Background: Brief Project Description:

Trafficking in persons and smuggling of migrants affect all countries of the Middle East and North Africa region, either as countries of origin or as countries of transit or destination. Regional instability has allowed criminal groups to move people across borders more freely and allows illicit activities related to trafficking in persons to expand in the region, bringing increased profit to criminal organizations.

 UNODC provides assistance to the countries of the MENA region through a number of initiatives to support criminal justice and law enforcement in line with the provisions of the United Nations Protocol against Smuggling of Migrants by Land, Sea and Air and the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime.

 These core technical assistance areas of UNODC are addressed by the UNODC Regional Office for the Middle East and North Africa – ROMENA regional project “Strengthening the Framework of the Arab Region to Prevent and Combat Human Trafficking and Migrant Smuggling” (XME/X19); the UNODC "Global Programme against Trafficking in Persons" (GLO/T59); the UNODC "Global Programme against Smuggling of Migrants" (GLO/T92); the UNODC “Global Action against Trafficking in Persons and Smuggling of Migrants” (GLO.ACT); and the UNODC Regional Office for the GCC Countries "Arab Initiative to Build National Capacities to Combat Human Trafficking in the Arab Countries".

Duties and Responsibilities

Summary of Key Function:

The National Project Manager (NPM) will perform his/her duties under the supervision of the Environment Programme Team Leader, NPM will be responsible for day-to-day project management. The NPM will ensure smooth implementation of the project in accordance with the project document and UNDP procedures. He/she shall be responsible for coordinating and overseeing the preparation and delivery of all substantive, managerial and financial reports from and on behalf of the project. The NPM will prepare an annual work plan on the basis of the project document, under the general supervision of UNDP and in close consultation and coordination with the Greater Amman Municipality. NPM will perform his/her tasks on a full time daily basis for one year (with possibility of extension) at the project management unit (PMU) located within the Greater Amman Municipality premises and he/she will manage a team of three staff composed of two technical officers and admin/finance Assistant:

  • Support the implementation of technical assistance capacity-building activities in the MENA region.
  • Prepare and contribute to field missions and capacity-building activities, including the preparation of workshops and trainings in the MENA region under the project.
  • Prepare and deliver as expert trainer anti-human trafficking training sessions to law enforcement officers, criminal justice practitioners and other relevant practitioners during UNODC project activities implemented in the MENA region. This particularly covers investigation and special investigation techniques.
  • Facilitate anti-human trafficking and anti-migrant smuggling interventions organized by UNODC in the MENA region

Competencies

Core Competencies:

Professionalism: Excellent working knowledge of law enforcement techniques, notably investigations and debriefings. Good knowledge of the mandates, priorities and operational modalities of UNODC. Good analytical and problem solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility. Proven, comprehensive experience in operational law enforcement field work, Very strong knowledge of local, regional and global TiP issues and developments as well as a very good knowledge of the MENA region and its political context. Strong experience working with UN and Government entities.

Communication: Effective communication (spoken, written and presentational) skills. Proven experience in delivering anti-human trafficking trainings to law enforcement officers, including developing training material. Experience in the delivery and/or facilitation of trainings. Excellent drafting and presentation skills. Good command of Microsoft office tools, as well as other relevant learning tools.

Teamwork: Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

Planning, organizing and managing performance: Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs. Ability to maintain focus and pay attention to necessary details.

Required Skills and Experience

Education: A master’s degree in law or a related field.

Experience: Fifteen years of relevant professional experience in the field of criminal justice and/or law enforcement, and in the field of combating transnational organized crime with focus on human trafficking and/or migrant smuggling are required. Proven experience in delivering training to law enforcement and judicial personnel. Work experience with the United Nations or similar international organizations is desirable.

Language Requirements: For this post fluency in English and Arabic is required.
