Background

The Independent Evaluation Office (IEO) of UNDP has developed an updated set of evaluation guidelines to guide the evaluation process in UNDP; the revised guidelines include:

  • Section One: Evaluation Function of UNDP
  • Section Two: Decentralized Evaluations in UNDP
  • Section Three: Evaluation planning
  • Section Four: Evaluation implementation
  • Section Five: Roles and Responsibilities for Decentralized Evaluation
  • Section Six: Evaluation Quality Assessment

The new evaluation guidelines have been through a detailed participatory development and commenting process and are due to be completed before the end of 2018.

Based on these updated guidelines, a series of online trainings are to be developed that address each of the sections and are targeted towards a varied audience of UNDP staff.

Online training based on the new guidelines will be directed at four distinct audiences:

General training:

  • Programme unit management: highlighting the importance of strategic evaluation planning and implementation for learning, accountability and transparency.
  • Programme unit staff: detailing the steps involved in planning and implementing evaluations that are independent and produce credible and usable results.

In-depth Training

  • M&E specialists, officers and focal points detailing their role in ensuring quality assurance throughout the evaluation process, from planning, implementation and use of evaluation results.
  • M&E regional focal points detailing their role in ensuring quality in evaluation process.

UNDP already has online training supporting evaluation but this is in need of updating to reflect the new evaluation guidelines as well as the varied targeted audiences above and certification needs.

Existing online training includes:

  • Evaluation in UNDP for practitioners and specialists
  • Evaluation for senior management

Both courses cover similar content, covering:

  • Evaluation
  • Developing the evaluation plan
  • Initiating and preparing for the evaluation
  • Managing the quality of evaluation
  • Using the evaluation outcome

Duties and Responsibilities

Duties and Responsibilities

Under the guidance of the IEO Capacity Development Section, the consultant will examine options for the development of online training for a varied audience based in the updated evaluation guidelines in production by the independent Evaluation Office.

The consultant is expected to review the existing materials for evaluation including existing online training, the updated evaluation guidelines and other supporting documents; familiarize him/herself with a sample of trainings and certifications available to UNDP staff in other subject areas; consult the UNDP Talent Development Centre to discuss options available for developing web-based courses within UNDP and/or any specifications for externally designed courses to be offered as a UNDP web-based training course; consult with key IEO staff on aspects of the existing course and guidelines to be improved.

Expected outputs

Output of the assignment would be an options paper detailing:

  • Outline the e-learning design options available
  • Options for developing training based on the updated guidelines
  • Options for the various audiences for the training (general and in-depth)
  • Tentative cost estimates for development of online training serving UNDP and evaluation.

The paper should provide sufficient information for the UNDP IEO to be able to select an option and prepare a full terms of reference for procurement of services to fully develop the training course(s).

Competencies

  • Knowledge of UN context and topics;
  • Ability to ascertain needs, plan and design (online) training;
  • Knowledge of information systems and technology innovations and concepts and ability to apply them to strategic and/or practical solutions;
  • Able to present complex concepts or technical issues in practical terms easily understood by non-specialists;
  • Exercises stakeholder-centred design approaches; and
  • Anticipates constraints and identifies solutions.

Required Skills and Experience

Education

  • Master’s degree in a relevant subject area, such as computer science, pedagogy, international development, economics, evaluation, or other social, physical or natural science

Experience

  • 7 years’ experience in the development of training and online courses;
  • Understanding of UNDP or other development agencies; and
  • Ideally knowledge and understanding of evaluations.

Languages

  • Fluency in written and spoken English required.
