Background

In this global panorama marked by common challenges that require partnerships and innovative and complex solutions to achieve sustainable development "without leaving no one behind", UNDP ART and the City of Madrid have launched the joint project “Localizing the SDGs: promoting peaceful and inclusive cities in Iberoamerica”. The main objective of the project is to promote innovative initiatives of local governance and local development that foster sustainable urban development, peaceful societies, and social and economic inclusion, while contributing to the localization of the 2030 Agenda.

The project is being piloted in the cities of Madrid (Spain), Praia (Cabo Verde), Montevideo (Uruguay), and Sucre and La Paz (Bolivia); cities that have expressed keen interest in being involved in the project due to their commitment in promoting urban resilience, fight against inequalities and the different forms of violence in urban areas. The project has an initial duration of 1 year and started early 2018. It is implemented in full coordination with the respective UNDP Country Offices (especially those of Bolivia, Cabo Verde and Uruguay), and in collaboration with the respective UNDP Regional Hubs and BPPS/RAI team in UNDP New York

Within the framework of the UNDP and the City of Madrid cooperation, UNDP is now seeking to engage a Consultant to coordinate the overall implementation of the joint project “Localizing the SDGs: promoting peaceful and inclusive cities in Iberoamerica”. She/he will provide direction and strategy for the project and will be responsible for the delivery of the outputs. Therefore, she/he will ensure quality results by overseeing and managing the project strategic aspects and activities, facilitating knowledge management and sharing and overseeing monitoring and evaluation of the project.

The Consultant will be hosted by UNDP ART Initiative, where the necessary support for the implementation of the project will be provided. She/he will be working under overall guidance of the International Coordinator of UNDP ART and the Director of the Unit of Global Citizenship and International Cooperation for Development of the City of Madrid. She/he will also work in close coordination with the rest of UNDP ART team in Brussels, UNDP Country Offices, Regional Hubs and headquarters in New York and in collaboration with the focal points of the participating cities. 

The Consultant is expected to travel to the cities that are involved in the project. Frequency and length of the trips will be defined according to the project needs. Reimbursement of the travel cost will be in line with UNDP policy applicable to International Consultants

Duties and Responsibilities

Key duties and responsibilities:

1. Project management

  • Manage and oversee the project, ensuring a quality project implementation.
  • Ensure smooth coordination between UNDP, the participating cities and other potential institutions that might get involved in the project.
  • Prepare work plans and produce progress and financial reports.
  • Monitor the progress on agreed results framework and performance indicators and take the necessary actions and decisions.
  • Assure that the results of the project are integrated within wider development processes in the countries through linkages with other initiatives promoted by UNDP and the national and local governments of the pilot cities.

Deliverables

  1. Project timely and effectively managed and implemented.
  2. Articulation between the project and the different participating cities and actions facilitated.

2. Ensuring timely implementation of the identified and agreed work plan with the priority actions that have been established by each city, mainly in the following areas:

  • Raising awareness on SDGs;
  • Strengthening the institutional strategic frameworks for the localization of the SDGs;
  • Fighting urban violence for more inclusive and peaceful cities;
  • Promote urban mobility;
  • Promote citizen participation through the implementation of the Consul tool in the participant cities;

Deliverables:

  1. Project activities implemented according to the work plan.
  2. Tools, experiences and best practices promoted and integrated on the Platform for the Localization of the SDGs.

3. Ensure the articulation of actions between the participating cities of the project:

  • Organize and coordinate meetings and exchanges between/and with actors from the participant cities, UNDP Country Offices, Hubs, Headquarters, and/or potential partners to further partnerships.
  • Support the adaption and implementation of the best practices and tools identified and systematized in the framework of the project, and selected by the cities of Madrid, La Paz, Sucre, Montevideo and Praia.
  • Facilitate training actions on Localization of the SDGs for actors from the participating cities, focusing mainly on issues of LED, urban peace, inclusion, gender equality.

Deliverables:

  1. Meetings between the representative of the cities and relevant actors organized and exchanges fostered.
  2. Training actions on Localization of the SDGs held.
  3. Results of the exchange and implementation of key initiatives in the framework of the project systematized and shared among partners and relevant actors.

4. Reinforce the participation of the project’s pilot cities in global processes and debates on LED, local governance and sustainable urban development, feeding the global process of localization of the SDGs.

  • Facilitate the participation of representatives of the participant cities in strategic global events linked to the localization of the SDGs through the UNDP ART Initiative and its networks of partners.
  • Support the participation and positioning of Iberoamerican cities in debates and global events on local governance, local development and sustaining peace.

Deliverables:

  1. Participation of representatives or the project’s participant cities in global events strengthened.
  2. International processes and international policy meetings informed by the knowledge and experience of Iberoamerican cities

  • Ability to advise on local governance and local development, including the implementation of the principles of aid effectiveness at the local level;
  • Ability to work with multiple partners in a wide variety of disciplines;
  • Ability to support strategic planning and change processes;
  • Ability to lead formulation, oversight of implementation, monitoring and evaluation of development projects

Required Skills and Experience

Education:

  • University degree in social sciences, economics and/or development studies.

Experience:

  • Minimum 5 years of experience in development cooperation at the local level.  
  • Knowledge of the SDG localization concept and approach.
  • Experience in working with LRGs and/or their associations.
  • Experience in working with the UN-UNDP in local governance and/or local development programs is advantage.
  • Language: Fluency in Spanish and English.

Financial Proposal:

Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

Criteria A – Relevant experience through CV and P11 analysis– max points: 20;

Criteria B – Knowledge of 2030 Agenda, SDG localization concept and approach and territorial development – max points: 25;

Criteria C – International relations at Municipal level and knowledge of decentralized cooperation– max points: 30;

Criteria D – Interview – max points: 25.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal;

µ = price of the lowest priced proposal;

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
