Background

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access of the most vulnerable and marginalized Rohingya women to humanitarian assistance and information, while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities. UN Women also co-chairs the Gender in Humanitarian Action Working Group (GiHA) for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar and hosts the GenCap Advisor for the Inter-Sector Coordination Group.
UN Women jointly with UNDP is implementing a project titled “Support to community stabilization and resilience” in Cox’s Bazar, funded by German Government. The project aims to address the impact of the influx on host community and governance institutions, while promoting social cohesion and stability. The project also aimed at women and girls among the Rohingya refugees and Bangladeshi host communities, this includes women and men serving in Bangladeshi police, and individuals and organizations providing services to survivors and those at risk of GBV. The project will also contribute in strengthening the capacities, provide logistical support to National police working in Cox Bazar, and Ukhiya and Teknaf upazilas and other actors actively engaged in preventing and mitigating GBV, and thus improve the protection mechanism for the women from Rohingya refugees and host community. To this end, UN Women is looking to hire an international expert to support capacity development of police and relevant stakeholders to establishing gender responsive policing in Cox’s Bazar for community security.

Objectives of the assignment:  The key objective of the assignment is to provide training for police, individuals and organizations providing services to survivors and those at risk of GBV for both Rohingya refugees and host communities  The expert will work in Cox’s Bazar under supervision of Head of Sub-Office in Cox’s Bazar and in close collaboration with GBV Programme Analyst and national consultant, as well as with Police and other relevant stakeholders.

Duties and Responsibilities

Scope of work/ Duties and responsibilities:
The overall goal of this assignment is to provide training/capacity development for police,  individuals and organizations providing services to survivors and those at risk of GBV for both Rohingya refugees and host communities , with a focus in identifying and managing GBV cases, including forms to determinate quality criteria of case management, ways to approach the cases with gender sensitive skills, and to promote gender equality when GBV survivors seek for assistance. Two days training with Police officers (men and women), one day training with women police and on a fourth day for other actors actively engaged in preventing and mitigating GBV.

 The training will focus on specific issues as outlined below:

  • Police procedures in handling reports of GBV/DV;
  • Case management;
  • Evidence collection including forensic evidence;
  • Specialized interviewing techniques;
  • Ways to deal with women and children in a sensitive way under GBV/domestic violence circumstance (in the home and outside such as in the police station when kids are accompanying the victims/their mothers);

Methodology:
The consultant will formulate a detailed work plan and methodology for the workshops in close collaboration with the GBV Programme Analyst and work closely with the national consultant to best facilitate the collection of the participants inputs;

Duration of the assignment: The total duration of the contract assignment will be 15 working days within a one and half month period, between 15th of November and 31st of December 2018. The assignment envisages 1 trip to Cox’s Bazar to conduct a two days training with Police officers (men and women), one day training with women police and on a fourth day for other actors actively engaged in preventing and mitigating GBV.

Expected Deliverables:
The selected consultant is expected to deliver the following:

  • Draft methodology of the training along with a detailed work plan for the execution of the workshop based on the scope of work and the specific tasks;
  • Prepare and submit a written training material (guide) to assist Police in the performance of their counseling duties, carry out effectively their work with gender perspective and sensitive to the GBV cases when dealing with them, including forms to determinate quality criteria of case management, consistent with the international standards and good practices;
  • Conduct 4 days training with police and different stakeholders;
  • Prepare and submit end assignment report.

Inputs

  • UN Women will provide the Consultant with the project documents which would provide a basis for the assignment;
  • The consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should s/he be required to work on-site at any point during the assignment;
  • As the international expert will work closely with the national consultant, the translation from and to (English-Bangla) during the training session will be done by the national consultant, if required;
  • UN Women will support the consultant with logistical arrangements for the field work like conducting training in Cox’s Bazar.

Performance evaluation:
Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Functional Competencies:

  • Knowledge on DV/GBV, strategic planning and expertise on policing;
  • Experience with desk reviews, with ability to extract lessons learnt, and remaining gaps and challenges;
  • Demonstrated experience in organizing and facilitating trainings with police and other stakeholders working on GBV
  • Ability to review and revise documents thoroughly with excellent attention to detail and understanding of the overall project goal;   
  • Excellent communication skills, including the ability to convey complex concepts and recommendations, both orally and in writing, in a clear and persuasive style tailored to match different audiences.

Required Skills and Experience

Education:

  • Bachelor degree in law, international developments, in humanities or social sciences such as criminology, legal studies, sociology, development or other related fields;

Experiences

  • At least 5-7 years of progressively responsible for police training experience with law enforcement, women`s rights and/or extensive experience with GBV and domestic violence cases;
  • Proven subject matter expertise in working with police officers, survivors of gender-based violence, and relevant stakeholders;
  • Knowledge on policing, women’s human rights and gender equality, gender mainstreaming and gender sensitive approaches;

Language

  • Excellent communication skills, orally and in writing, and analytical skills;
  • Fluency in English;
  • Previous experience with UN Women would be an asset;

Payments for this consultancy will be based on the achievement of deliverables and certification that each has been satisfactorily completed.
