Background

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Sustainable Development Goals.

With the support of the UNDP, two National Human Development Reports for Kuwait have been prepared. The first report was published in 1997 and it was a general report on human development and the second, published in 1999, focused on human development within the Economic Reform Plan of the Government. The 2017 Kuwait Human Development Report will be a stepping ground for policy makers to address certain aspects that will lead to development within the country. 

With education being one of the main pillars of human development, the 2017 report theme will be on education with a focus on private education. This theme will give policy makers an insight on the private education in contrast to public education.

This background paper will provide detailed information about the process of becoming a teacher in Kuwait.  It should consider (and differentiate between) teachers both in public and private schools.  The NHDR will be interested in contrasting how persons become teachers in Kuwait with how they become teachers in other countries

Duties and Responsibilities

Specific questions that the paper should address include:

  • What is the process of becoming a teacher in Kuwait? 
    • Differentiate by level of teaching and subject area
  • What courses are taken in university? 
  • What is the student teaching or apprentice teaching process?
  • Are teachers in Kuwait “certified”?  If so, what is the certification process? 
  • What is the high school GPA of students who enter teaching programs at Kuwait’s universities/colleges?
  • How are newly minted teachers placed in teaching jobs?  Are jobs posted and then students apply?  How is the teaching assignment determined?
  • Since the NHDR will compare Kuwait with other countries, it would be best if a comparison could be made with other countries.  The countries could be one or two of the following:  the UK, France, US, Finland, and Australia; AND at least one of the following countries—Qatar, Bahrain, or the UAE.

Since the paper will provide content for the Kuwait Human Development report, it is important that every piece of information in the paper has appropriate citations.  Citations should be in the form of:

Author last name, author first name.  YEAR.  “Title of Article.”  Journal name, Volume (Number of journal): Pages.

URL.  Accessed DATE.

Institutional Arrangement

The consultant will work under the supervision of the Lead Author and UNDP Project Coordinator. All submitted deliverables, developed papers are subject to UNDP, GSSCPD approval. These documents will serve as a justification of payments.

10 working days over a period of 2 weeks during October – November 2018

Duty Station: Kuwait.

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

The financial proposal submitted shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (number of anticipated working days).

Travel: No travels are envisaged under this assignment.

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

  3. Publications: Previous publications.
  4. Brief description of why the individual considers him/herself as the most suitable for the assignment
  5. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP
