Background

The consultancy will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina – CIAT Project, funded by the Federal Republic of Germany and implemented by UNDP. This project is designed to further strengthen the capability of the Border Police BiH (BP BIH) to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives in BiH through increased technical capacities.

Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the targeted  institutions and agencies in their continuous specialized training on border checks for all types of cross-border traffic, establishment of an efficient border surveillance as a quality filter for cross-border crime, implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons (SALW) Strategy and the Action Plan activities.

The Project key output is as follows: BP BiH capacitated to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives from and through BiH. 

The main activities and expected results are as follows:

  • Capacity of BiH front-liners increased;
  • Capacity Development of BP BiH in Countering Illicit Arms Trafficking;
  • Increased Technical Capacity for Detection, including provision of specialized equipment, procedures and training.

This intervention and envisaged Project results and activities are especially important to effectively combat crime in general and firearms trafficking in BiH in particular, in which BiH authorities need to be assisted at. To address these challenges the selected consultant will provide targeted assistance and support to BP BiH in delivery of twelve trainings. Moreover, the community police work in six selected communities will continue through organization of additional workshops.

The purpose of this consultancy is to provide technical support and assistance to Border Police of Bosnia and Herzegovina (BP BiH) in their efforts to combat crime in general and firearms trafficking in particular. More specifically, with this assignment the selected consultant will help the rollout of the training for up to 400 BP BIH staff. He/she will also help BP BIH to organize and carry out the workshops on community police in six already identified municipalities most vulnerable to illicit arms’ trafficking.

Duties and Responsibilities

The selected consultant will assist the BP BiH in roll out of up to twelve trainings on risk analysis and risk profiling as well as six trainings of community policing workshops in six communities including necessary preparations.

Deliverables/outputs:

  • Conceptualize and roll out training for up to 400 BP BIH staff during 12 training on 12 different locations on risk analysis and risk profiling - 14 days, 15 Dec 2018, 60%;
  • Organize and carry out six workshops in six BH border communities - 7 days, 15 Dec 2018, 40%;

Required Skills and Experience

Academic Qualifications/Education:

  • Bachelor’s degree in Criminology or Political Science.

Experience:

  • At least 10 years of senior experience in police investigation, including in activities related to countering illicit arms trafficking in the context of EU integration process;
  • Experience in developing and roll out of professional trainings and seminars on the issues of organized crime, with the focus on gun crime;

Languages Requirements:

  • Proficiency in the local language and the ability to work in English.

Technical  criteria:

  • Experience in police investigation activities related to countering illicit arms trafficking - Weight: 30%, Maximum points: 30;
  • Experience in conceptualization and roll out of trainings or workshops on the issues of organized crime, with the focus on gun crime - Weight: 20%, Maximum points: 20;
  • Proven analytical skills - Weight: 20%, Maximum points: 20.

Financial criteria: Weight: 30%, Maximum points: 30

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
