria.

Technical Analysis (maximum 1000 points; 70% total)

Candidates will be shortlisted following desk review of CV/P11 against required skills and experience.

Candidates’ CVs or P11s meeting the minimum/mandatory requirements will then be evaluated against the following criteria:

  • Prior experience working on South-South and triangular cooperation including knowledge of history and principles (200 points)
  • Demonstrated prior experience with managing development of reports and other knowledge products (200 points)
  • Demonstrated prior experience with managing programmes and projects in line with UN/UNDP policies and programmes, including using UNDP ERP system (ATLAS) (200 points)
  • Demonstrated prior experience organizing large-scale, high-level events in a UN context (200 points)
  • Knowledge of one or more other official languages of the United Nations is desired (100 points).
  • Competency and technical based Interview (100 points).

From the desk review, the top 4 candidates will be invited for interview and submission of financial proposal.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial Analysis (30% total)

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;

Duty Station, Travel and Administrative Arrangements

The consultancy is an office-based assignment in New York, USA.

The consultant will work under supervision by the Deputy Director, Programmes and Operations, UNOSSC.  Payment to the consultant will be based on the accepted monthly deliverables.

Travel: The consultant is expected to undertake mission travels. The cost for mission travels will be arranged and paid for by UNOSSC. Candidates will therefore not provide price quote for the mission travels in their financial proposals.

Payment modality

  • Payment to the Individual Contractor will be made based on monthly deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
